REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, August 3, 2021
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 3:02 pm. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano and Farmer.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio,
Community Development Director Hoffman, Economic Development Manager Mendes, Human Resources
Director Van Steyn, Interim Police Chief Small, Parks and Recreation Director Solis, and Public Works
Director Selling.
OPENING CEREMONIES: Silent prayer was observed, the flag salute was recited, and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None.
PRESENTATIONS: None.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action would be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
Ryan Montgomery, expressed his thoughts regarding the hiring of the next police chief.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Vandenburg attended the Sacramento Metropolitan Air Quality Management District
Board of Directors Meeting on July 22. Farmer attended the C Street Enhancement Project Walking Tour
on July 22, the Public Safety Committee meeting on July 26 and the Galt Youth Commission meeting on
August 2.

1. SUBJECT: Minutes of the Regular Meeting of July 20, 2021.
RECOMMENDED ACTION: Accept the minutes as submitted.

3. SUBJECT: Parks and Recreation Commission Annual Report for Fiscal Year 2020-2021.
RECOMMENDED ACTION: Receive the annual report of activities undertaken by the Parks and
Recreation Commission for Fiscal Year 2020-2021.
4. SUBJECT: Ordinance of the City Council of the City of Galt Authorizing the Levy of Special
Taxes in a Community Facilities District, Including Certain Annexation Territory Identified as
Annexation No. 5 (Parlin Oaks), into City of Galt Community Facilities District No. 2020-1 (Public
Services).
RECOMMENDED ACTION: Adopt Ordinance No. 2021-06 of the City Council of the City of
Galt authorizing the levy of special taxes in a Community Facilities District, including certain
annexation territory identified as Annexation No. 5 (Parlin Oaks), into the City of Galt Community
Facilities District No. 2020-1 (Public Services) to complete the process for the annexation into the
City of Galt Community Facilities District No. 2020-1 (Public Services).
5. SUBJECT: Approval of the Project and Expenditure Plan and Transportation Development Act
Claim for Fiscal Years 2020-2021 and 2021-2022.
RECOMMENDED ACTION: Adopt Resolution No. 2021-55 1) Approving the Transportation
Development Act Claim and Expenditure Plan for Transportation Development Act Funds for
Fiscal Years 2020-2021 and 2021-2022; and 2) Authorizing the Public Works Director to submit,
as needed, amended claim forms to the Sacramento Area Council of Governments (SACOG) for
Local Transportation Funds and State Transit Assistance funds.
6. SUBJECT: Contract Amendment with California Laboratory Services for Analytical Laboratory
Testing.
RECOMMENDED ACTION: Adopt Resolution No. 2021-56 authorizing the City Manager to
execute a contract amendment with California Laboratory Services and increasing the annual not
to exceed amount by $60,000.
7. SUBJECT: Contract Amendment for Dedicated Internet Service.
RECOMMENDED ACTION: Adopt Resolution No. 2021-57 authorizing the City Manager to
execute a first contract amendment with Softcom Technologies increasing the City’s internet
services speed and changing the associated service fee to $900 per month.
ACTION: Upon a motion by Sandhu, seconded by Vandenburg, the consent calendar was
approved by a unanimous roll call vote.
SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: None.

TREASURER’S OFFICE:
1. SUBJECT: Treasurer’s Report for period ending June 2021.
RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted.
Farrell gave the agenda report.
ACTION: Upon a motion by Vandenburg, seconded by Papineau, accepting the Treasurer’s
Report as submitted was approved by a unanimous roll call vote.

2. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Hines gave the update and answered City Council questions.
HUMAN RESOURCES DEPARTMENT:
3. SUBJECT: Resolution Approving the Memorandums of Understanding Between the City Of Galt
and the Galt Police Officers Association, Galt Public Service Unit, Galt Police Department
Civilians Association, Amended Personnel Manual and Amendments to the Compensation and
Benefits for Unrepresented Employees.
RECOMMENDED ACTION: Adopt Resolution No. 2021-58 (1) approving the Memorandums
of Understanding (“MOU”) with the Galt Police Officers Association (GPOA) for the period of
January 1, 2021 through June 30, 2022; Galt Public Service Unit (GPSU) for the period of July 1,
2021 through June 30, 2022; Galt Police Department Civilians Association (GPDCA) for the period
of July 1, 2021 through June 30, 2022; amended Personnel Manual; revised salary schedules for
these employee groups/units; (2) authorizing the amendment of the Fiscal Year 2021-2022 budget
to fund salary and benefits adjustments; and (3) authorizing the City Manager to execute and carry
out the intention of these agreements and amendments.
Van Steyn gave the report and answered City Council questions.
ACTION: Upon a motion by Lozano, seconded by Farmer, adopting Resolution No. 2021-
58 was approved by a unanimous roll call vote.
COMMUNICATION: None.
CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Hines said staff presented the Galt Market Vision Plan at the Cosumnes
Community Services District Board of Directors meeting and to the Galt Lions Club. Hines thanked both
organizations for attending the meeting and for their feedback. Solis presented upcoming Parks and
Recreation events and thanked Armando Morales and Jonathan Espinoza for their extra work in preparing
the fields for National Night Out. Selling clarified the bus schedule for the Farmer’s Market and said there
was a good turn-out for the C Street Enhancement Project walking tour and workshop. He said the next
workshop was scheduled for August 19. Hoffman gave an update on the Housing Element meeting dates.
Mendes said she would post the open job opportunities for the SOAR program as a separate item on the
City’s social media sites. Small gave an update on the National Night Out events.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Thanked all of the staff for their hard work and the residents for their public
comment. He asked about the stop sign concerns at the intersection of Vauxhall and Carillion Boulevard.
After city council discussion, City Council directed staff to place on an upcoming agenda, a discussion
regarding the intersections of Carillion Boulevard and Vauxhall, Lake Canyon and Elk Hills.
COUNCIL MEMBER PAPINEAU: Complimented staff volunteers and the community on the
Independence Day Parade and Kevin Tonn Run. He also thanked everyone who worked on the MOUs.

COUNCIL MEMBER VANDENBURG: Said he was glad to see the MOUs were completed to
everyone’s satisfaction. He thanked Armando Solis for prepping the community for National Night Out.
He also thanked the residents for public comment and encouraged more to participate.
COUNCIL MEMBER LOZANO: Attended the C Street Enhancement open house and said there was
some good feedback. He also attended the CSD board meeting and said they were pleased with the vision
and were impressed with the wide range of citizens who gave their input. He thanked everyone who worked
on the MOUs and he reiterated the significant deficit issues with the LLDs and was looking forward to the
community involvement, working with employees and labor groups to try and remedy the situation.
MAYOR FARMER: Said he was looking forward to National Night Out. He said it was disappointing
to see trash back in the streets and sidewalks after efforts were made to clean up the community. He
encouraged everyone, including businesses and residents, in keeping the community looking its best. He
applauded Craig Hoffman for being supportive of the cleaning efforts and suggested stronger enforcement
and educational efforts towards residents and businesses.
There being no further business to come before City Council, the Mayor adjourned the meeting at 4:06 pm.
