CITY OF GALT MINUTES PARKS & RECREATION COMMISSION MEETING 610 CHABOLLA AVE., GALT CA 95632 JULY 14, 2021 AT 6:00 P.M. Chairperson: Ernie Cason Commission: Carrie Graham, John McNamara, Chris Smith CORONAVIRUS DISEASE (COVID-19) ADVISORY To protect our constituents, City officials and City staff, the City requests all members of the public to follow the California Department of Health Services’ guidance and the County of Sacramento Public Health Officer Order for the Control of COVID-19 restricting group events and gatherings and maintaining social distancing. Additional information regarding COVID-19 is available on the City’s website at www.ci.galt.ca.us. Consistent with Executive Order N-29-20, the meeting will be held via teleconference/ electronically and the Parks & Recreation Commission will participate via teleconference/ electronically. In-person participation by the public will not be permitted and no physical location from which the public may observe the meeting will be available. Remote public participation is available in the following ways: 1) Email public comments to galtpandr@cityofgalt.org. The Commission Secretary will read the comments out loud during public comment, subject to the customary 5-minute time limitation. If your comment concerns a specific agenda item, please note the item in the subject line of your email. Item 7a – Resignation of Commissioner Miller 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the commission on non-agenda items. Speakers may also address the commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction of the commission and limit comments to a maximum of five (5) minutes. Commissioner Graham made a motion to accept the minutes of the May 12, 2021 meeting. c. Commissioner McNamara made a second to the motion to accept the minutes of the May 12, 2021 meeting. d. Roll-call vote, all in favor, minutes accept. 6. PRESENTATIONS 7. NEW BUSINESS a. Resignation of Commissioner Miller b. Election Vice-Chair • Commissioner Cason nominated Commissioner Graham to the position of Vice-Chair. • Roll-call vote, all in favor, Commissioner Graham elected to the position of Vice-Chair. c. Covid 19 Update • Mask mandate is gone • First public City Council meeting is 7/20/21 • In person meetings starting 8/11/21 • No vaccine, must wear a mask when indoors and unable to social distance • Vaccinated, no mask required 8. OLD BUSINESS 9. UPCOMING COUNCIL AGENDA ITEMS a. Director Solis updated the commission regarding the Market Master Plan and Weekend Market which is moved to the late September, early October City Council meeting. 10. UPCOMING EVENTS a. Farmers Market – Every Friday Evening 6/4 – 8/27 b. Food in the Hood – Grab-N-Go Food Truck Event Tuesday Nights at Parks & Recreation Department Parking Lot and Wednesday Nights at Galt Community Park 11. STAFF COMMENTS a. Director Solis thanked staff crew who did an amazing job on the Independence Day Celebration, Tonn Run and landscape. b. Free, self-administered rapid or antigen Covid-19 testing at Parks & Recreation Admin tomorrow, 7am to noon, answers within 72 hours. 12. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Cason – Nothing b. Commissioner Graham – Wanted to know if Ed with the Jeep event had contacted Parks & Recreation and Director Solis said that this event will be advertised on the billboard. c. Commissioner Vacant d. Commissioner McNamara – 4th event and fireworks were great, appreciated all of the work staff did, landscapers doing a great job. e. Councilmember Lozano had hand raised at this point in meeting, thanked commissioners for what they do, attended the pop-up play where there was 40-50 attendees, long term discussion for landscape needed. f. Commissioner Smith – Appreciates landscape staff. 13.
