REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, September 21, 2021
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:02 pm. Council Members present: Papineau, Vandenburg,
Lozano and Farmer. Absent: Sandhu
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio,
Community Development Director Hoffman, Economic Development Manager Mendes, Human Resources
Director Van Steyn, Interim Police Chief Small, Parks and Recreation Director Solis and Public Works
Director Selling.
OPENING CEREMONIES: Silent prayer was observed, the flag salute was recited, and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action would be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
Joshua Azua, gave ideas regarding a skate park.
Phyllis Johnson, asked where the funding would come from regarding the skate park ideas.
PRESENTATIONS:
1. SUBJECT: Breathe California – Indoor Smoking.
Ariana Ponce and Marissa Greenband, Breathe California; Alexa Murillo Cuevas and Ysabella
Sosa, Galt Youth Commission, gave the presentation and answered City Council questions.
Phyllis Johnson, asked about responsibility of the landowner.
2. SUBJECT: Commission on Aging Annual Report to City Council.
Bob Balliet, Chair, gave the report.
Phyllis Johnson, thanked Bob Balliet and spoke her thoughts regarding the Commission on Aging.

3. SUBJECT: Cal-Waste – State Mandates.
Dave Vaccarezza, Jack Fiori, and Todd Snider, Cal-Waste, gave the presentation and answered
City Council questions.
Phyllis Johnson, asked about the size of the facility.
Hines asked about forming an ad hoc committee. Splendorio suggested bringing back the
discussion as an agendized item and City Council agreed.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Lozano attended the Sacramento Area Council of Governments (SACOG) Board of
Directors meeting on September 16.
INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 7.
1. SUBJECT: Minutes of the Regular Meeting of September 7, 2021 and the Special Meeting of
September 8, 2021.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending September 8, 2021.
RECOMMENDED ACTION: Receive and file warrants for the period ending September 8, 2021.
3. SUBJECT: Treasurer’s Report for periods ending July 2021 and August 2021.
RECOMMENDED ACTION: Accept Treasurer’s Reports as submitted.
4. SUBJECT: Award of Uniform Service Contract.
RECOMMENDED ACTION: Adopt Resolution No. 2021-68 authorizing the City Manager to
execute a three-year contract for an amount not to exceed $69,000, in a form approved by the
Interim City Attorney, with two one-year extension options, for an additional $23,000 per year, for
uniform services with Unifirst Corporation.
5. SUBJECT: Island Annexation – Property Tax Exchange Agreement with Sacramento County.
RECOMMENDED ACTION: Adopt Resolution 2021-69 approving the property tax revenue
exchange agreement with the County of Sacramento for the annexation of the Island Project Area.
6. SUBJECT: Approval Of The Final Map, Subdivision Improvement Agreement, Summarily
Vacating Unused Portions Of Drainage Easements and Adoption of Resolution of Intention to
Annex into Community Facilities District No. 2020-1 for Caterina Estates.
RECOMMENDED ACTION: Adopt Resolution No. 2021-70: 1) Approving the Final Map for
Caterina Estates and authorizing the filing and recordation thereof; 2) Authorizing the City
Manager to execute the subdivision improvement agreement, including the conditions of approval
with Richmond American Homes of Maryland, Inc. and the filing and recordation thereof; 3)
Resolution No. 2021-71 Summarily vacating unused portions of drainage easements; and 4)
Resolution No. 2021-72 Declaring the intention of the City Council of the City of Galt,
California, with respect to annexation of Annexation No. 6 (Caterina Estates) into the City of
Galt Community Facilities District No. 2020-1 (Public Services).
7. SUBJECT: Proposition 68 Program Application Resolution for Per Capita Grant Funds.
RECOMMENDED ACTION: Adopt Resolution No. 2021-73 approving the Application for
Proposition 68 Per Capita Grant Funds.

ACTION: Upon a motion by Lozano, seconded by Papineau, the consent calendar was
approved by a 4-0 roll call vote with Sandhu absent.
SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: None.

CITY MANAGER’S OFFICE:
1. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Hines gave the update.
PARKS AND RECREATION DEPARTMENT:
2. SUBJECT: Galt Market Weekend Operations Feasibility Study.
RECOMMENDED ACTION: Review staff report, receive presentation and provide direction to
staff.
Hines gave the presentation and answered City Council questions.
Phyllis Johnson, spoke about the Galt Lions Club receiving information and gave her thoughts
regarding the weekend market.
City Council agreed not to provide any direction until Vice Mayor Sandhu returned.
COMMUNICATION: None.
CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Splendorio spoke about AB 361 and how it would affect upcoming council
meetings. Selling spoke about the east side trash clean up due to homelessness and thanked his crew for
their efforts. Selling also gave an update on the goats that were being used for land clean up. Solis spoke
about the Special Teen and Adult Recreation (STAR) Program and said Cal-Waste was a major contributor
to the event. Solis thanked Tanni Watts who had been with the City for over 20 years and said Chelsea
Garibay would be taking over the STAR Program. Solis also gave an update on upcoming City events.
Hines said he would be attending the Farm to Fork event this weekend. Hoffman said the housing element
had been submitted to the State. Small thanked the City Council and staff who attended Officer Grewal’s
memorial service along with the community for their support. Small also recognized the City’s regional
partners, specifically the Sacramento County Sheriff’s Office and the Elk Grove Police Department. Small
also recognized his staff for their hard work and continuing the mission that Officer Grewal gave his life
for.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Absent.
COUNCIL MEMBER PAPINEAU: Said he agreed with Chief Small’s comments and appreciated the
show of support from all the council members, city manager and department directors who attended the
service.

COUNCIL MEMBER VANDENBURG: Thanked the staff for the thorough reports. Asked Chief Small
to thank all the officers for showing up to work every day after such a loss.
COUNCIL MEMBER LOZANO: Said he agreed with all the comments made about Officer Grewal’s
service and appreciated the support of all of the staff and police department. He also asked about sending
a thank you, on behalf of the City Council, to the Sacramento Sheriff’s Office and the Elk Grove Police
Department. City Council agreed.
MAYOR FARMER: Said it was a good service and a very fitting tribute to Officer Grewal. He said it
was good seeing Officer Herrera there and asked everyone to keep her in their prayers. He thanked the
Chamber for hosting the 911 event along with everyone who participated. He also thanked everyone who
attended the Galt Beautification Clean Up Day. He asked everyone to keep Vice Mayor Sandhu in their
thoughts and prayers.
There being no further business to come before City Council, the Mayor adjourned the meeting at 10:39
pm.
