CITY OF GALT AGENDA PARKS & RECREATION COMMISSION MEETING MINUTES CITY HALL COUNCIL CHAMBERS 380 CIVIC DR., GALT CA 95632 FEBRUARY 8, 2017, 7:00 P.M. Chairperson: Joe Bitondo Commission: Angela DaPrato, Kelly Keagy, Chris Smith, Janice Williams 1. CALL MEETING TO ORDER at 7:00pm. 2. ROLL CALL: a. Commissioners Present: DaPrato, Keagy, Smith, Williams b. Commissioners Absent: Bitondo 3. CHANGES TO THE ORDER OF AGENDA – No changes. 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the commission on non-agenda items. Speakers may also address the commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction of the commission and limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. 5. ACCEPTANCE OF MINUTES FOR THE MEETING a. Minutes of the Special Meeting of January 11, 2017. • Commissioner DaPrato moved to approve, Commissioner Williams moved to second the approval. Call for vote, all in favor, minutes accepted. 6. PRESENTATIONS a. Trends in Playground Equipment • Kelly Oaks from MRC went over trends in playground equipment throughout the region via a power point presentation and provided a brochure for reference. 7. OLD BUSINESS a. Ethics Training – Informational • Ethics training was provided by the City. Reminder given to commissioners that the ethics training is required and if they did not complete the City provided training they can now complete the 2 hour course online. Certificates must be submitted to the City Clerk’s office. GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF FEBRUARY 8, 2017 Page 2 8. NEW BUSINESS a. Community Park Playground Discussion & Recommendation • Slides showing the Community Park playground structure that will be replaced were reviewed and discussed. • Funding is $100,000 to complete the project. • Public Comments were opened. Suggestions made were keeping monkey bars, some type of maze, more swings, a shade structure for parents, jumping air bag/trampoline, misters, bright colors, seating areas for parents that are closer to the playground area and a splash pad. The interactive aspect of phone apps, and use of apps for local advertising. • Email suggestions received via Facebook or directly sent to the City were presented which included a splash pad at the facility, shade and adult physical activities. • Information will be provided to the Public Works Department to put together a Request for Proposal (RFP). • A special meeting to decide what type of structure, theme and equipment would be presented to the Public Works Department for RFP was motioned by Commissioner Keagy and seconded by Commissioner DaPrato. Call for vote, all in favor. 9. UPCOMING COUNCIL AGENDA ITEMS a. Landscape Contract extension. • In December 2016, the City terminated its contract with Professional Landscape Solutions, Inc. and signed a two month contract with Terracare, who also does the CSD and Elk Grove’s parks. We will be going to City Council to sign a 4 month contract with Terracare on February 21, 2017. Before the end of the fiscal year we are going to put together an RFP for the Cities landscape maintenance. b. Winter Bird Festival Recap • Parks & Recreation was tasked with taking over the Winter Bird Festival this year and for the first time a recap of the event will be presented to City Council on March 7, 2017. 10. UPCOMING EVENTS • Tiny Smiles Half Marathon, 10K, 5K and Kids Run will take place this Saturday, February 11th and it will start on Civic Drive. STAFF COMMENTS • Recently the City Council moved one of its meetings to an earlier time and if the Commissioners would be interested in moving the time to 6:00pm we can move it to an earlier time that is an option. • The RFP is out for Walker Park grass field lights. Lights should be installed somewhere near May 2017. 12. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Bitondo, absent. b. Commissioner DaPrato, Nothing, basketball is in full gear and going well. c. Commissioner Keagy, Websites or Pinterest has ideas on the playground equipment, can they be shared with each other? Per Armando, no send all ideas to Leslie and we can put that together for you and send to all Commissioners. d. Commissioner Smith, Nothing. e. Commissioner Williams, Nothing. 13. ADJOURNMENT at 8:10pm.
