a. Parks & Recreation Director, Armando Solis, made a request to move

i. Elect Chairperson – Commissioner Williams made a motion to elect
Commissioner Smith as Chairperson.
ii. All present in favor (4-0), Commissioner Smith was elected as
Chairperson.
c. Item 8b, Election of Co-Chairperson to before item 5 Acceptance of
Minutes.
i. Elect Vice-Chairperson – Commissioner Smith made a motion to
elect Commissioner Williams as Co-Chairperson.
ii. All present in favor (4-0), Commissioner Williams was elected as
Chairperson.
4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the
public may address the commission on non-agenda items. Speakers may also
address the commission on any agenda item during consideration of the
item. Speakers shall restrict their comments to issues that are within the subject
matter jurisdiction of the commission and limit comments to a maximum of five (5)
minutes. Please fill out a speaker sheet located on the table inside the entrances
to the council chambers and forward the completed speaker sheet to the
commission secretary. Please state your name and city of residence prior to
making your comments.
5. ACCEPTANCE OF MINUTES
a. Minutes of the Meeting of November 14, 2018.
i. Commissioner Williams made a motion to accept the minutes of the
November 14, 2018 meeting.
ii. Commissioner Smith made a second to the motion to accept the
minutes of the November 14, 2018

Recommendation: Recommend that City Council adopt a resolution
approving the Parks and Recreation fees update.
i. A power point presentation was made to the Commissioners.
ii. Public Comment No. 1, no speaker sheet turned in to secretary.
Ralph Cortez, concerned citizen.
a. Asked the commission if there were batting cages at the
Sports Complex. Parks & Recreation Director, Armando Solis
responded, they are open to the entire community when the
facility is open, there is no equipment located in the cages.
iii. Public Comment No. 2, no speaker sheet turned in to secretary.
Shaun Farmer, concerned citizen.
a. Reminded new commissioners that Parks & Recreation is a
unique fund and the city contributions about $1 million dollars
a year into the fund.
b. Stated most cities that have a Parks & Recreation are funded
greatly by the general fund and we are blessed by the Market
offsetting some of the cost.
c. Further clarifying the central service cost is fund wide, all of
the funds pay into it and that Armando is really good at
knowing what they can charge and still get people to
participate.
iv. Commissioner Williams made a motion to accept the
recommendation that has been presented by Armando (Solis).
v. The Commission secretary read for the record the motion
recommended by Commissioner Williams that the City Council
adopt a resolution approving the Parks and Recreation fee update.
vi. Commissioner Smith made a second to the motion to recommend
the City Council adopt a resolution approving the Parks and
Recreation fee update.
vii. All present in favor (4-0), recommendation made.

a. Armando Solis will be bringing back to the commission moving the time of
the meeting to 6:00 p.m. through a staff report.

whether the field is open or closed.

i. From the November 14, 2018 meeting minutes, is P&R is going to
apply for the National Fitness Equipment grants. Armando Solis
responded that has been put on hold with the passing of Prop. 68
we are in the process of applying for the Prop. 68 grant funding and
happy to be here.
d. Commissioner Smith
i. Question regarding mistletoe, does the city plant trees not prone to
mistletoe? Armando Solis responded through planning and design
they are requiring trees to be planted that are not prone to
mistletoe.
e. Commissioner Williams
i. Welcome to the new commissioners to the Parks & Recreation
Commission.

SUBJECT: PARKS AND RECREATION FEE SCHEDULE UPDATE
RECOMMENDATION:
Recommend that City Council adopt a resolution approving the Parks and Recreation Fees update.
DISCUSSION:
Fees that are established by legislative actions, either by the City or the State, are not subject to
the Consumer Price (CPI) Index increase. The fees included in this would be all Parks and
Recreation programs and rentals. Some fees should not be changed because the current fees are
adequately covering costs, increasing the fees would discourage participation, or some fees are
adjusted to the current market rate.
In all cases, the City complies with Proposition 26, which does not allow a government agency to
charge more for a service than the reasonable cost of providing that service. Public Notice of this
agenda item was published in the Galt Herald on February 14, 2018.
The Parks and Recreation Department is recommending that rental fees subject to CPI not be
increased as they are listed as “market rate”. Some programs will be increased more than CPI due
to the minimum wage increase implemented over the past few years in an attempt to recover as
much of the full burden cost of the program that the market can bare.
FISCAL ANALYSIS:
The effective date for fees presented herein shall be July 1, 2019, with the exception of those fees
noted. Some activities fees have already been initiated and/or contracts are in place. Approved fees
will be used in the calculation of revenues in the upcoming budget proposal for fiscal year 2019-
20.
