City of Galt MINUTES COMMISSION ON AGING 610 CHABOLLA AVENUE, GALT, CA Thursday, June 23, 2022, 10:00 AM Chairperson: Bob Balliet Vice Chair: Andrea Johnson Commissioners: Robert Wilson, Phyllis Johnson, Libby Robbins 1. Call Meeting to Order 10:01am 2. Roll Call: Bob Balliet, Andrea Johnson, Robert Wilson, Phyllis Johnson, Libby Robbins. Advisor: Monica Lopez – Parks & Recreation. All members present. Guests – Armando Solis, P&R Director; Michael Malone, Galt Herald; Linda Burge, Guest; Penny Tomick, Guest 3. Public Comment: Under Government Code Section 54954.3, members of the audience may address the Commission on any item of interest to the public or any agenda item before or during the Commission's consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter authority of the Commission and limit comments to a maximum of five (5) minutes. Ms. Tomick asked about the possibility of having bus trips going to the new casino in Elk Grove, once it opens. 4. Acceptance of Minutes: Minutes of April 28, 2022 (BB, PJ), all in favor of the minutes as presented. 5. Presentations: None 6. Old Business: Committee on Separation of GSRC from the City- (Bob W) Commissioner Wilson indicated that the GSRC is currently having issues getting enough volunteers to work the center. He would like to table this topic for the time being. COA Budget - Request for funding of ‘Proposed Administrative/Social Activities for Seniors for the Calendar Year 2022 or Fiscal Year 2022/2023 – Status of application (Bob B, M Lopez). City Council approved $2,500 per year for the next two years for the COA. Chair Balliet will verify the SMUD monies (does the money carry forward or must it be spent at the end of the year) 7. New Business: A. Amendment to COA Bylaws re: adding ‘advocacy’ to current Bylaws and Mission Statement – PJ asked for clarification on why only 2 members could attend functions at a time. AJ feels that advocacy training is needed for all members. The City Clerk is going to arrange this training for all commissions and committees to take the course when the newest members for each begin their tenures. The City Manager is creating a City of Galt University to answer basic questions pertaining to the running of the City  B. Seek approval of proposed changes from Commission (Bob B). A motion was made to approve the amendments as presented to the Commission (LR, PJ) with all voting in favor. C. GSRC Status (Volunteers, reorganization, etc. Bob B, Linda Burge, Tara W, Shaun F) Linda Burge shared that the Center does have new volunteers, but have lost some due to not very many seniors visiting the Center currently. GSRC has also had a booth at the Saturday Market and plans to continue to do so. D. Private advocacy activities (Bob B) BB has personally been approached regarding complaints with seniors. Most recently he worked with Mayor Farmer to help maintain her property. E. GSRC computer/printer update (Bob B) M. Lopez explained that the City equipment will continue to be maintained by the City. The GSRC can purchase its own equipment, but the City cannot maintain the equipment or help with the equipment. Equipment from the City and GSRC cannot mix. 8. Commissioners Report: Chair B. Balliet Vice-Chair A. Johnson Proposed activities for the seniors. Would like to see each member take on certain activities. LR and AJ will work on a dinner. LR and BB will work on an ice cream social. Commissioner B. Wilson Commissioner P. Johnson Commissioner L. Robbins –Will look into what would need to be done to offer Water Classes for seniors. A special meeting will be held after July 28th after the regular meeting to start planning for the Senior dinner. 9. ADJOURNMENT: 11:04am (BB, LR) all in favor.
