City of Galt MINUTES COMMISSION ON AGING GALT PARKS & RECREATION CONFERENCE ROOM 610 Chabolla Avenue, Galt, CA Thursday, Aug 24, 2017 10:00 AM SPECIAL MEETING Chairperson: Alvin Roberts Commission Members: Andrea Anderson, Bob Balliet, Marie Hall, Skip Roberts 1. Call Meeting to Order – Chairperson Alvin Roberts called meeting to order at 10:00 AM. Alvin Roberts asked Bob Balliet to take the minutes. NOTE: A quorum was present: 2. Roll Call: – Chairman Alvin Roberts, Commissioners Bob Balliet, Marie Hall, Andrea Johnson & Monica Lopez, Advisor. 3. Public Comment: Under Government Code Section 54954.3, members of the Audience may address the Commission on any item of interest to the public or any Agenda item before or during the Commission’s consideration of the item. Speakers shall restrict their comments to the issues that are within the subject matter jurisdiction of the Commission and limit comments to a maximum of five (5) minutes. This statement was read by Chairman Alvin Roberts. 4. Guest Speaker(s): None - however, 4 members of the public participated in the discussions of the commission. 5. Acceptance of Minutes – Jul 27, 2017 (Special Planning Meeting – 9:00 AM & Special regular Meeting – 10:00 AM )– Motion was made by Commissioner Bob and seconded by Marie Hall to accept the two Minutes of Jun 27, 2017. All voted in favor. 6. Old Business: • Update on “Galt Resource Guide for 2018” Commissioner Bob presented draft of Calendar to Commission on Aug 24, 2017. The draft Calendar was discussed at length and input was made by other Commissioners & some of the public present for minor changes. Commissioner Bob agreed to send copies of the draft Resources Guide to fellow Commissioners and Monica Lopez in their present form and any updates that are made. Commissioner Bob also indicated that the 2018 calendar will be proof-read (i.e. number & address are correct) and that he will contact Galt City Clerk to inquire about funding for this project. Lastly, Commissioner Bob indicated that he will make every effort to bring one completed calendar to the Sep 28, 2017 Commission meeting. Motion was made by Commissioner Bob for the Commission to accept the Calendar format and all necessary action(s) required to bring this project to completion and seconded by Commissioner Marie. All voted in favor of the motion. • City wide survey of needs of Seniors – 2nd cut presented by Chairman Roberts and discussed by the Commissioners. Commissioner Bob also reiterated that the survey would be in his September Column in the Herald. Chairman Roberts and Commissioner Andrea agreed to work together to enable the elderly being served by Meals on Wheels to participate in the Survey. Commissioner Bob indicated that he would check with the City Clerk’s Office to have this survey on the City’s Webpage and Face book page. • Press Releases – Commissioner Bob noted that Column in the Galt Herald will resume in September 2017. • Need for a Senior Center – Chairman Roberts informed the Commission that he and Commissioner Bob discussed that in a meeting on Aug 7, 2017… Specifically to create a task force consisting of different members of the Senior Community. As a result they both attended a meeting with the Senior Club to present their ideas about that matter to the members of the Senior Club and answered questions. This will be an ongoing effort (part of the 2018 Agenda) and periodic reports on the progress of this effort will be made to the Commission. • Inform City about wheelchair access for several city buildings – Commissioner Bob informed the Commission that the Proposed Letter to the Mayor & City Council was forwarded by Commissioner Bob to Eugene Palazzo, City Manager for his action and report back to the Commission. Commissioner Bob informed the Commission that he had sent an e-mail to Mr Palazzo, asking him for an update for today’s meeting. Mr Palazzo is out of office until Monday, Aug 28, 2017 and any response will be shared with the Commission at the next meeting. Ms Monica Lopez indicated that remedial action had been taken at the direction of the Director of Parks & Recreation to assess wheelchair access at other City buildings recently. The results of those visits were yet not available. Commissioner Bob thanked Parks and Recreation for their ongoing efforts in this matter. • Public Website/Face book/Newspaper - Commissioner Bob informed the Commission that his attempts to contact The Sentinel about that issue were unsuccessful – the paper was recently sold to another publishing entity - and he will report back to the Commission on the results of any communication with the new Owner to the Commission. Commissioner Bob will contact the City Clerk’s office to work on using the city’s web site, face book page and the quarterly city brochure that is mailed to all citizens, in an effort to include news about the Commission and the issues facing our seniors. He will report back to the Commission no later than the October meeting. • Visit to Galt Senior Living Centers – Chairman Alvin will continue his efforts, with the help of Commissioner Andrea to schedule visits by Commission members to the Galt Senior Living Centers. Commissioners Andrea and Bob indicated a desire to be a part of those visits. 7. New Business: Chairman Roberts informed the Commission that his brother Skip Roberts had resigned from the Commission and that there is now a vacancy on the Commission. He asked Monica Lopez, Advisor, to arrange for a Letter of Thanks from the City to Mr Skip Roberts. Ms Lopez indicated in the affirmative. 8. Commission Reports/Comments: A couple members of the Public asked for assistance of the Commission to provide them with information and/or guidance to address some of their complaints regarding matters at their residence. After listening to their issues, members of the Commission and Ms Lopez suggested that they contact Code Enforcement in order to correct things that needed the City’s attention. It was also suggested that Code Enforcement be invited to the next public Commission meeting – Sep 28, 2017. Commissioner Bob indicated that he would make that invitation. Chairman Roberts reminded every one of the upcoming Heritage Festival and his desire to have the Commission be represented at that event. 9. Announcements: a. Sacramento County Adult & Aging Commission Meeting is the fourth Wednesday of each month. (www.sacramentoadultandaging.org/meetings.html) b. Galt Senior Club – 1:00 PM Chabolla Center, 1st Monday business meeting/bingo, 2nd bingo, 3rd Pot luck/bingo, 4th Birthday Cake/bingo, 5th donuts/bingo & and every Thursday 12:45 – 2:45 Bingo. c. Community Housing & Services Coalition Meeting – 4th Tuesday each month. Location: 7000 65 Street (Sacramento Sheriff’s Florin Office Community Center. 10.
