CITY OF GALT MINUTES PARKS & RECREATION COMMISSION MEETING 610 CHABOLLA AVE., GALT CA 95632 AUGUST 11, 2021 AT 6:00 P.M. Chairperson: Ernie Cason Commission: Carrie Graham, John McNamara, Chris Smith CORONAVIRUS DISEASE (COVID-19) ADVISORY To protect our constituents, City officials and City staff, the City requests all members of the public to follow the California Department of Health Services’ guidance and the County of Sacramento Public Health Officer Order for the Control of COVID-19 restricting group events and gatherings and maintaining social distancing. Additional information regarding COVID-19 is available on the City’s website at www.ci.galt.ca.us. Consistent with Executive Order N-29-20, the meeting will be held via teleconference/ electronically and the Parks & Recreation Commission will participate via teleconference/ electronically. In-person participation by the public will not be permitted and no physical location from which the public may observe the meeting will be available. Remote public participation is available in the following ways: 1) Email public comments to galtpandr@cityofgalt.org. The Commission Secretary will read the comments out loud during public comment, subject to the customary 5-minute time limitation. If your comment concerns a specific agenda item, please note the item in the subject line of your email. CALL MEETING TO ORDER at 6:04 p.m. 2. ROLL CALL: a. Commissioners Present: Smith b. Commissioners Absent: Cason, Graham, McNamara 3. CHANGES TO THE ORDER OF AGENDA 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the commission on non-agenda items. Speakers may also address the commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction of the commission and limit comments to a maximum of five (5) minutes. Due to the statewide emergency and social distancing guidelines, public comments may be submitted via email to galtpandr@cityofgalt.org and will be read out loud, subject to the customary 5-minute time limitation. Minutes of the meeting of July 14, 2021 • Commissioner Cason made a motion to accept the minutes of the July 14, 2021 Parks & Recreation Commission meeting. • Commissioner Graham made a second to the motion to accept the minutes of the July 14, 2021 Parks & Recreation Commission meeting. • All present in favor, minutes accepted. 6. PRESENTATIONS a. Landscape Maintenance Service Levels • Director Solis gave a presentation detailing pre-budget, 2019 budget cut and current service levels. 7. NEW BUSINESS a. Market Master Plan Update 8. OLD BUSINESS a. Walker Park Master Plan Update • Next is Phase 2 – Grade and gravel parking lot, grade 3 baseball fields, pave road that comes out on Sargent, add restrooms, and start underground utilities. • Going out to bid restrooms on 8/19, will award on 9/7 to start construction. b. Covid-19 Update • Indoor mask mandate issued by Sacramento County. • SOAR Program will follow school guidelines. • Continue to do testing, Thursday’s 7:00 a.m. to 12:00 p.m. 9. Director Solis thanked all staff who worked extremely hard in this Covid environment and continue to work. b. Director Solis commented that he saw a Facebook post that had no truth to it at all and encouraged Commissioners to get contact him as he would be happy to give them the truth of what is going on. 12. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Cason – Nothing b. Commissioner Graham – None c. Commissioner McNamara – Heard a comment that County Line Soccer not being allowed to use city facilities. Director Solis responded meeting is scheduled with them next week to go over the proper way to request fields. We are juggling Galt Youth Baseball, County Line Soccer, Galt FC Soccer, Liberty Ranch Jr. Hawks, 5 independent baseball teams, 2 High Schools, Galt Patriots, and American Made Baseball field use for hundreds of kids and if it’s available we approve it. d. Commissioner Smith – Absent e. Commissioner (Vacant) 13.
