CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, October 5, 2021 This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State and County Shelter at Home Orders, and as allowed by the Governor's Assembly Bill (AB) 361, which allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff participated via remote video/telephone connections and the meeting was broadcast on Metro Cable and livestreamed on the City's website. The Mayor called the meeting to order at 6:04 pm. Council Members present: Sandhu, Papineau, Vandenburg, Lozano and Farmer. Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community Development Director Hoffman, Economic Development Manager Mendes, Interim Police Chief Small, Parks and Recreation Director Solis and Public Works Director Selling. Absent: Human Resources Director Van Steyn. OPENING CEREMONIES: Silent prayer was observed, the flag salute was recited, and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the email submission process identified on the agenda. She stated no discussion or action would be taken on any item that was not listed on the agenda. She said those who submitted written public comments would be read out loud by the City Clerk, subject to the customary five minute time limit, on any item scheduled on the agenda at the time that item was being considered. Scott Robinson, Galt Cannabis Company, asked City Council to consider amending the City's cannabis ordinance. Joshua Azua gave ideas regarding a skate park. Kellie Gorelick, asked about masks required at youth basketball games. PRESENTATIONS: I. SUBJECT: Planning Commission Annual Report to City Council. Craig Hoffman, Community Development Director, gave the report. 2. SUBJECT: Cal-Waste Business Award Presentation - Marybeth Ospital and Jack Meotti. Marybeth Ospital, Cal-Waste, presented the Cal-Waste Recycle Recognition Award to Spaans Cookie Co. Vandenburg gave a report on the sessions he attended at the League of California Cities Annual Conference. Papineau attended the Sacramento Metropolitan Air Quality Management District Board meeting on September 23. Lozano attended the Sacramento Area Council of Governments (SACOG) Policy and Innovation Committee meeting on October 4. Farmer attended the Galt Youth Commission meeting on October 4. INFORMATION/CONSENT CALENDAR - Consisting of Items l through 2. 1. SUBJECT: Minutes of the Regular Meeting of September 21, 2021. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending September 22, 2021. RECOMMENDED ACTION: Receive and file warrants for the period ending September 22, 2021. ACTION: Upon a motion by Papineau, seconded by Vandenburg, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: None. REGULAR CALENDAR: CITY ATTORNEY'S OFFICE: 1. SUBJECT: AB 361 Update and Resolution Making Findings Necessary to Conduct Brown Act Meetings by Teleconference. RECOMMENDED ACTION: Receive presentation and adopt Resolution No. 2021-74 authorizing remote teleconference/virtual meetings of the legislative bodies of the City of Galt Starting October 5, 202 1 for a period of thirty days pursuant to Brown Act provisions. Splendorio gave the presentation and answered City Council questions. ACTION: Upon a motion by Lozano, seconded by Vandenburg, adopting Resolution No. 202 1-74 was approved by a unanimous roll call vote. CITY MANAGER'S OFFICE: 2. SUBJECT: Coronavirus (COVID-19) Update. RECOMMENDED ACTION: Infom1ation only. Hines gave the update. GALT CITY COUNCIL MINUTES REGULAR MEETING OF OCTOBER 5, 2021 PAGE3 3. SUBJECT: Police Chief Update. RECOMMENDED ACTION: lnfonnation only. Hines reported that Lt. Brian Kalinowski had been promoted to Police Chief effective October 11 , 2021. 4. SUBJECT: Consider Funding Allocations for American Rescue Plan Act Revenues, Receive Public Input, and Provide Direction to Staff. RECOMMENDED ACTION: Receive information about recommended funding allocations for American Rescue Plan Act revenues, receive public input, and provide direction to staff. Hines gave the report and introduced Ana Schwab and Frank Splendorio, Best Best & Krieger, who answered City Council questions. Bonnie Rodriguez, Galt Chamber of Commerce, said there was a letter sent to the council members on behalf of the Chamber and said they were looking forward to working with the City to help develop some of the programs. Felipe Rodriguez, Fire Chief, Cosumnes Community Services District (CCSD), thanked the City for considering the CCSD. Bonnie Rodriguez, Galt Chamber of Commerce, asked about tax consequences for businesses who received funds. PUBLIC WORKS DEPARTMENT: 5. SUBJECT: Traffic Engineering 101 Workshop. RECOMMENDED ACTION: Information Only. Hines gave an update on the City's social media campaign regarding traffic safety. Hines left the meeting at 9:00 pm. Selling gave the workshop presentation and answered City Council questions. 6. SUBJECT: C Street Enhancement Project, CIP 520F - Project Update. RECOMMENDED ACTION: Receive the C Street Enhancement Project Update and provide staff direction as deemed appropriate. Selling gave the update and answered City Council questions. 7. SUBJECT: Solid Waste Ordinance Amendment Workshop. RECOMMENDED ACTION: Receive wo rkshop presentation for Solid Waste (Chapter 8.1 6) Ordinance Amendment needed to comply with Senate Bill 1383 (SB 1383). Selling gave the presentation and introduced Josh Nelson, Best Best & Krieger, who answered City Council questions. COMMUNICATION: None. CITY CLERK'S REPORT: None. GALT CITY COUNCIL MINUTES REGULAR MEETING OF OCTOBER 5, 2021 PAGE4 COMMENTS BY STAFF: Solis gave an update on upcoming City events and thanked Ed Charles from the Jeep show who donated $ 1,000 to the Parks and Recreation Scholarship Fund. Mendes spoke about the Sacramento Emergency Rental Assistance Program. Selling congratulated B1ian Kalinowski and said he appreciated working with Interim Chief Small. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Nothing. COUNCIL MEMBER PAPINEAU: Thanked staff for the thorough and concise reports. COUNCIL MEMBER VANDENBURG: Complimented staff for their outreach efforts on the C Street project. He thanked staff for the informative reports and said he hoped the police department would continue with the online traffic reports. He also thanked Interim Chief Small for his service. He asked for council support on whether or not to move forward with discussions regarding the City's cannabis ordinance. City Council agreed to have staff bring forward an outreach effort campaign for council discussion. He also extended his deepest condolences to Vice Mayor Sandhu. COUNCIL MEMBER LOZANO: Thanked Interim Chief Small for his service and said it was clear there was quality leadership in the police depa1tment. Said he attended the Business of the Month ceremony with Council Member Papineau honoring Valensin Winery by Assembly Member Jim Cooper. MAYOR FARMER: Gave his condolences to Vice Mayor Sandhu and congratulated Chief Kalinowski. There being no further business to come before City Council, the Mayor adjourned the meeting at 11 :03 pm.
