PUBLIC SAFETY COMMITTEE MEETING
MINUTES

Wednesday, July 25, 2016, 6:00 PM
Mayor Crews called the meeting to order at 6:02pm.
The roll call found Crews, Dahlgren, Doak, Lagge, and Shelton present.
Chief Sockman led us as we saluted the American Flag.
The minutes of the last meeting were presented to all members. The motion to approve
made by Lagge, seconded by Shelton, carried by unanimous vote.
ITEMS FOR DISCUSSION:
A Speed Zone changes at West C Street, First Street, F Street and Emerald Oak
Drive were discussed. Public Works Director, Winkler, requested input from the
committee regarding historical knowledge of these areas and speed zones.
Winkler added there seemed to be a lack of documentation in the archives
regarding the speeds in these area being set at their current levels as opposed to
the general 25 in residential areas. The committee discussed the issue, and
Dahlgren moved and Lagge seconded a motion to support Winkler’s
recommendation to adjust these zones. The motion passed unanimously. The
committee asked to be advised when this item is on Council’s agenda.
ROUND TABLE:
Dave Dahlgren inquired as to the responsibility of trimming trees that
encroach over the walk ways, specifically in the area of Lincoln and D. Steve
Winkler will investigate. Randy Shelton added that this is an issue in some areas of
the Creekside development as well. Mayor Crews said he was familiar with the
areas along Lincoln that are affected.
Randy Shelton thanked Chief Sockman and his department for their efforts
and participation during the Independence Day events. He asked if there were
any illegal fireworks confiscated. Chief Sockman said he would get the actual stats
for the committee:
Extra staff; officers, CAPS Volunteers and Explorers, were on hand to work the Independence
Day celebrations. The Tonn Memorial 5K and the parade went well with no accidents or
injuries reported. Grant supported staff provided extra coverage on Sunday and Monday,
reporting the following stats related to fireworks:
Total calls responded to for illegal fireworks 86
Total call of illegal fireworks 134
Cites issued for illegal fireworks 6
Misc. Cites from task force not fireworks 3
Lyle Lagge asked about what appears to be an exposed street light electrical box in the
sidewalk in front of the VFW Hall on C Street. Steve Winkler said he would check it out.
Lyle Lagge advised that many citizens use the VFW Hall and recently there was a fall
apparently from the poor condition of the sidewalk. The victim spent several hours in the
hospital as a result. Steve Winkler said there are plans to repair, widen/replace some of
these things as we have been awarded grant money.
Discussion followed over who is responsible for sidewalk type maintenance and repairs.
Crews said he believes the property owner adjunct to the sidewalk is responsible. Winkler
agreed and added that when possible, if there is other work/repairs for the area, often the
work that would be the property owner’s responsibility can be incorporated into the
bigger scope, thus saving the property owner the expense.
Ralph Doak brought up a situation one of his neighbors was experiencing, noting the
neighbor had been approached by a phone/cable vendor regarding tearing up his
driveway to run or replace a cable. Discussion followed, with the consensus being the
homeowner could refuse, and wouldn’t be fiscally responsible but that this should be
handled between the property owner and the vendor.
The group was reminded about and encouraged to attend the National Night Out event
Tuesday, August 2nd at Meadowview Park, the Library and the Community Park.
Our next meeting will be at 6:00 PM Monday, September 26, 2016.
