PARKS & RECREATION COMMISSION MEETING MINUTES

1. CALL MEETING TO ORDER – Meeting called to order at 6:17 p.m.
2. ROLL CALL:
a. Commissioners Present: Bitondo, DaPrato, Keagy, Williams
b. Commissioners Absent: None
3. CHANGES TO THE ORDER OF AGENDA – No changes.
4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the
public may address the commission on non-agenda items. Speakers may also
address the commission on any agenda item during consideration of the
item. Speakers shall restrict their comments to issues that are within the subject
matter jurisdiction of the commission and limit comments to a maximum of five (5)
minutes. Please fill out a speaker sheet located on the table inside the entrances
to the council chambers and forward the completed speaker sheet to the
commission secretary. Please state your name and city of residence prior to
making your comments.
5. OTHER BUSINESS:
a. Subject: Election of Chairperson – Administrative Assistant to conduct
election of Chairperson
• Rules of election given to Commissioners.
• Commissioner Bitondo nominated for Chairperson, no other
nominations, call for roll call vote, all in favor.
b. Subject: Election of Vice-Chairperson – Chairperson to conduct election
of Vice-Chairperson
• Commissioner Keagy nominated by DaPrato for Vice Chairperson,
call for roll call vote, all in favor.
6. ACCEPTANCE OF MINUTES FOR THE MEETING
a. Minutes of the Special Meeting of November 29, 2016.
• Commissioner DaPrato moved to approve. Call for vote, all in favor,
minutes accepted.
7. PRESENTATIONS
a. Planning Galt Parks
• Chris Erias, Building and Planning Director made a presentation of

the Parks Master Plan which can be found on the City of Galt
website. Chris provided an overview of the Cities approach for
planning and building parks.
b. Lighting of the Night Cost Report
• The Lighting of the Night event is fully funded by the City.
• Littleton Center performances included City Tots, Galt Elementary
School Choir, Galt/Liberty Unified Band and the Church of Latter
Day Saints Chimes. The cost to put out chairs and bring in risers
was approximately $850. This cost was offset by Galt FC who
volunteered to set up and clean up this event.
• Shop Local provided pictures with Santa free of charge.
• Sac Mofo had their food trucks on Civic Drive. The Owner is eager
to come back next year, two of his trucks sold out of product.
• After the resignation of Patrice Moreno as the long time parade
coordinator, the City directed staff to take over the parade. Brenda
Renfrow stepped up as the new parade coordinator. Thank you to
the Fire Department, Police Department and the Public Works
Department for coordination of the road closures.
• Candy throwing was an issue and P&R will be asking the Council to
provide staff with direction on whether to throw candy or not.
• Cost for parade was close to $6,000. There was a one-time cost for
the purchase of additional barricades in the amount of $3,000.

a. Ethics Training – Informational
• Commissioners are required to complete Ethics Training every 2
years, but are encouraged to complete the annual training provided
by City staff. Ethics training information AB1234 Annual Memo from
the city attorney sent to commissioners via email December 20,
2016.
b. Community Park Playground – Informational
• P&R will would like to discuss options for the Community Park
playground structure with Boy Scouts Troops, Girl Scout Troops and
anyone that the Commission feels would be interested in having
input on the park structure is encouraged to come to the next
meeting. Currently $100,000 in budget to replace the structure.
10. UPCOMING COUNCIL AGENDA ITEMS
a. Tiny Smiles Waiver Request
• Tiny Smiles is a 10K, 5K, Kids Fun Run and ½ Marathon scheduled
to take place on February 11, 2017.
• A waiver of fees request will go before Council at the January 17,

2017 for approval.
b. Lighting of the Night Cost Report
• Gone over during presentations above.
c. Landscape Contract extension
• Due to non-conformance with the contract, Professional Landscape
Solutions, Inc. contract terminated by the City of Galt as of 12/31/16.
Terracare Associates was hired for a 60 day contract period.
11. UPCOMING EVENTS
a. Winter Bird Festival
• To take place on January 21, 2017 at McCaffrey Middle School.
This is the 10th Annual event. Due to low numbers 3 tours were
canceled.
12. STAFF COMMENTS
• City Manager, Eugene Palazzo, was in attendance at this meeting
and commented that he is looking forward to working with the
Commission this year.
13. COMMISSIONERS REPORTS/COMMENTS
a. Commissioner Bitondo – The east side of the tunnel at Carillion has illegal
juvenile activity in tunnel at dark. Armando will pass this information on to the
police chief and instructed commissioners to tell people to call (209) 366-
7000, the Police Department non-emergency line.
b. Commissioner DaPrato – Parks & Recreation basketball is in full swing.
c. Commissioner Keagy – No, good.
d. Commissioner Williams – No comment.
e. Commissioner Vacant
