City of Galt AGENDA COMMISSION ON AGING SPECIAL MEETING (VIA ZOOM) GALT PARKS & RECREATION 610 CHABOLLA AVENUE, GALT, CA Thursday, July 29, 2021, at 10:00 AM Minutes Chairperson: Bob Balliet (Chair) Commissioners: Alvin Roberts (Co-Chair), Andrea Johnson, Robert (Bob) Wilson, Phyllis Johnson 1. Call Meeting to Order 10:02am 2. Roll Call: Bob Balliet, Alvin Roberts (absent), Andrea Johnson, Robert (Bob) Wilson, Phyllis Johnson Advisor: Monica Lopez Other Attendees: Armando Solis (P&R Director), Mayor Shawn Farmer, Councilmember Jay Vandenburg, Linda Burge, and Matthew Malone (Galt Herald) 3. Public Comment: Under Government Code Section 54954.3, members of the audience may address the Commission on any item of interest to the public or any agenda item before or during the Commission’s consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter authority of the Commission and limit comments to a maximum of five (5) minutes. 4. Acceptance of Minutes: Approve Minutes of Jun 24, 2021 (Bob Balliet made motion, all members in attendance approved). 5. Presentation: Mayor Shawn Farmer – Bank of Computers for GSRC for utilization by seniors, other suggestions, etc. Mayor Farmer talked about having a hub of computers with Wi-Fi at the Chabolla Community Center available to Seniors – this idea came about because of his discussions with Chair B Balliet & Commissioner A Johnson. This could be a temporary/mobile set up and, in time, could become a permanent setup. It was shared that there may be volunteers available to educate others on how to use the computers/internet. Commissioner A. Johnson has acquired four tablets from the schools (Mayor Farmer and she purchased them for the COA). -Director Solis indicated that he would check with IT regarding the use of the Guest Wi-Fi for this. He also shared that Walker Park, Sports Complex, Community Park and Meadowview Park will soon offer free Wi- Fi. Director Solis also suggested that GSRC set up two tablets, each on its own table, outside the Resource Center during Hours of Operation to assess the amount of traffic. -Mayor Farmer asked what the local library has to offer. Does it offer internet access? Both he and Director Solis suggested that the COA may want to reach out to the library and discuss the possibility to reserve computer time specifically for older adults – a task Chair B Balliet agreed to take on. (Commissioner A. Johnson shared that she thought the computers were used mostly by their younger clients). -Ms. Burge shared that she feels seniors do not know how to use computers and may be afraid to use them – Chair B Balliet responded as mentioned previously, volunteers to train them is under consideration. -Commissioner P. Johnson wanted to know who would have access to the tablets and would there be IT help? (There is currently no IT support for this equipment). NOTE: Per Director Soli, approval from IT was received before the end of the meeting. -Commissioner Bob W suggested the computers placed in the P&R rooms. 6. Old Business: [Previously tabled Items 1) 2) & 3) moved to New Business 1) 2) & 3)] (Bob B)] NA 7. New Business: 1) GSRC ongoing effectiveness – Bob B & Bob W – How to make the GSRC more effective (See 4) below. 2) STATUS of upcoming Health Faire – Bob B & Bob W – no date has yet been set for the upcoming Health Faire. 3) Extend of COMMISSION/GSRC participation in any upcoming Health Fair – Bob W Chair B. Balliet & Commissioner B. Wilson indicated that networking, in cooperation with Marketing Director Garcia of the Parks & Rec has begun. 4) Committee on Separation of GSRC from City – Report (Bob W & Phyllis J) Commissioners Wilson and P. Johnson worked on a list of pros and cons for staying at the Chabolla Center or moving to a new site. See attached list. -Commissioner P. Johnson questioned the ADA accessibility of the Chabolla Center -Commissioner Balliet indicated that the COA had already sent a letter to City Council asking for more accessibility (to do more than what the law requires). Director Solis indicated that Parks & Recreation had the buildings (Chabolla and P&R office) inspected and that they both are following the laws. He also reminded the Commission that they had indicated that they would be searching for additional funding to make the suggested changes that they wanted made to the buildings. -Mayor Farmer shared that he felt it would be great to make these changes, but the city is not financially able to do so at this time. -Commissioner P. Johnson asked for updated information regarding ADA regulations. She suggested that someone get three quotes from local businesses to find out how much these changes would be. -Commissioner Wilson stated that Assemblyman Jim Cooper’s Representative may be able to help the COA with many of the proposed changes. -Commissioner Balliet said that there used to be a leak in the corner of the GSRC office. -Commissioner A. Johnson suggested that the COA schedule a Special meeting to only discuss the Resource Center. Chair Bob Balliet indicated his support for that idea. -Director Solis asked Commissioners Balliet and Wilson share with him the information for the Center to create a staff report. NOTE: The Commission, by a 4 to 0 vote, agreed to continue the Report of the Committee on Separation of GSRC from City in future Regular and/or Special meetings. NOTE: Related & Administrative Items discussed or presented: -Director Solis shared with the attendees that Masks must, once again, be worn when indoors in Sacramento County. Monica Lopez will mail the mandate to any who request it. -Monica Lopez gave an update on the Meals on Wheels Program – Home Deliveries will be Monday through Friday beginning August 16th. A Drive Thru program is in the works for the current Café members to drive up and get their meals on Thursdays starting August 19th. -Mayor Farmer would like the COA to report to City Council more than annually. He would like this to happen every couple of months. Bob Balliet responded favorably – indicating that he will be giving the Annual Report to the City Council on Tue Sep 14, 2021, and will strive to give informal updates to the Council periodically after September. NOTE: The Commission, by a 4 to 0 vote, agreed that All remaining July 29, 2021 Agenda items are tabled for discussion at the Aug 26, 2021, meeting: 5) Commission on Aging’s part in 4th of July activities – Report (Bob B) 6) COA’s utilization of social media to address individual Seniors’ concerns (Bob B) 7) Commissioners taking ‘ownership’ of Galt’s Senior Care Homes (Bob B, Alvin R) 8) Commissioners keeping Council members informed about COA’s activities (Bob B, Alvin R) 8.
