CITY OF GALT GALT YOUTH COMMISSION REGULAR MEETING MINUTES CITY COMMUNITY MEETING ROOM, 380 CIVIC DRIVE GALT, CALIFORNIA MONDAY, AUGUST 1, 2022, 6:00PM A. CALL MEETING TO ORDER/FLAG SALUTE Meeting called to order 6:03 by Mentor Lampson. B. ROLL CALL: Youth Commissioners: Akers, Brixey, Bulahan, Caron, Murillo Cuevas, Cullers, Gold, Kaur, Jones, Lallian Mentors: Harris, Hill J, Hill M, Lampson. Council Liaison: Mayor Farmer Absent: Mentors Harris, Hill J, Hill M, Klotz resigned over the summer C. PUBLIC COMMENT – Vice Mayor Paul Sandhu welcomed new commissioners and thanked them for serving in this important roll. Council member Rich Lozano also attended and thanked the commissioners for volunteering and let them know how important the commission is to the community. D. PRESENTATIONS: City Manager Lorenzo Hines addressed the Commission. Hines introduced himself to the new commissioners and explained the roll of the commissioners in the community. As an example, he cited how their input help mold the current market plan. He also thanked them for stepping up and let them know his door is always open. E. REGULAR BUSINESS: 1. Icebreaker Information Item Mentor Harris was absent, so the commissioners introduced themselves and shared some personal information. 2. City Clerk Introduction Information Item Galt City Clerk, Tina Hubert was not able to attend so Rose Rodacker, Executive Assist to the City Manager, gave the City Clerk information. 3. Budget Report Information Item City Clerk, Tina Hubert provided the budget information printout and Mentor Lampson announced that the City Council allotted $2500 to the commission this year and thanked the council members present. The budget is healthy due to successful fundraising efforts last year and the appropriation by Council. 4. Commissioner’s Responsibilities Information Item Mentor Lampson overviewed the purpose and importance of the GYC ordinance, bylaws, and the Brown Act. 5. Making a Motion Information Item Mayor Farmer discussed the basics of making a motion and other meeting formalities. 6. Approval of minutes for the meeting of May 3, 2022 Action Item The minutes were approved with corrections. Mentor Hill J was not listed as absent in May. Murillo Cuevas is backwards in numerous places. Mentor Lampson will correct and get back to clerk to post. Motion was made by Commissioner Kaur and seconded by Commissioner Caron. Motion passed 10-0. 7. City Council Update Information Item Mayor Farmer talked about elections coming up for council in November. He shared about a new sales tax on ballot to designed to fix the declining income stream into city parks, lights and landscaping. 8. Class of 2022 Scholarship recipients _ Action Item A motion was made by Commissioner Caron and seconded by Commissioner Kaur to approve $250 scholarship recipients Hannia Paola Jauregui Torres-GHS and Kiera Schloeder-LRHS. Motion passed 10-0 9. Overview of the GYC officer positions Information Item Mentor Lampson. went over the positions, their jobs, commitments. Commissioners will run for various offices at the next scheduled meeting in September. 10. September scheduled meeting_________________________ ________________Action Item Due to the Labor Day falling on the next scheduled meeting the Commissioners voted to move the September meeting to Monday September 12th at 6:30. Commissioner Caron made the motion and Commissioner Cullers seconded. Motion passed 10-0 11. Future Agenda Items Information Item Changing meeting to 6:30 due to high school starting later and practices running later. Projects for next year Partnering with Perfectly Pawsable Activities and outings New officers 12. Around the Horn/Give Your Gratitude Information Item Commissioners shared what they are excited for un upcoming year. Council Liaison: Mayor Farmer C. PUBLIC COMMENT - Under Government Code Section 54954.3, members of the public may address the commission on any item of interest to the public. Speakers may address commission on any agenda item during consideration of the item. Please come to the podium and limit your comments to three (3) minutes. D. PRESENTATIONS: City Manager Lorenzo Hines will address Commission. E. REGULAR BUSINESS: 1. Icebreaker Information Item Mentor Harris will facilitate an icebreaker. 2. City Clerk Introduction Information Item Galt City Clerk, Tina Hubert, will share the roles and responsibilities of the clerk’s office to the commission. 3. Budget Report Information Item City Clerk, Tina Hubert will present the budget/balance overview and what the usual expenses of the GYC include. 4. Commissioner’s Responsibilities Information Item Overview the purpose and importance of the GYC ordinance, bylaws, and the Brown Act. 5. Making a Motion Information Item Mayor Farmer will discuss the basics of making a motion. Rosenburg’s Rules of Order will be distributed as a resource. 6. Approval of minutes for the meeting of May 2, 2022 Action Item RECOMMENDATION: Approve the minutes 7. City Council Update Information Item Mayor Farmer will present this month’s update. 8. Class of 2022 Scholarship recipients _ Action Item $250 scholarship recipients Hannia Paola Jauregui Torres-GHS and Kiera Schloeder-LRHS 9. Overview of the GYC officer positions Information Item Mentor Lampson. will go over the positions, their jobs, commitments. 10.
