CITY OF GALT PUBLIC SAFETY COMMITTEE MEETING MINUTES ANTHONY PESCETTI COMMUNITY ROOM 455 INDUSTRIAL DRIVE, GALT, CALIFORNIA Monday, July 22, 2024, 6:00 PM The meeting was called to order at 6:00 pm by Chair Reed. Committee Members present were: Chair Reed, Vice Chair Schamber, Cates, K. Sandhu, Non-Voting Member Mayor Paul Sandhu Absent: Selby Staff Members present were: Police Chief Kalinowski and Executive Assistant Wendy Masters. We pledged allegiance to the American Flag. PUBLIC COMMENT: None PRESENTATION: None ITEMS FOR DISCUSSION: 1. Approval of Minutes from the March 25, 2024 meeting: The Minutes from the March 25, 2024 meeting were reviewed and approved with a motion by Cates and seconded by K. Sandhu. Approved with a vote of 4-0. 2. Selection of Chair/Vice Chair: Chair Reed agreed to continue as the Chair and Vice Chair Schamber agreed to continue as Vice Chair. Approved with a motion from Vice Chair Schamber and seconded by Cates. Approved with a vote of 4-0. 3. Pop-up food vendor update: T.J. Guidotti from CDD was unable to attend the meeting so Chief Kalinowski provided the update. T.J. Guidotti has been monitoring the pop-ups and is working with the County of Sacramento, Cal-Trans and the CHP in regards to this matter. PUBLIC SAFETY COMMITTEE MINUTES REGULAR MEETING OF JULY 22, 2024 PAGE 2 4. Train delayed emergency response review PD and Fire: Chief Kalinowski responded. Slow moving or stopped trains at city railroad crossings have not created a problem for responding to calls. Fire Chief Bair also responded. He provided statistics. The trains have not created a delay in response times. Vice Chair Schamber provided information as to why the trains stop on the tracks. 5. Supreme Court decision; City of Grants Pass vs. Johnson: Chief Kalinowski addressed this item. This decision has reversed the 2019 Martin vs. Boise case. Chief Kalinowski will go to council to seek amendments to the Galt Municipal Codes. He also stated the overpasses within the city limits will be abated. We are moving forward on this matter. 6. Public Safety Committee Annual Report to Council: Chair Reed will present the Public Safety Committee Annual Report to the City Council on Tuesday, August 20, 2024 at 6:00 pm. Vice Schamber made motion to approve the Annual Report. Cates seconded. Approved with a vote of 4-0. 7. Truck parking on Amador Avenue between stoplight and stop sign: The Big Rig parking is overcrowded in this area. There is a need to provide a designated area for Big Rigs to park overnight. Public Works Director John Griffin will research this request and provide an update at the next meeting. Mayor Sandhu stated there is a proposal in the works for truck parking. 8. Faded stop sign lines on W Stockton Blvd. at Walnut Avenue and on Live Oak at W Stockton Blvd.: Public Works Director John Griffin responded. Cal-Trans is responsible for maintaining W Stockton Blvd. at Walnut Avenue. City of Galt is responsible for maintaining Live Oak at W Stockton Blvd. Chief Kalinowski stated the Galt Connect app is the best way to report issues within the city limits. UPDATES: 1. Chief Kalinowski gave an update on Police calls and productivity. 2. Chief Kalinowski announced National Night Out is scheduled for August 6, 2024. PUBLIC SAFETY COMMITTEE MINUTES REGULAR MEETING OF JULY 22, 2024 PAGE 3 CORRESPONDENCE: None COMMENTS BY COMMITTEE MEMBERS: Chair Reed discussed a concern from a local citizen regarding the dry vegetation in various areas around the city. Chair Reed also discussed the dry vegetation surrounding the Dry Creek Oaks housing development on Boessow Road. Chief Kalinowski will ask T.J. Guidotti to assess this concern. Chief Kalinowski suggested referring the public to the Galt Connect app to report any city related issues. ADJOURNMENT: With no further business, Chair Reed adjourned the meeting at 6:40 pm. Next meeting is scheduled for Monday, September 23, 2024.
