Council Chambers, 380 Civic Drive, Galt, California
Tuesday, November 15, 2022
This meeting of the Galt City Council was conducted in person and by video/teleconference. City Council
Members and City staff attended in person in the Council Chambers and the meeting was broadcast on
Metro Cable and livestreamed on the City’s website.
Closed Session items moved to the December 6, 2022 City Council Meeting.

1. PUBLIC EMPLOYEE PERFORMANCE EVALUATION pursuant to Government Code Section
54957(b)(1).

The meeting was called to order at 6:02 pm by the Mayor. Council Members present: Papineau, Vandenburg,
Lozano, and Farmer. Absent: Sandhu.
Staff Members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community
Development Director Hoffman, Economic Development Manager Mendes, Finance Director Boring, Parks and
Recreation Director Solis, Police Chief Kalinowski, and Public Works Director Selling. Absent: Human
Resources Director Van Steyn.
OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk read the
replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None.
PRESENTATION(S): None.
PUBLIC COMMENTS:
The City Clerk announced that members of the public could address the City Council on non-agenda items via the
procedures identified on the agenda. She stated no discussion or action would be taken on any item that was not
listed on the agenda. She said those who submitted written public comments by 4:00 pm on the day of the meeting
would be distributed to City Council, made part of the official minutes and posted on the City’s website but would
not be read aloud. Live comments would be subject to the customary five-minute time limit.
Craig Morris, South County Services, gave an update on the senior luncheon.

REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Papineau attended the Cities and Schools Together (CAST) meeting on November 14. Farmer
attended the Galt Youth Commission meeting on November 7 and the CAST meeting on November 14.
CONSENT CALENDAR APPROVAL, ADDITIONS AND/OR DELETIONS: Farmer pulled Item J5.
INFORMATION/CONSENT CALENDAR: Consisting of Items 1 through 7 except Item No. 5 which was
pulled for discussion.
1. SUBJECT: Receive and File Warrants for period ending November 2, 2022.
RECOMMENDED ACTION: Receive and file warrants for the period ending November 2, 2022.
2. SUBJECT: Treasurer’s Report for Period Ending October 2022.
RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted.
3. SUBJECT: Adopt Ordinance No. 2022-06 Amending Chapter 15.07 of the City of Galt Municipal Code
by Setting Forth an Expedited, Streamlined Permitting Process for Electric Vehicle Charging Stations as
Required by Government Code Section 65850.7. (Exempt From Section 15061(B)(3) of CEQA).
RECOMMENDED ACTION: Adopt Ordinance No. 2022-06 of the City Council of the City of Galt,
amending Chapter 15.07 of the City of Galt Municipal Code by setting forth an expedited, streamlined
permitting process for electric vehicle charging stations.
4. SUBJECT: Adopt Ordinance No. 2022-07 to add Chapter 15.34 of Galt Municipal Code to Enact the
Applied Technology Council ATC-20 Uniform Placard System. (Exempt Under Section 15061(B)(3) of
CEQA).
RECOMMENDED ACTION: Adopt Ordinance No. 2022-07 of the City Council of the City of Galt,
adding section 15.34 of Galt Municipal Code to authorize the use of the Applied Technology Council
ATC-20 uniform placard system.
6. SUBJECT: Approval of Updated Competitive Bidding Waiver List.
RECOMMENDED ACTION: Adopt Resolution No. 2022-87 authorizing a waiver of the competitive
bidding process for items and vendors listed in the agenda report as Exhibit A, based upon a finding of
sole or limited source availability, or best serving the public interest.
7. SUBJECT: Adopt Ordinance No. 2022-08 of the City Council of the City of Galt Amending Section
5.50.000 of, and adding Chapter 5.75 to, the Galt Municipal Code, and Amending the Joint Powers
Agency Agreement, Relating to the Sacramento Metropolitan Cable Television Commission.
RECOMMENDED ACTION: Adopt Ordinance No. 2022-08 amending Section 5.50.000 of, and adding
Chapter 5.75 to, the Galt Municipal Code, and amending the Joint Powers Agency Agreement, Relating
to the Sacramento Metropolitan Cable Television Commission.
ACTION: Upon a motion by Lozano, seconded by Vandenburg, the consent calendar was approved 4-0
by a roll call vote of City Council members present. Absent: Sandhu.
CONSENT:
5. SUBJECT: Summerfield at Twin Cities Road Project – Appeal of Request for Tentative Subdivision Map
Modification of Condition A-20.
RECOMMENDED ACTION: Adopt Resolution No. 2022-88 to grant the request for Tentative
Subdivision Map Modification of Condition A-20 for the Summerfield at Twin Cities Project.

ACTION: Upon a motion by Vandenburg, seconded by Papineau, adopting Resolution No. 2022-88 was
approved 3-1 by a roll call vote of City Council members present with Farmer dissenting. Absent:
Sandhu.
SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING:
1. SUBJECT: Introduce Ordinance No. 2022-09 Adding Section 18.16.080, Sections 15.32.030, 18.08.030,
18.16.040, 18.16.050, and Tables 18.28-1 and 18.48-2, and Repealing Section 18.44.150 of the Galt
Municipal Code Regarding Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units
(JADUs). (Exempt from CEQA under California Public Resources Code section 21080.17).
RECOMMENDED ACTION: 1) Receive a presentation; 2) Open public hearing to receive comments;
3) Upon closing the public hearing, introduce and waive the first reading, by title only, Ordinance No.
2022-09 of the City Council of the City of Galt, adding Section 18.16.080, amending Sections 15.32.030,
18.08.030, 18.16.040, 18.16.050, and Tables 18.28-1 and 18.48-2, and repealing Section 18.44.150 of the
Galt Municipal Code Regarding Accessory Dwelling Units and Junior Accessory Dwelling Units.
Hoffman gave the report.
Farmer opened the public hearing and hearing no public comment, closed the public hearing.
ACTION: Upon a motion by Lozano, seconded by Papineau, introducing Ordinance No. 2022-096 was
approved 4-0 by a roll call vote of City Council members present: Absent: Sandhu.
2. SUBJECT: Public Hearing for Respective Proposed Water and Wastewater Rate Adjustments
RECOMMENDED ACTION: 1) Receive a presentation regarding Proposed Water Rate and
Wastewater Rate adjustments; 2) Open a public hearing to receive comments separately on the proposed
water rates and wastewater rates; 3) Receive a report on the tabulation of respective written protests
regarding the proposed water and wastewater rate adjustments; and 4) In absence of a majority protest,
adopt the respective proposed water rate and wastewater rate adjustments set forth in each respective
public hearing notice sent to customers and property owners.
Selling gave the report.
Farmer opened the public hearing.
Habib Isaac, IB Consulting. answered City Council questions.
Farmer asked if anyone would like to submit or withdraw a written protest.
Farmer closed the public hearing.
Farmer asked Hubert for the tabulation results for all valid written protests.
Hubert said there were 12 wastewater rate written protests and 13 water rate written protests.
Splendorio said the number required for a majority protest for the wastewater rates would equal 4,078 and
a majority protest did not exist.

ACTION: Upon a motion by Papineau, seconded by Vandenburg, adopting Resolution No. 2022-89
approving the wastewater rate adjustments was approved by a 4-0 roll call vote of City Council members
present. Absent: Sandhu.

ACTION: Upon a motion by Vandenburg, seconded by Lozano, adopting Resolution No. 2022-90
approving the water rate adjustments was approved by a 4-0 roll call vote of City Council members
present. Absent: Sandhu
REGULAR CALENDAR:
CITY MANAGER’S OFFICE:
1. SUBJECT: Resolution Approving Updated Salary Schedules and One-Time Benefit Payments for
Unrepresented Employees and Authorization to Amend the Fiscal Year 2022-2023 Annual Budget
RECOMMENDED: Adopt Resolution No. 2022-91 (1) Approving updated salary schedules including
two years of salary adjustments for Unrepresented Professional/Confidential and Mid-Management
employees; (2) Approving an updated salary schedule for one year of salary adjustments for
Unrepresented Management employees; and (3) Authorizing the City Manager to amend the Fiscal Year
2022/2023 budget to fund salary changes.
Hines gave the report.
ACTION: Upon a motion by Lozano, seconded by Papineau, adopting Resolution No. 2022-91 was
approved 4-0 by a roll call vote of City Council members present. Absent: Sandhu
COMMUNITY DEVELOPMENT DEPARTMENT:
2. SUBJECT: Introduce Ordinance No. 2022-10 repealing and readopting Chapter 15.04 of the Galt
Municipal Code relating to Buildings and Construction and adopting the 2022 editions of the California
Building Standard Codes (Exempt under 15061(b)(3) of CEQA).
RECOMMENDED ACTION: 1) Receive a presentation; 2) Open hearing to receive comments; 3)
Close public hearing; 4) Introduce and waive the first reading (by title only) of Ordinance No. 2022-10 of
the City Council of the City of Galt repealing and replacing Chapter 15.04 of the Galt Municipal Code
relating to Buildings and Construction, and adopting by reference the 2022 California Administrative
Code, California Building Code, California Residential Code, California Plumbing Code, California
Mechanical Code, California Electrical Code, California Green Building Standards Code, California
Existing Building Code, California Historical Building Code, California Reference Standards, California
Energy Code ,and California Fire Code and making local amendments and; 5) Schedule a public hearing
for December 6, 2022, for the second reading and adoption of the Proposed Ordinance.

ACTION: Upon a motion by Vandenburg, seconded by Papineau, introducing Ordinance No. 2022-10
was approved 4-0 by a roll call vote of City Council members present. Absent: Sandhu.
3. SUBJECT: Introduce Ordinance No. 2022-11 repealing and readopting Chapter 15.28 of the Galt
Municipal Code Relating to Buildings and Construction and Adopting the 2022 Edition of the California
Fire Code (CEQA Exempt under Section 15061(b)(3)).
RECOMMENDED ACTION: 1) Receive a presentation; 2) Open hearing to receive comments; 3)
Close the public hearing; 4) Introduce and waive the first reading (by title only) Ordinance No. 2022-11
of the City Council of the City of Galt Repealing and Readopting Chapter 15.28 of the Galt Municipal
Code relating to Buildings and Construction and Adopting by Reference the 2022 California Fire Code
and making local amendments and; 5) Schedule a public hearing for December 6, 2022, for the second
reading and adoption of the proposed ordinance.
Hoffman introduced Lantz Rey, Cosumnes Community Services District Fire Marshal, who gave the
report and answered City Council questions.

ACTION: Upon a motion by Lozano, seconded by Farmer, introducing Ordinance No. 2022-11 was
approved 4-0 by a roll call vote of City Council members present. Absent: Sandhu.
COMMENTS BY STAFF: Selling clarified the City Council’s average capacity question and he wished
everyone a Happy Thanksgiving. Kalinowski gave an update on the Roy Marcum Memorial being held on
Monday, November 28 and the police department’s open house being held on December 13. Mendes gave an
update on an upcoming community retail survey being sent on December 1. Solis gave an update on the Lighting
of the Night event being held on December 3.

VICE MAYOR SANDHU: Absent.
COUNCIL MEMBER PAPINEAU: Wished everyone a Happy Thanksgiving.

everyone a Happy Thanksgiving.
COUNCIL MEMBER LOZANO: Wished everyone a Happy Thanksgiving and he thanked the first responders
and police department who would be working on Thanksgiving.,
MAYOR FARMER: Thanked staff and wished everyone a Happy Thanksgiving.
