CITY OF GALT GALT YOUTH COMMISSION Meeting Minutes, May 3, 2021 Meeting via Zoom 380 CIVIC DRIVE GALT, CALIFORNIA A. CALL MEETING TO ORDER: Chair Rivas, called meeting to order at 6:02 P.M. B. ROLL CALL: Commissioners Present: Akers, Hemenover, Kunze, Mejia, Murillo Cuevas, Neuburger, Rivas, Romero Members Absent: Gold, Sosa Mentors Present: Hill, Klotz, Lampson, Maaga Mentors Absent: Mayor Farmer C. PUBLIC COMMENT: None D. PRESENTATIONS: None E. REGULAR BUSINESS: 1. Icebreaker and Lessons in Leadership Adult Mentor Klotz provided the commission with an icebreaker which compared one’s growth to the growth of a plant. She mentioned that you must tend to your growth as you would tend your plants. Klotz also touched on how everybody is different and if you tend to your “roots” you will bloom. Then each commissioner was called on to share what great thing they would do with the plant they received. 2. Approval of minutes for the meeting of April 12, 2021 Motion: Hemenover Second: Kunze Ayes: 7 Nays: 0 Abstain: 0 3. Treasurer’s Report Commissioner Murillo Cuevas overviewed the status of the GYC bank account with the total being $1,975.32. 4. Introduce New Commissioners Adult Mentor Hill went through and introduced the new commissioners, Josh, Star, and Damaris. Hill also welcomed back commissioner Akers who will be serving a second term. 5. City Council Update Tabled because Mayor Farmer was not present this meeting. 6. GYC Retreat Budget Proposal Mentor Lampson led a discussion on the available options for the upcoming commission retreat. The commission concluded going to the Venture ropes course located in Stockton, CA and then having lunch after. The motion was made to attend the ropes course with a budget of no more than $800. Motion: Kunze Second: Murillo Cuevas Ayes: 7 Nays: 0 Abstain: 0 7. GYC Apparel A motion to make a subcommittee to decide what the new shirts will be was made. Sub will be headed by Mayor Farmer. Motion: Akers Second: Murillo Cuevas Ayes: 7 Nays: 0 Abstain: 0 8. GYC Scholarship Update Four $250 scholarships will be given to graduating seniors. Adult Mentor Maaga and Adult Mentor Lampson banded together to pay for a fourth scholarship. The winners of the 4, $250 scholarships are Myracle Franco from GHS, Raina Saldivar from GHS, Gabriel Kunze from LRHS and Gideon Reed from LRHS. Motion: Kunze Second: Akers Ayes: 5 Nays: 0 Abstain: 2 9. Youth Mental Health PSA Project Mentor Lampson played the progress of the edited videos of commissioners giving mental health advice. 10. Adopt a Street Commissioner Murillo Cuevas shared with the commission the date for the next cleanup of Lincoln, which is Saturday, May 15th at 9am. 11. Breathe California Presentation to Council The Breathe California project was discussed and commissioners will attend the council meeting where we request council add a new city ordinance. (via zoom) 12. Ice Cream Social Adult Mentor Klotz brought up the topic of an ice cream social in person as a welcome to the commission and early team bonding. 13. Future Agenda Items - Fundraiser Ideas - Overview of Election of Officers 14. 2019/20 Galt Youth Commissioners Each mentor said their word on the outgoing commissioners and some commissioners said thank you for their service. CORONAVIRUS DISEASE (COVID-19) ADVISORY To protect our constituents, City officials and City staff, the City requests all members of the public to follow the California Department of Health Services’ guidance and the County of Sacramento Public Health Officer Order for the Control of COVID-19 restricting group events and gatherings and maintaining social distancing. Additional information regarding COVID-19 is available on the City’s website at www.ci.galt.ca.us. Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically and the City Council will participate via teleconference/electronically. In-person participation by the public will not be permitted and no physical location from which the public may observe the meeting will be available. Introduce New Commissioners _____ Information Item Adult Mentor Hill will present. 5. City Council Update Information Item Mayor Farmer will present this month’s city council update. 6. GYC Retreat Budget Proposal ______________________ Action Item The Commission will propose a budget. NOTE: The retreat is normally the first convening all of the commissioners after they get sworn in. A retreat can cost between $400-$2500 depending on your contractor. 7. GYC Apparel____________________________________________________________ Action Item Commissioners will review and act on new shirts for all commissioners or provide past style shirt to new commissioners. Subcommittee will be formed to get quotes and consider shirt styles. 8. GYC Scholarship Update___________________________________________________Action Item Approve scholarship donation from mentors to sponsor a 4th $250 scholarship and approve destination of 3rd scholarship. 9. Youth Mental Health PSA project Information Item Adult Mentor Lampson and Commissioners Murillo Cuevas and Sosa will provide an update on the PSA project. 10. Adopt a Street________________________________________________________Information Item The next street cleaning will be in conjunction with the Beautification Committee on Saturday, May 15th at 9am. Meet in Galt High School Parking lot. 11. Breathe California Presentation to Council_________________________________Information Item Commissioners to attend council meeting and lend support to the presentation. 12. Ice Cream Social______________________________________________________Information Item Discuss the possibility of a socially distanced get together outside. 13.
