CITY OF GALT MINUTES PARKS & RECREATION COMMISSION SPECIAL MEETING CITY HALL COMMUNITY CONFERENCE ROOM 380 CIVIC DR., GALT CA 95632 JUNE 26, 2019 AT 6:00 P.M. Chairperson: Chris Smith Commission: Ernie Cason, Carrie Graham, Sharlyn Miller, Janice Williams 1. CALL MEETING TO ORDER at 6:02 p.m. 2. ROLL CALL: a. Commissioners Present: Cason, Miller, Williams, Graham (6:20 p.m.) b. Commissioners Absent: Smith 3. CHANGES TO THE ORDER OF AGENDA 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the commission on non-agenda items. Speakers may also address the commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction of the commission and limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the Community Conference Room and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. 5. ACCEPTANCE OF MINUTES a. Minutes of the Meeting of May 8, 2019. • A motion to accept the Minutes of the May 8, 2019 minutes was made by Commissioner Miller. • A Second to the motion was made by Commissioner Cason. • All in favor, the Minutes of the May 8, 2019 were accepted. 6. PRESENTATIONS 7. OLD BUSINESS 8. NEW BUSINESS a. Workshop - Prop 68 Grant Preferences I. Meadowview Park – Approved suggestions from the park outreach meeting were placed on an aerial picture and reviewed by Director Solis. • Commissioner Cason suggested lighting for the basketball court. GALT PARKS AND RECREATION COMMISSION AGENDA SPECIAL MEETING OF JUNE 26, 2019 Page 2 II. Harvey Park – Approved suggestions from the park outreach meeting were placed on an aerial picture and reviewed by Director Solis. • Commissioner Williams suggested oleander plants as an alternative to perimeter fencing. • Commission Miller suggested the addition of security lights and security cameras. III. Gora Aquatic Center – Approved suggestions from the pool and skate park outreach meeting were placed on an aerial picture and reviewed by Director Solis. IV. Lion’s Oak Park – There was no attendance at the outreach meeting at Lion’s Oak Park. Director Solis prepared an aerial picture and reviewed items that could be placed at this park. • Commissioner Graham suggested a hop scotch or four square game on the concrete sidewalk. • Director Solis suggested a cement corn hole game, security lights that glow down. • Commissioner Cason suggested a water fountain. • Commissioner Miller suggested a handball wall. • Barbara Payne suggested a community garden. • Final Recommendation from the Parks & Recreation Commissioner will be requested at the July 10, 2019 Parks & Recreation Commission meeting. 9. Club Prime Sand Volleyball Tournament July 14, 2019 11. STAFF COMMENTS a. Landscape Maintenance Contract was not extended by Procida Landscape, Inc., (Procida) the current contractor. I. Request for Proposal (RFP) was sent out with Procida not submitting a proposal. The City is taking action currently to cut back services due to budget crisis. 12 level of service options were included in the RFP from the current level of service down to a mow and blow only option. II. Crossroads Facility Services, Inc. (Crossroads) was the low bidder. On June 18, 2019, Council approved awarding the landscape GALT PARKS AND RECREATION COMMISSION AGENDA SPECIAL MEETING OF JUNE 26, 2019 Page 3 maintenance services contract to Crossroads. This contract cuts back the landscape services at an approximate $141,000 savings. Director Solis showed the Commissioners the presentation made to Council showing what the level of service would look like with several picture examples of the difference between a weekly mowing and a monthly mowing as well as trimming annually vs. trimming every six months. b. Director Solis informed the Commissioners that there will be a budget workshop with City Council to discuss possible citywide cuts on Wednesday, July 31, 2019, at 5:00 p.m. in the Council Chambers. 12. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Cason – Nothing. b. Commissioner Graham – None. c. Commissioner Miller – Spelled recommendation wrong and won’t be at the July 10, 2019 meeting. d. Commissioner Smith – Absent. e. Commissioner Williams – No comments. 13.
