REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, October 19, 2021
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor's Assembly Bill {AB) 361,
which allowed for a deviation of teleconference rules required by the Brown Act. Council Members
and City staff participated via remote video/telephone connections and the meeting was broadcast on
Metro Cable and livestreamed on the City's website.
The Mayor called the meeting to order at 6:03 pm. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano and Fanner.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio,
Community Development Director Hoffman, Economic Development Manager Mendes, Interim Police
Chief Small, Parks and Recreation Director Solis and Public Works Director Selling. Absent: Human
Resources Director Van Steyn.
OPENING CEREMONIES: Silent prayer was observed, the flag salute was recited, and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the procedures identified on the agenda. She stated no discussion or
action would be taken on any item that was not listed on the agenda. She said those who submitted written
public comments by 4:00 pm on the day of the meeting would be distributed to City Council, made part of
the official minutes and posted on the City's website but would not be read out loud. Live comments would
be subject to the customary five minute time limit.
Sara Mcfadyen, Galt Teen Center, submitted a written invitation for the Galt Teen Center grand opening
and ribbon cutting ceremony.
PRESENTATIONS:
1. SUBJECT: Beautification Committee Annual Report to City Council.
Gale Webber, Chair, gave the report.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: None.
INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 4.
1. SUBJECT: Minutes of the Regular Meeting of October 5, 2021.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending October 6, 2021.
RECOMMENDED ACTION: Receive and file warrants for the period ending October 6, 2021.

3. SUBJECT: First Amendment to the Agreement with Sacramento County for South County Transit
Link (SCT/Link) Sharing of Responsibilities and Cost.
RECOMMENDED ACTION: Adopt Resolution No. 2021-75 authorizing the City Manager to
execute a First Amendment to the Agreement with Sacramento County for South County Transit
Link (SCT/Link) Sharing of Responsibilities and Costs (Agreement).
4. SUBJECT: Reappointment to Sacramento Environmental Commission - Thomas Malson.
RECOMMENDED ACTION: Recommend City Council nominate Thomas Malson as the
Folsom, Isleton, and Galt (FIG) j oint representative to the Sacramento Environmental Commission
(SEC).
ACTION: Upon a motion by Vandenburg, seconded by Lozano, the consent calendar was
approved by a unanimous roll call vote.
SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: None.
REGULAR CALENDAR:
CITY MANAGER'S OFFICE:
l. SUBJECT: Coronavirus (COVID-1 9) Update.
RECOMMENDED ACTION: Information only.
Hines gave the update.
Ryan Montgomery, expressed his concerns with masks required for youth basketball.
Hines and Solis will submit questions to Sacramento County and provide information to City
Council at the November 2 City Council meeting.
Pete Leesha (unknown spelling) asked City Council to look into the mask mandates for youth
sports.
2. SUBJECT: Carillion Boulevard Traffic Analysis.
RECOMMENDED ACTION: Receive a report on the traffic conditions and analysis within the
Carillion Boulevard corridor.
Hines introduced Mike Selling, Public Works Director and Mark Clarkson, City Engineer, who
gave the presentation and answered City Council questions.
Jerry Sauter said he was not in favor of stop signs as speed control but was in favor of restriping.
Predeep Virk expressed her concerns with Vauxhall and Carillion Boulevard.
City Council directed staff to bring back for City Council action at the November 2 council meeting,
staffs recommendations of restriping, installing potential traffic-calming signs, and data received
from the Vauxhall Avenue camera at Carillion Boulevard, along with recommendations for slowing
of traffic on Carillion Boulevard, including relocatable speed trailers and additional police
enforcement. City Council also agreed to implement traffic surveys at a later date after
recommendations had been in place and while restriping was underway.

PUBLIC WORKS DEPARTMENT:
3. SUBJECT: Solid Waste Ordinance Amendment.
RECOMMENDED ACTION: Introduce Ordinance No. 202 1-08, read by title only and waive the
first reading amending Chapter 8.16 of the Galt Municipal Code regarding solid waste collection.
Selling gave the report.
ACTION: Upon a motion by Lozano, seconded by Papineau, introduc ing Ordinance No.
2021 -08 was approved by a unanimous roll call vote.
4. SUBJECT: Formation of Solid Waste Ad Hoc Committee and Appointment of Two Members.
RECOMMENDED ACTION: Consider forming a solid waste franchise agreement ad hoc
committee and appointment of two Council Members to the committee.
Selling gave the report.
ACTION: Upon a motion by Sandhu, seconded by Papineau, appointing Mayor Farmer and
Council Member Lozano to the Solid Waste Ad Hoc Committee was approved by a unanimous
roll call vote.
COMMUNICATION: None.
CITY CLERK'S REPORT:
1. SUBJECT: Measure R Independent Citizens' Oversight Committee Appointment.
RECOMMENDED ACTION: Review applications and consider appointments to the two vacant
positions on the Measure R Independent Citizens' Oversight Committee.
Hubert gave the report.
ACTION: Upon a motion by Lozano, seconded by Vandenburg, appointing Linda Clendenin
and James (Jim) Connick to the Meas ure R Independent Citizens' Oversight Committee with
both terms ending April 2024 was approved by a unanimous roll call vote.
COMMENTS BY STAFF: Solis gave a recap of the Harvest Market and gave an update on upcoming
City events. Solis also thanked Armando Morales and his landscape crew for their hard work. Kalinowski
said there was a swearing in ceremony for new hires and recently promoted employees at the Galt Police
Department, Thursday, October 28, 3:00 pm. Van Steyn gave an update on current job openings. Selling
said the Meadowview resurfacing project would be starting next week, weather permitting, and expressed
his appreciation for Solis and his crew for clearing the vegetation at several locations.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Thanked staff and the City Manager for the informative reports and thanked
the public for the public comments. He also asked about the Galt weekend market feasibility study.
COUNCIL MEMBER PAPINEAU: Thanked everyone for their input and said good progress had been
made regarding the traffic study. He confirmed infonnation would be brought forward at the next council
meeting regarding masks.

COUNCIL MEMBER VANDENBURG: Thanked staff for the reports. Said he attended the fundraiser
for Officer Grewal and his family expressed their thanks to the entire city and felt the love from the
community and appreciated the outpouring of support.
COUNCIL MEMBER LOZANO: Thanked staff and said he appreciated the citizens for their support.
He said there was going to be a partnership between the school district and police department regarding
vaping.
MAYOR FARMER: Said he attended the Public Safety Committee last night. Thanked the police
department and Officer Steele for their traffic enforcement and said he appreciated the ongoing traffic
education on social media. He reminded everyone of the Galt Teen Center grand opening on October 21 .
He also said to keep Officer Herrera in their thoughts and prayers during her recovery and that it was good
to have the Vice Mayor back.
There being no further business to come before City Council, the Mayor adjourned the meeting at 9:45 pm.
