Council Chambers, 380 Civic Drive, Galt, California
Tuesday, December 6, 2022
This meeting of the Galt City Council was conducted in person and by video/teleconference. City Council
Members and City staff attended in person in the Council Chambers and the meeting was broadcast on
Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 4:00 pm. Council Members present: Vandenburg, Lozano, and Farmer.
Absent: Sandhu and Papineau.
Staff members present: City Manager Hines, City Clerk Hubert, and Interim City Attorney Splendorio.
Papineau entered the meeting at 4:30 pm.
Sandhu entered the meeting at 4:38 pm.

RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 6:09 pm at which time
the City Attorney announced there was no reportable action.
The meeting was called to order at 6:09 pm by the Mayor. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano, and Farmer.
Staff Members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community
Development Director Hoffman, Economic Development Manager Mendes, Finance Director Boring, Human
Resources Director Van Steyn, Parks and Recreation Director Solis, Police Chief Kalinowski, and Public Works
Director Selling.
OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk read the
replay statement.

1. SUBJECT: Certification of November 8, 2022 General Municipal Election Results.
RECOMMENDED ACTION: 1) Adopt a resolution certifying the election results of the November 8,
2022, General Municipal Election.
Item moved to the December 20, 2022 City Council meeting.
REORGANIZATION OF THE GALT CITY COUNCIL:
1. SUBJECT: Oath of Office and Reorganization of Galt City Council.
RECOMMENDED ACTION: 1) Administer the Oath of Office to the Galt City Council
Members Elect; 2) Roll Call; 3) Election of Mayor; 4) Election of Vice-Mayor.
Item moved to the December 20, 2022 City Council meeting.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None.
PRESENTATION(S):
1. Galt Community of Character Coalition – Pride in Community, Caring and Compassion Award.
Gale Webber presented the Pride in Community Award to Rich Lozano who was nominated by Mark
King.
Gale Webber presented the Caring and Compassion Award to Laurel Schamber who was nominated by
Gale Webber.
2. Cannabis Regulation Overview – HdL Companies.
Ajay Kolluri, HdL Companies, gave the presentation.
Ken Lee expressed his thoughts regarding cannabis.
Scott Robinson spoke in favor of cannabis dispensaries.
Greg Davidson spoke in favor of cannabis dispensaries.
City Council directed staff to bring back item with outreach and education information that will provide
public participation.
3. Fentanyl Awareness – Angela Webb.
Presentation postponed.
PUBLIC COMMENTS:
The City Clerk announced that members of the public could address the City Council on non-agenda items via the
procedures identified on the agenda. She stated no discussion or action would be taken on any item that was not
listed on the agenda. She said those who submitted written public comments by 4:00 pm on the day of the meeting
would be distributed to City Council, made part of the official minutes and posted on the City’s website but would
not be read aloud. Live comments would be subject to the customary five-minute time limit.

Ken Lee spoke about Fourth Street Promenade landscaping.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Papineau gave an update on the CAST meeting he attended on November 14 and the
Sacramento Metropolitan Cable Television Commission Board meeting on December 1. Vandenburg attended
the Cosumnes Subbasin Sustainable Groundwater Management Act meeting on November 21 and the South
Sacramento Conservation Agency Joint Powers Authority on November 28. Lozano attended the Special
Sacramento Area Council of Governments (SACOG) Board of Directors meeting on December 1. Farmer
attended the Galt Youth Commission meeting on December 5.
CONSENT CALENDAR APPROVAL, ADDITIONS AND/OR DELETIONS: Hubert asked for City
Council approval of date change on the November 1 minutes and closed session items being moved on the
November 15 minutes. Farmer pulled Items No. 5 and 6.
INFORMATION/CONSENT CALENDAR: Consisting of Items 1 through 9, except Items No. 5 and 6 which
were pulled for discussion.
1. SUBJECT: Receive and File Warrants for period ending November 22, 2022.
RECOMMENDED ACTION: Receive and file warrants for the period ending November 22, 2022.
2. SUBJECT: Minutes of the Regular Meeting of November 1, 2022 and November 15, 2022.
RECOMMENDED ACTION: Accept the minutes as submitted.
3. SUBJECT: January 3, 2023 City Council Meeting Cancellation.
RECOMMENDED ACTION: Cancel the January 3, 2023 City Council Meeting.
4. SUBJECT: Adopt an Ordinance Adding Section 18.16.080, Sections 15.32.030, 18.08.030, 18.16.040,
18.16.050, and Tables 18.28-1 and 18.48-2, and Repealing Section 18.44.150 of the Galt Municipal Code
Regarding Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs). (Exempt
from CEQA under California Public Resources Code Section 21080.17).
RECOMMENDED ACTION: Adopt Ordinance No. 2022-09 of the City Council of the City of Galt,
adding Section 18.16.080, amending Sections 15.32.030, 18.08.030, 18.16.040, 18.16.050, and Tables
18.28-1 and 18.48-2, and repealing Section 18.44.150 of the Galt Municipal Code Regarding Accessory
Dwelling Units and Junior Accessory Dwelling Units.
7. SUBJECT: Proposition 68 Program Per Capita Grant Funds. (Exempt from CEQA Under Section 15301)
RECOMMENDED ACTION: Adopt Resolution No. 2022-92 authorizing the appropriation of $194,148
for pool repairs in Parks and Recreation Department from Proposition 68 Per Capita Grant Funds.
8. SUBJECT: Authorize the City Manager to Enter into an Agreement with Sacramento County to Receive
ARPA Monies in the Amount of $450,000 and Appropriate Those Funds to Replace Five (5) Playground
Structures (CEQA Exempt Under Section 15302 – Replacement or Reconstruction).
RECOMMENDED ACTION: Adopt Resolution No. 2022-93 1) authorizing the City Manager to enter
into an agreement with the County of Sacramento to receive $450,000 of ARPA monies; and 2) authorize
an appropriation of $450,000 to help fund playground replacements in Ashboro Park, Canyon Creek Park,
Galt Community Park, Greer Park and Lake Canyon Park.

9. SUBJECT: Receive and File Senate Bill 165 Special Tax Accountability Report For Community Facility
District 2005-1
RECOMMENDED ACTION: Receive and file the Annual Report for the Community Facility District
(CFD 2005-1) in accordance with the Local Agency Special Tax and Bond Accountability Act for Fiscal
Year ended June 30, 2022.
ACTION: Upon a motion by Sandhu, seconded by Vandenburg, the consent calendar was approved by
a unanimous roll call vote.
CONSENT:
5. SUBJECT: Amendment No. 1 to Task Order No. with Interwest Consultant Group for Improvement Plan
Review Services for Walnut Avenue Townhomes Project.
RECOMMENDED ACTION: Adopt Resolution No. 2022-94 authorizing the City Manager to execute
Amendment No.1 to Task Order No. 5 with Interwest Consultant Group in the amount of $22,500.
Item pulled for clarification.
ACTION: Upon a motion by Vandenburg, seconded by Sandhu, adopting Resolution No. 2022-94 was
approved by a unanimous roll call vote.
6. SUBJECT: Five-Year Lease Agreement with S and L Wholesale for Warehouse Space at 140 Enterprise
Court in the City of Galt (Exempt from CEQA Under Section 15301).
RECOMMENDED ACTION: Adopt Resolution No. 2022-95 authorizing the City Manager to execute
a lease agreement with S and L Wholesale for warehouse space at 140 Enterprise Court in the City of Galt
for a term of five years and four months.
Item pulled for clarification.
ACTION: Upon a motion by Vandenburg, seconded by Sandhu, adopting Resolution No. 2022-95 was
approved by a unanimous roll call vote.
SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING:
1. SUBJECT: Second Reading and Adoption of an Ordinance Repealing and Readopting Chapter 15.04 of
the Galt Municipal Code Relating to Buildings and Construction and Adopting the 2022 Editions of the
California Building Standard Codes (Exempt Under 15061(B)(3) Of CEQA).
RECOMMENDED ACTION: 1) Receive a presentation; 2) Open hearing to receive comments; 3) Close
public hearing; 4) Second reading and adoption of Ordinance No. 2022-10 of the City Council of the City
of Galt repealing and replacing Chapter 15.04 of the Galt Municipal Code relating to Buildings and
Construction, and making local amendments.
Hoffman introduced Zak Karver, Building Official, who gave the report.
Farmer opened public hearing and hearing no public comment, closed the public hearing.

California Fire Code (CEQA Exempt Under Section 15061(B)3)).
RECOMMENDED ACTION: 1) Receive a presentation; 2) Open hearing to receive comments; 3) Close
the public hearing; 4) Second reading and adoption of Ordinance No. 2022-11 of the City Council of the
City of Galt Repealing and Readopting Chapter 15.28 of the Galt Municipal Code relating to Buildings
and Construction and Adopting by Reference the2022 California Fire Code and making local
amendments.
Hoffman introduced Lantz Rey, Cosumnes Community Services District Fire Marshal, who gave the
report.
Farmer opened public hearing and hearing no public comment, closed the public hearing.
ACTION: Upon a motion by Vandenburg, seconded by Sandhu, adopting Ordinance No. 2022-11 was
approved by a unanimous roll call vote.
REGULAR CALENDAR:
FINANCE DEPARTMENT:
1. SUBJECT: Adopt an Ordinance Amending Chapter 13.04 of the Galt Municipal Code and Adopt a
Resolution Approving the Policy on discontinuation of Residential Water Service.
RECOMMENDED ACTION: 1) Receive a presentation; 2) Introduce and waive the first reading, by
title only, Ordinance No. 2022-13 of the City Council of the City of Galt, amending Chapter 13.04 of the
City of Galt Municipal Code to comply with SB 998, the Water Shutoff Protection Act; and 3) Adopt
Resolution No. 2022-96 approving the Policy on Discontinuation of Residential Water Service,
authorizing the City Manager and Finance Director to implement the Policy and make technical
corrections that may be required by SB 998.

ACTION: Upon a motion by Lozano, seconded by Farmer, introducing Ordinance No. 2022-13 was
approved by a unanimous roll call vote.
ACTION: Upon a motion by Vandenburg, seconded by Sandhu, adopting Resolution No. 2022-96 was
approved by a unanimous roll call vote.
PARKS AND RECREATION DEPARTMENT:
1. SUBJECT: Saturday Market 2022 Review.
RECOMMENDED ACTION: Receive presentation and provide direction to staff on the future of the
Saturday Market Series.
Jackie Garcia, Special Events Manager, gave the presentation.
City Council directed staff to proceed with the Saturday Market next year from February through
November.

CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Parks and Recreation thanked Real Life Church for their volunteer clean-up day.
Kalinowski gave an update on upcoming community events including the Tonn Memorial on January 15, 2023.
Selling gave an update on the used oil filter event on Saturday, December 10 and the upcoming organics waste
recycling program.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Thanked staff for the reports and their hard work. He thanked the public for their
comments and thanked the local media.
COUNCIL MEMBER PAPINEAU: Thanked staff for their hard work.
COUNCIL MEMBER VANDENBURG: Thanked staff for their hard work. Congratulated fellow council
members and wished everyone a great holiday season.
COUNCIL MEMBER LOZANO: Thanked Mike Selling for working on leasing the warehouse property. He
said he attended the Star Dinner last Friday and thanked the Galt Sunrise Rotary and the Parks and Recreation
staff for helping with the event. He wished everyone happy holidays and said he appreciated the staff and the
community.
MAYOR FARMER: Thanked Parks and Recreation, Police Department and Public Works for their hard work
on Lighting of the Night. He congratulated his fellow council members on reelections. He congratulated County
Supervisor Pat Hume and all other elected officials. He said he was thankful for the passage of Measure Q and
thanked all staff involved with their efforts on the measure.
There being no further business to come before City Council, the Mayor adjourned the meeting at 8:37 pm.

Act; and 3) Adopt a resolution approving the Policy on Discontinuation of Residential Water
Service, authorizing the City Manager and Finance Director to implement the Policy and make
technical corrections that may be required by SB 998.
