3. Public Comment: Under Government Code Section 54954.3, members of the audience may address the
Commission on any item of interest to the public or any agenda item before or during the Commission’s
consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter
jurisdiction of the Commission and limit comments to a maximum of five (5) minutes.

1. Call Meeting to Order – Bob called meeting to order at 11:00AM.
2. Roll Call: Bob Balliet, Alvin Roberts, Andrea Johnson, Pennie Niemeyer, Marie Hall – all present.

Bob introduced and distributed the following ‘Matrix to prepare for the Grand Opening of the Galt
Senior Resource Center (GSRC)’:
ADDENTUM TO MINUTES OF COA SPECIAL MEETING OF JUL 11, 2019
MATRIX TO PREPARE FOR GRAND OPENING: Bob stated - Set up for 64 + people (based
on invitations both individually & in the Herald – Bonnie Rodriguez will cover the event
with pictures & possibly brief interviews). 3 positive responses so far – I sent out 25
invitations by e-mail to Vendors, 22 Letters of Invitation to City Officials & others (that
didn’t have an email) [Share with Commission who these Letters & emails were sent to].
I. SETUP: Ownership – Bob Balliet (Setup w/be Fri 7/19 for tables & chairs & Mon 7/22
at 8:00 AM for decorations & food, etc…)
(a) 6 long tables seating 8 people each = 48 places (Chabolla Center) get permission
from Monica for Bob & friend to do physical table/chairs setup on Fri 7/19)
(b) 6 long table clothes (Walmart) – Andrea will provide
(c) 6 floral arrangements (Chabolla Center – Bob will talk w/Pat)
(d) 9 balloons – red/white/blue x3 (Raleys) – Bob will provide
(e) 7 ribbons for door to cut (Bob brings w/scissors & tape)
(f) two long tables for food & large container for water (Bob sets up tables, Ice
(Chabolla Center-Bob gets at Chabolla Center & Andrea provides tubs)
II. FOOD: Ownership: - Pennie & Andrea & Marie (all donations should be brought in
NLT 10:00 AM July 22, 2019)
(a) Who, which business is donating? – Raleys, Walmart, some others
(b) What are they donating? – Food, drinks, coffee, etc…
(c) Any private food donations of food items from Pennie, Andrea, Marie – NA
(d) Vegetable Tray & Cookie Tray (from Sam’s) – Pennie & Andrea w/provide
III. MISCELLANEOUS ITEMS: Bob will set up pens & magnetic business cards
IV. NAME TAGS – (1) For Visiting dignitaries & vendors: Volunteer Richard? (Small table
set up for that purposes – Bob w/bring tags & felt tip pen & small table). (2) For
Commissioners – Commissioners bring their name tags already provided by Bob & Bob
bring Alvin’s Name tag.
V. CEREMONY: MC Bob Balliet
(a) Pledge of Allegiance – Bob will ask Mayor to lead
(b) Welcome Statement, short history & purpose of Galt Senior Resource Center by Bob
Balliet
(c) Invite Contributory Statements by other Commissioners, Mayor, Vice Mayor & City
Council Members, if they wish.
(d) Introduction and recognition of Volunteers by Pennie – How many volunteers do we
now have? Richard, Pat &? (Ask Pennie to invite them to the Grand Opening)
(e) Cutting of Door Ribbons: Mayor Lampson, Dir Solis, Bob, Alvin, Andrea, Pennie &
Marie
VI. INVITATION TO EAT, VISIT THE CENTER & SOCIALIZE!
VII. CLEANUP AT 12:45 PM – Bob, Andrea, Pennie, Marie & Volunteers (ask for them –
Bob. All tables must be clear by 1:15 PM
VIII WHAT STILL NEEDS TO BE DONE AT GSRC:
1. Categorizing Brochures and flyers (Status and when will it be completed – by
Wednesday, July 17, 2019): Bob, Pennie, Andrea?
[UNFORTUNATELY, we will have to do the best we can with the current physical setup
because no lateral filing cabinets will be available for the time being, per Ms Lopez … she
will continue to look out for them and order them as soon as they become available].
Categorizing brochures on tables and display unit will minimize confusion by visitors.
(Andrea’s concern).
2. The 2nd Brochure display set will be ordered after today’s special meeting (Bob will
entertain a motion to purchase one and if passed, Ms Lopez will order it if the
commission still things we need one IN ADDITION to the two lateral filing cabinets that
we’ve asked and are waiting for. It is the consensus of the Commission to table this
matter until September 2019.
3. Ask Richard if he can finish the edge on the carpet by end of day, Thursday, Jul 18,
2019 – Pennie will ask.
4. Vacuum floor on Thursday, 7/18/2019 – Richard/Bob
5. Maybe the 4 Commissioners can take turns assisting/supervising the Volunteer in
answering questions of the visitors as they tour the GSRC? Commissioners agreed to
share this task
6. Present & Future Security of GSRC – access of unaccompanied minors, while GSRC is
open and the Volunteer is not in the Center. Pennie indicated that she will instruct the
volunteers that if they leave the GSRC for any reason and they cannot have it in their line
of sight, they will lock the door until they return.
8. COMMISSIONERS REPORTS: NA
9. ADJOURNMENT: Bob made a motion to adjourn and Andrea seconded the motion – the motion
passed unanimously. Bob adjourned the meeting at 12:00PM.
