CITY OF GALT PARKS & RECREATION COMMISSION MEETING MINUTES 610 CHABOLLA AVE., GALT CA 95632 DECEMBER 8, 2021 AT 6:00 P.M. Chairperson: Ernie Cason Commission: Carrie Graham, John McNamara, Chris Smith CORONAVIRUS DISEASE (COVID-19) ADVISORY To protect our constituents, City officials and City staff, the City requests all members of the public to follow the California Department of Health Services’ guidance and the County of Sacramento Public Health Officer Order for the Control of COVID-19. Additional information regarding COVID-19 is available on the City’s website at www.ci.galt.ca.us. Pursuant to Assembly Bill (AB) 361, the meeting will be held via teleconference/ electronically and the Parks & Recreation Commission will participate via teleconference/ electronically. In-person participation by the public will not be permitted and no physical location from which the public may observe the meeting will be available. In view of other public comment opportunities listed above, email/written comments will not be read out loud during the meeting. 1. CALL MEETING TO ORDER at 6:02 p.m. 2. ROLL CALL: a. Commissioners Present: McNamara, Smith, Graham b. Commissioners Absent: Cason 3. CHANGES TO THE ORDER OF AGENDA GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF DECEMBER 8, 2021 Page 2 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the Parks & Recreation Commission on non-agenda items. The public comments section is for the Parks & Recreation Commission to receive comments; except for brief response to questions, no discussion or action may be taken on any item that is not listed on the agenda. Please limit comments to a maximum of five minutes. Due to the statewide emergency, public comments may also be submitted as noted above via the options listed on the first page of the agenda for providing live public comment or prior to the meeting via email to galtpandr@cityofgalt.org by 4:00 pm on the day of the meeting, which will be distributed to the Parks & Recreation Commission and posted on the City’s website prior to the meeting, but will not be read aloud. 5. ACCEPTANCE OF MINUTES a. Minutes of the meeting of November 10, 2021 i. Commissioner Smith made a motion to accept the November 10, 2021 meeting minutes. ii. Commissioner McNamara made a second to the motion to accept the November 10, 2021 meeting minutes. iii. Upon a roll call vote, all present in favor, minutes approved. 6. PRESENTATIONS 7. NEW BUSINESS a. SUBJECT: Bi-Monthly Meetings RECOMMENDED ACTION: Recommend to the Galt City Council that they adopt a resolution amending the Galt Parks and Recreation Commission Bylaws. i. Director Solis read the agenda report and confirmed for Commissioner Graham that a Special Meeting can be called as needed. ii. Commissioner Smith made a motion to recommend Bi- Monthly Meetings. iii. Commissioner McNamara made a second to the motion to recommend Bi-Monthly Meetings. iv. Upon a roll call vote, all present in favor of recommendation to the Galt City Council that they adopt a resolution amending the Galt Parks and Recreation Commission Bylaws. b. SUBJECT: In-Person Meetings RECOMMENDED ACTION: Discuss issues and logistics relative to returning to in-person City Council meetings and other legislative bodies of the City; and provide direction to Parks and Recreation Director. i. Commissioner Graham made a motion to recommend to Galt City Council continuing zoom meetings, as long as mandated, keeping it virtual, and keeping it on each meeting agenda. ii. Commissioner Smith made a second to the motion to recommend to Galt City Council continuing zoom meetings. GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF DECEMBER 8, 2021 Page 3 iii. Commissioner McNamara was supportive of in-person meetings but not adamant about in-person meetings. iv. Upon a roll call vote, all present in favor of recommendation to the Galt to the Galt City Council to continue zoom meetings and keep on each meeting agenda. 8. OLD BUSINESS a. Covid-19 Update i. Numbers have risen from 8 per 100,000 to 13 per 100,000. ii. Director Solis stated he meets with the county 2-3 times per week to discuss Covid, asked if Dr. Kayseri is considering any other option other than the 5 or is it a hard 5, was told they are discussing other options but they weren’t ready to make those public yet. Last month, the Health Department allowed kids who played basketball to remove their masks while they were playing should they test on a weekly basis. We have testing available to them, we will not be checking to see if they’ve tested we will take that on the honor system, we will be testing referees on a weekly basis so they don’t have to wear a mask, but parents, coaches and parents on the sidelines will still be required to wear masks in our league. 9. UPCOMING COUNCIL AGENDA ITEMS a. Weekend Galt Market – 01/18 b. Market Master Plan – 01/18 c. Walker Master Plan – 01/18 i. Director Solis updated the commission on the $1.7 million grant received from Assemblymen Cooper’s office. The road way and the parking lot should be complete in mid-January. Had a meeting with the contractors today, they are making some good headway now that we haven’t had any rain, but it looks like there is rain in the forecast for tomorrow and next week so that may hinder the progress. 10. UPCOMING EVENTS a. Breakfast with Santa – 12/11 11. STAFF COMMENTS a. Director Solis thanked staff, Jackie Garcia and Armando Morales, for decorating the tree and putting together the events. b. Director Solis stated that Parks Maintenance will be focusing on trimming and cutting grass as needed. 12. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Cason – Absent b.
