1. Call Meeting to Order – Chairperson Alvin Roberts called meeting to order at 10:00
AM. Alvin Roberts asked Bob Balliet to take the minutes.

2. Roll Call: – Chairman Alvin Roberts, Commissioners Bob Balliet, Marie Hall, Andrea
Johnson & Monica Lopez, Advisor.
3. Public Comment: Under Government Code Section 54954.3, members of the
Audience may address the Commission on any item of interest to the public or any
Agenda item before or during the Commission’s consideration of the item.
Speakers shall restrict their comments to the issues that are within the subject
matter jurisdiction of the Commission and limit comments to a maximum of five (5)
minutes.
This statement was read by Chairman Alvin Roberts.
4. Guest Speaker(s): Mr Rusty Hughes, Code Enforcement for the City of Galt, Mr
Eugen Palazzo, City Manager & Dir Armando Solis, Parks & Recreation.
5. Acceptance of Minutes – Motion was made by Commissioner Bob and seconded by
Alivin Roberts to accept the Minutes of Aug 24, 2017. All voted in favor.
6. Old Business:
• Update about wheelchair access for several city buildings –
Mr Palazzo, City Manager & Dir Solis gave the Commission an update on the status
of the “Wheelchair Access for several City Buildings”. All city buildings meet the
minimum requirement under ADA, except the MSC (Maintenance Support Center),
which is undergoing testing and repair to that effect presently). Both gentlemen
also reported that the City Council building, the Galt Police headquarters and the
Chabolla Community Center have specific Wheelchair access (push button or
automatic door openers). After further discussion, it was the consensus of the
Commission that the reinstatement of the suspended letter to the Council by the
Commission, that specifically requests “going beyond and above” the minimum
ADA access requirements needs to be discussed at the October meeting.
• Update on “Galt Resource Guide for 2018” Commissioner Bob informed the
Commission that he had ordered 6 initial copies and expected their delivery by Sep
29, 2017. A discussion ensued about the Commission paying for 200 copies of that
calendar with money already allotted to the Commission for 2017. Ms Lopez
informed the commission that we had approx. $1,700.00 in our account and Dir
Solis advised the commission that after Commissioner Bob presented a final cost
estimate, all reimbursement required is for his Department to submit a Purchase
Order. Commissioner Bob agreed to provide such a document.
• City wide survey of needs of Seniors – Discussion was had concerning the City
wide survey of needs of Seniors. Commissioner Bob informed the Commission that
the Survey was published in his September Report in the Galt Herald and he also
said that this Survey was an attachment to the bills of his fellow residents at Three
Palms Mobile Estates and that he would collect any filled-out surveys and forward
them to Chairman Roberts.
• Press Releases – Commissioner Bob shared with his fellow Commissioners a
copy of the September Column that included the Survey of Needs of Seniors (see
above and Chairman Roberts mentioned pending legislation (SB 649) – mentioned
in an AARP article, that addresses issues concerning Seniors. Since the SB649 is
rather lengthy – some 35 pages – Chairman Roberts volunteered to submit a
synapsis for discussion by the Commission, so that we may decide to inform the
Seniors of the City of the city of this pending legislation and urging them to act
upon it (without any recommendations, pro/con, of said proposed legislation.
• Need for a Senior Center – This will be an ongoing effort (part of the 2018
Agenda) and periodic reports on the progress of this effort will be made to the
Commission.
• Public Website/Face book/Newspaper – Commissioner Bob provided copy of
his proposed Introduction of the Commission to the Senior Population of our City
to his fellow Commissioners for their perusal, discussion and vote, to recommend
that Introduction be furnished to the City Clerk for publication on the City
Websites, Quarterly Pamphlet mailed to all citizens and other Public media
platforms. Input was also invited and given by Dir Armando Solis of Parks &
Recreation. After a thorough discussion of the document, Commissioner Bob made
a motion to have that document submitted with the requisite changes. The motion
was seconded and all members of the Commission voted in favor.
• Visit to Galt Senior Living Centers – Chairman Alvin will continue his efforts,
with the help of Commissioner Andrea to schedule visits by Commission members
to the Galt Senior Living Centers. Commissioners Andrea.
7. New Business: Mr Rusty Hughes, Code Enforcement Officer of the City of Galt
introduced himself to the Commission and answered many questions. The bottom line,
after much discussion was that Code Enforcement problems affecting Seniors, not
residing in Mobile Home parks are his (the City of Galt’s) responsibility and Seniors
living in Mobile Home Parks, are the responsibility of Sacramento County Code
Compliance Office. Commissioner Andrea recommended that this Code Enforcement
Agency and that of Sacramento County be included in our Senior Resource Calendar for
2018. Commissioner Bob indicated that he would make that happen.
8. Commission Reports/Comments: Commissioner Bob shared a hard copy of the
proposed Commission on Aging Annual Report that he would be making to the City
Council on Oct 3, 2017. After a point by point discussion a consensus was reached that
no changes to the report are required or recommended. Commissioner Bob made a
motion that this Report be approved for presentation to the City Council, Chairman
Alvin seconded the motion and the approval vote was unanimous.

a. Sacramento County Adult & Aging Commission Meeting is the fourth Wednesday of

10. Adjournment: Commissioner Bob made a motion to adjourn. The motion was
seconded by Commissioner Andrea and it carried unanimously. Meeting adjourned at 11:00
AM.
