CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the city requests all members of the public to
follow the California Department of Health Services’ guidance and the County of Sacramento Public
Health Officer Order for the Control of COVID-19 restricting group events and gatherings and
maintaining social distancing. Additional information regarding COVID-19 is available on the City’s
website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically and
the City Council will participate via teleconference/electronically. In-person participation by the public will
not be permitted and no physical location from which the public may observe the meeting will be
available. Remote public participation is available in the following ways:
1) Email public comments concerning this special meeting to pubcom@cityofgalt.org. The City
Clerk will read the comments out loud during public comment, subject to the customary 5-minute time
limitation. If you have issues submitting a public comment via email, please contact the City Clerk’s
Office at 209.366.7130.
2) Join the electronic meeting at

1. Call Meeting to Order: Bob B called meeting to order @ 10:02am.
2. Roll Call: Bob Balliet, Alvin Roberts, Andrea Johnson, Robert Wilson all present
Advisor: Monica Lopez present
Guests: Councilmember Jay Vandenburg, Henry Wensel, Tara Wilson, Ramona Temple, and
Matthew Malone (with the Galt Herald)
3. Public Comment: Under Government Code Section 54954.3, members of the audience may
address the Commission on any item of interest to the public or any agenda item before or during
the Commission’s consideration of the item. Speakers shall restrict their comments to issues that are
within the subject matter jurisdiction of the Commission and limit comments to a maximum of five (5)
minutes.
Commissioner Balliet asked the guests if they would like to speak.
Ramona Temple wanted to know the COA is doing for the Community.
Harry Wensel – 12 year resident of Galt, fan of the Galt Market. Mr. Wensel asked if the County
shares the number of who has been vaccinated and how many still get sick. He also feels that
there may be a lack of trust with the Spanish speaking individuals and fear of getting the vaccine.
Mr. Wilson asked if Seniors will be invited to attend future meetings regarding the Market. He
Would also like to meet with Commissioner Wilson (and he indicated that his information could be
sent to Mr. Wensel). Tara Wilson shared the Next Door responses regarding the 5/22 clinic. She
said individuals were told to come later in the day, but that it closed early. She asked what those
that missed getting their second shot should do. She asked if she could get the County information
and post it on the Next Door app.
4. Acceptance of Minutes: Approve Minutes of Apr 22, 2021 Approved (Bob Balliet, Andrea Johnson,
Robert Wilson). 3 ayes, Alvin Roberts was not able to vote at the time.

6. Old Business:
1) GSRC ongoing effectiveness - TABLED until COVID 19 Restrictions are lifted.
2) STATUS of upcoming Health Faire – CANCELLED DUE TO COVID 19 Restrictions –
TABLED until COVID 19 Restrictions are lifted.
3) Extend of COMMISSION/GSRC participation in upcoming Health Fair – TABLED until
COVID 19 Restrictions are lifted.
7. New Business:
1) Update on the Galt Senior Resource Center becoming a 501c Charitable Organization in by the end
of 2021 (Bob) Commissioner Balliet hopes to have completed the process to make the Center a 501
© 3 by the end of the year. A progress report will be given in June. Commissioner Balliet would
like to meet with Director Solis and Monica Lopez to discuss the resource center and its separating
from the City. Commissioner Wilson is working on this process now.
2) Vacancy on Commission – Advertising for Vacancy on Social Media Platforms (Bob) The Vice Mayor
will be contacting Commissioner Balliet regarding one of the two applicants. It is the hope that the
position will be filled by the June Meeting.
3) Update on Mobile Vaccinations – (Armando/Monica) (Bob) (other Commissioners?) The Market has
been a site for vaccinations on Wednesdays during the month of May. The event at P&R on 5/22
was well received. Commissioner Roberts felt that around 100 people participated.
8. COMMISSIONERS REPORTS:
1) Commissioner Johnson – Feels that 8 out of the 10 seniors she knows have gotten
the vaccine.
2) Commissioner Wilson shared that he feels that Jackie Garcia, Special Event
Coordinator, did a great job at getting the vaccine information out and getting Spanish
speaking volunteers to come out to the Saturday events. Commissioner Wilson is
working with Ms. Garcia regarding a Senior Health Fair. He will be approaching local
businesses to participate (at no cost) and will be reaching out to residents as well.
Commissioner Wilson has spoken with Craig Hoffman and City Council Member
Farmer regarding the Galt Market and how to make it more attractive to attendees.
3) Commissioner Balliet will speak with Director Solis and Ms. Lopez next week to
discuss the Senior Resource Center.
9. ADJOURNMENT: 10:40 am (Bob B made motion to adjourn, Bob W seconded – all Commissioners
voted to adjourn.)
