CITY OF GALT MINUTES PARKS & RECREATION COMMISSION MEETING CITY HALL COUNCIL CHAMBERS 380 CIVIC DR., GALT CA 95632 FEBRUARY 12, 2020 AT 6:00 P.M. Chairperson: Chris Smith Commission: Ernie Cason, Carrie Graham, Sharlyn Miller, Janice Williams 1. CALL MEETING TO ORDER at 6:02pm 2. ROLL CALL: a. Commissioners Present: Smith, Miller, Cason, Graham b. Commissioners Absent: Williams 3. CHANGES TO THE ORDER OF AGENDA 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the commission on non-agenda items. Speakers may also address the commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction of the commission and limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. a. Public Comment received from Ralph Cortes, Galt citizen, requested the commissioners do not get their source of information from social media. b. Public Comment received from Bob Balliet, Commission on Aging Chairperson, commented the Senior Resource center is partnering with the City of Galt for the March to Health event. 5. ACCEPTANCE OF MINUTES a. Minutes of the meeting of October 9, 2019.  Commissioner Graham made a motion to accept the October 9, 2019 meeting minutes.  Commission Miller made a second to the motion to accept the October 9, 2019 meeting minutes.  All in favor, minutes approved. 6. PRESENTATIONS a. March to Health – 3/24/2020 7. OLD BUSINESS GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF FEBRUARY 12, 2020 Page 2 8. NEW BUSINESS a. Elect Chairperson  Commissioner Smith was nominated by Commissioner Graham, roll call vote 3-3, Commissioner Smith abstained. Commissioner Smith was elected as the Chairperson for the Parks & Recreation Commission for 2020. b. Elect Vice-Chairperson  Commission Miller was nominated by Commissioner Cason, roll call vote 3-3, Commissioner Miller abstained. Commissioner Miller was elected as the Vice-Chairperson for the Parks & Recreation Commission for 2020. c. Market Community Master Plan Update  Recreation Supervisor, Monica Lopez, gave the update to the commissioners.  At the 2/11/2020 City Council meeting, council voted 3-2, Mayor Sandhu and Vice-Mayor Farmer dissenting; to authorize staff to work with legislative leaders to introduce a bill with language authorized by City Council during the upcoming legislative session pertaining to the 44-acres comprising the Galt Market and surrounding City owned properties as regards to current deed restrictions on the properties. 9.
