PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the commission on non-agenda items. Speakers may also address the commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction of the commission and limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Minutes of the Special Meeting of July 10, 2019. • Commissioner Smith made a motion to accept the July 10, 2019 Special Meeting Minutes • Commissioner Cason made a second to the motion to accept the July 10, 2018 Special Meeting Minutes • All in favor, minutes accepted. 6. Galt Market Master Plan Update • The next Parks and Recreation Commission meeting will be an open community outreach meeting on 10/9/19 • City applied for and received a $120,000 grant from the California Energy Commission to master plan and redevelop the 45+ acres at the Galt Market property 9. STAFF COMMENTS – Director Solis urged the commissioners to understand the Lewis Group proposal, read AB 3773 and be prepared. 12. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Cason – None b. Commissioner Graham – Absent c. Commissioner Miller – Have you heard of Learning & Landscaping that they do in the City of Sacramento? Also the Parks Leadership Academy for youths? Students can help out by helping cut the grass, volunteer umpiring, or students wanting community service time. Director Solis explained that we are working with the FFA groups from both high schools who are coming out to do a work day tomorrow (9/12/19) Elm Avenue, Lincoln Way and Walker Park. They are bringing out about 100 students to assist with landscaping issues. Currently do an alternative sentencing program not for crimes for fines. Looking at all aspects of getting this free volunteer work to help try and get some of this stuff done. d. Commissioner Smith – Are we getting ready to sell the McKenzie Road Park Property? Director Solis explained an appraisal has been requested and a meeting has been set for October 14th to discuss options with the property. e. Commissioner Williams – Absent 13. Reduce landscape and tree Reduces landscaping services due to new LLD Northeast $ 65,016 maintenance contract/reduce tree maintenance Reduce landscape and tree Reduces landscaping services due to new LLD Westside $ 18,446 maintenance contract/reduce tree maintenance Total $ 1,051,535  GALT MARKET MASTER PLAN MEETING INFO • Recognizing the situation of declining revenue at the Market, the City applied for and received a $120,000 grant from the California Energy Commission (CEC) for the master plan and redevelopment of the 45 acre +/- Galt Market Grounds and surrounding City- owned properties. • The intent of the master plan is to develop ways to enhance the Galt Market, while utilizing the market grounds and surrounding property in a more effective/efficient manner, with the ultimate goal of providing a more sustainable source of revenue for Parks & Recreation. • Staff will soon be embarking on a public outreach campaign to engage stakeholder groups and residents in an effort to provide full transparency of the project as we intend it. • We are starting with a kick-off meeting to the Parks & Recreation Commission on October 3rd.
