CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the City requests all members of
the public to follow the California Department of Health Services’ guidance and the
County of Sacramento Public Health Officer Order for the Control of COVID-19 restricting
group events and gatherings and maintaining social distancing. Additional information
regarding COVID-19 is available on the City’s website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via teleconference/
electronically and the Parks & Recreation Commission will participate via teleconference/
electronically. In-person participation by the public will not be permitted and no physical
location from which the public may observe the meeting will be available. Remote public
participation is available in the following ways:
1) Email public comments to galtpandr@cityofgalt.org. The Commission Secretary will
read the comments out loud during public comment, subject to the customary 5-minute
time limitation. If your comment concerns a specific agenda item, please note the item
in the subject line of your email. If you have issues submitting a public comment via
email, please contact the Parks & Recreation Department office at (209) 366-7180.
2) Join the electronic meeting at https://us02web.zoom.us/j/82000216772 (Webinar ID:
820 0021 6772). Members of the public participating electronically via this link and
wishing to speak may do so during public comment.

4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the
public may address the commission on non-agenda items. Speakers may also
address the commission on any agenda item during consideration of the
item. Speakers shall restrict their comments to issues that are within the subject
matter jurisdiction of the commission and limit comments to a maximum of five (5)
minutes. Due to the statewide emergency and social distancing guidelines, public
comments may be submitted via email to galtpandr@cityofgalt.org and will be read

5. ACCEPTANCE OF MINUTES
a. Minutes of the meeting of February 10, 2021
i. Commissioner Cason made a motion to accept the minutes of the
February 20, 2021 Parks & Recreation Commission meeting.
ii. Commissioner Miller made a second to the motion to accept the
minutes of the February 20, 2021 Parks & Recreation Commission
meeting.
6. PRESENTATIONS
7. NEW BUSINESS
a. Market Master Plan Update
i. The Market Master Plan Update was given by the Community
Development Director, Craig Hoffman.
ii. No public comments received.
iii. City Manager Lorenzo Hines Jr. provided additional information
about next steps should City Council desire to move forward.
Presented to Sacramento Area Council of Governments (SACOG)
the day after it was presented to City Council on April 6, 2021. City
Manager meeting again with SACOG on May 13, 2021 for ideas.
Next step would be feasibility through financial analysis.
8. OLD BUSINESS
a. Walker Park Master Plan Update
i. Director Solis provided the update:
1. A four stall restroom was ordered and should be
installed within 60 days.
2. The road bid to Sargent Avenue process has started.
3. Commissioner Graham thanked Director Solis.
Director Solis commented that Assemblyman Cooper
got us the grant.
b. Covid-19 Update
9. UPCOMING COUNCIL AGENDA ITEMS
a. Weekend Galt Market
i. Director Solis asked what the Commissioners thoughts were about
a 4 day market.
ii. Commissioner Graham asked about attendance outreach, Director
Solis responded we are doing it now through Facebook with
suggestion request going out.
b. Market Master Plan
i. No meeting date has been set yet.

11. STAFF COMMENTS
a. Parks and Recreation Director Solis announced that the City of Galt
Parade and Fireworks including Fireworks in the Pool were approved.
Cost of $20 controls the number of people in the area and is charged for
recoping the cost to handle the crowds with the county modificiations.
b. The City opened to the public today. City offices are open 8:00 a.m. to
5:30 p.m., Finance Dept. is open from 9:00 a.m. to 5:00 p.m.

PLAN
The Galt Community Market Master plan is a visioning
exercise and an opportunity to generate community
discussion and feedback.
If the City Council directs staff to proceed, City staff will
continue efforts to bring this plan to fruition, including
seeking additional grant funding, where appropriate to
prepare:
• Detailed financial analysis.
• Environmental studies for redevelopment of the
planning area.
• Additional outreach to the community and landowners
within the planning boundaries.
• Market research to determine appropriate housing and
revenue sources.
• Modify the legislation determining allowed uses
• Change the General Plan land use designations.
• Rezone any properties.

HISTORY OF GALT
MARKET AREA
• City of Galt was planned by Central Pacific
Railroad in 1869
• Home of the Sacramento County Fair from
1937-1954. In 1955 the County Fair
Relocated to Sacramento.
• The former grounds were deeded to the City
of Galt (with use restrictions in 1969).
• In 1982, the City (Council action) made the
decision to operate municipal buildings and
the Market on the property on condition that
the rents are utilized of Parks & Recreation
purposes. AB 3773 confirmed this practice.
• Historically the market served as the Largest
funding source for Parks and Recreation
