COMMISSION ON AGING
GALT PARKS & RECREATION OFFICE – ZOOM CONFERENCE CALL

1. Call Meeting to Order

Advisor: Monica Lopez Director Solis was the city representative helping conduct the meeting.

3. Public Comment: Under Government Code Section 54954.3, members of the audience may
address the Commission on any item of interest to the public or any agenda item before or during
the Commission’s consideration of the item. Speakers shall restrict their comments to issues that
are within the subject matter jurisdiction of the Commission and limit comments to a maximum of

first by B. Balliet, seconded by A. Johnson, abstained by P. Johnson)
5. Presentation: Parks & Recreation Director Armando Solis
6. Old Business:
1) GSRC ongoing effectiveness - TABLED until COVID 19 Restrictions are lifted.
2) STATUS of upcoming Health Faire – CANCELLED DUE TO COVID 19 Restrictions –
TABLED until COVID 19 Restrictions are lifted.
3) Extend of COMMISSION/GSRC participation in upcoming Health Fair–TABLED until COVID
19 Restrictions are lifted.
7. New Business:
1) Welcoming new Commissioner Phyllis Johnson
2) Update on the Galt Senior Resource Center becoming a 501c Charitable Organization in by
the end of 2021 (Bob) Commissioner Balliet met with Director Solis and Monica Lopez to
discuss the Center becoming independent from the City. They will obtain a tax ID number.
The goal is to run under its own board and rules, without City guidance. The Board needs
more than one member to speak/determine needs to be voted on
a. Commissioner Roberts wants to ensure that the Center establishes its goals and what
the charter represents. He wants to make sure that it has structure.
b. Commissioner Wilson wants to make sure there is public input.
c. Commissioner A. Johnson wants to make sure that bylaws are in place before the
separation takes place.
d. Director Solis suggested that a written plan be voted for approval.
e. Commissioner P. Johnson asked about a strategic plan. Where to start, who is
responsible and what is the plan?
f. Commissioner Balliet suggested a Special Meeting to put a plan together for the
separation proposal, define the details, and explore the separation options.
g. Unless it is a scheduled meeting, Commissioners were reminded that no more than 2
can meet at a time. Armando suggested that the Commission vote on who the 2
Commissioners would be (Bob Wilson and Phyllis Johnson)
h. There was a motion by Commissioner Wilson to form a committee to work out the
details for a separation of the Resource Center and the City and to report back to the
next and subsequent meetings on their progress. Seconded by Commissioner P.
Johnson (yes for all commissioners).
3) Armando Solis – Separation of Galt Senior Resource Center from City, etc…1)Start the
process (recommend to City Council to separate from the City), 2)City Council votes to
separate and move forward, 3)Consult with the IRS for a new tax ID number, 4)create MOU
a. Commissioner A. Johnson asked if they would still be able to use the Chabolla
Community Center, Director Solis indicated that they would still be able to use the
Center.
b. Resource Center goal is to be able to open for programs.
c. City Council must meet in person before other Commissions and Committees will be
able to conduct in-person meetings. Their first meeting in-person is scheduled for July
20th.
d. Bob asked if the Chabolla Community Center can be used for the GSRC monthly
meetings and Director Solis said yes.
e. Tara Wilson asked when the Resource Center will be open. The Commission voted
and agreed on July 6th as the first day open to the public.
4) Commission on Aging’s part in 4th of July events. The Commissioners will be volunteers as
Lane monitors for the Tonn race. Commissioners A. Johnson, B. Balliet, and A. Roberts will
work on the GSRC flier distribution at the IDC event. Commissioner Balliet has already
distributed some fliers to local businesses. Commissioner Wilson was also able to distribute
fliers for some businesses. Maria with South County Services will provide volunteers to help
at the business site. Seniors can use their AARP card for a discount.
a. Commissioner P. Johnson – Asked about a neighborhood website regarding
medical equipment being available. Where to donate items no longer being used
(walkers, canes, etc..). Would like names of places to donate/pick up equipment as
needed. Does she have permission to post about available equipment for seniors?
Commissioners voted and gave approval for this.
b. Commissioner Wilson had a question about whether or not volunteers need to
wear masks for the IDC event. Director Solis indicated that masks do not need to be
worn. CDC guidelines – masks do not need to be worn by those who are vaccinated.
c. The Commissioners worked together to obtain a scooter from the Mormon
Church. Team work.
9. ADJOURNMENT: Commissioners voted to adjourn the meeting at 11:10am (Balliet,first and all
members voted yes to adjourn).

CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the city requests all members of the public to follow the
California Department of Health Services’ guidance and the County of Sacramento Public Health Officer Order for the
Control of COVID-19 restricting group events and gatherings and maintaining social distancing. Additional information
regarding COVID-19 is available on the City’s website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically and the City Council
will participate via teleconference/electronically. In-person participation by the public will not be permitted and no
physical location from which the public may observe the meeting will be available. Remote public participation is
available in the following ways:

comments out loud during public comment, subject to the customary 5-minute time limitation. If you have issues
