GALT YOUTH COMMISSION MEETING MINUTES

Mission Statement
- Encourage the youth to participate in activities that are purposeful in building better citizens.
- Stimulate community service in Galt
- Encourage family participation in building civic unity.
- Strive to emphasize the diversity in our culture by encouraging interaction within the community.
- Collaborate with organizations devoted to the growth of youth
- Recognize that it takes all members of the community to sustain change for the betterment of our youth and families.
A. CALL MEETING TO ORDER/FLAG SALUTE:
Adult Mentor Lampson called the meeting to order at 6:00.
B. ROLL CALL: Youth Commissioners present: Akers, Cuevas Murillo, Cullers, Enriquez, Gold,
Ramirez, Sosa
Mentors Present: Harris, Hill J, Hill M, Klotz, Lampson, Mayor Farmer
C. PUBLIC COMMENT - None
D. PRESENTATIONS:
New Adult Mentor Harris introduced himself to the commissioners and shared some of his life
philosophies.
E. REGULAR BUSINESS:
1. Icebreaker Information Item
Mentor Hill J. facilitated an icebreaker where each person was asked to find an object near them
that they shared and explained how it represented them.
2. City Clerk Introduction Information Item
Galt City Clerk, Tina Hubert was not able to attend meeting so this topic was tabled.
3. Budget Report Information Item
Tabled due to the absence of the City Clerk
4. Commissioner’s Responsibilities Information Item
• Mentor Matt Hill went over the city ordinance.
• Klotz reminded us that our commission is over the city youth, not just the high school
youth. She encouraged the commissioners to think globally when we think about projects
or interest to us.
• Mayor Farmer encouraged them to reach outside of our group and encourage other people
to be a part of our events.
• Mentor Jessica Hill went over by laws with those present.
• Mentor Lampson went over The Brown Act.
5. Making a Motion Information Item
Mayor Farmer discussed the protocol for making a motion on an action item. Setting the
motion, second it, discuss, roll call vote. Commissioner Gold mentioned that the Youth
Commission usually discuss the motion before the motion is made, unlike how council does it.
Akers confirmed we discuss the item before we make the motion.
6. Approval of minutes for the meeting of Feb, 2021 and May 3, 2021 Action Item
Sosa moved, 2nd Alexis Gold. Motion passes 7-0
7. City Council Update Information Item
Mayor Farmer shared the council update including a Covid update, council had one in person
council meeting, but due to latest information council has gone back to zoom and the City
commissions will have to follow council’s lead for the time being. New development in the
CFDs which is essentially city upkeep to keep up for the new development coming into
town. There is a notable project upcoming called the C street enhancement project. New
direction signs will be put in town for easier navigation.
8. New shirt update Information Item
No quotes on shirts had been acquired yet, but Mayor Farmer set a date to get quotes and
commissioners Cullers, Enriquez, Akers and Gold.
9. Overview of the GYC officer positions Information Item
Mentor Klotz went over specific officer positions and responsibilities.
10. September scheduled meeting_________________________________________Action Item
Adult Mentor Lampson suggested the commission move the September meeting which is
supposed to happen on Labor Day to September 13, 2021.

CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the City requests all members of the public
to follow the California Department of Health Services’ guidance and the County of Sacramento
Public Health Officer Order for the Control of COVID-19 restricting group events and gatherings
and maintaining social distancing. Additional information regarding COVID-19 is available on the
City’s website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via
teleconference/electronically and the City Council will participate via teleconference/electronically.
In-person participation by the public will not be permitted and no physical location from which the
public may observe the meeting will be available. Remote public participation is available in the
following ways:

address the commission on any item of interest to the public. Speakers may address commission on
any agenda item during consideration of the item. Please come to the podium and limit your
comments to three (3) minutes.
D. PRESENTATIONS:

E. REGULAR BUSINESS:

Galt City Clerk, Tina Hubert, will share the roles and responsibilities of the clerk’s office to the
commission.

City Clerk, Tina Hubert will present the budget/balance overview and what the usual expenses of
the GYC include.
4. Commissioner’s Responsibilities Information Item
Mentors Hill, Lampson, and Hill will overview the purpose and importance of the GYC ordinance,
bylaws, and the Brown Act.
5. Making a Motion Information Item
Mayor Farmer will discuss the basics of making a motion. Roseburg’s Rules of Order will be
distributed as a resource.
6. Approval of minutes for the meeting of Feb, 2021 and May 3, 2021 Action Item
RECOMMENDATION: Approve the minutes
7. City Council Update Information Item
Mayor Farmer will present this month’s update.
8. New shirt update Information Item

Mentor Lampson. will go over the positions, their jobs, commitments.
