CITY OF GALT PUBLIC SAFETY COMMITTEE MEETING MINUTES ANTHONY PESCETTI COMMUNITY ROOM 455 INDUSTRIAL DRIVE, GALT, CALIFORNIA Monday, November 27, 2017, 6:00 PM The meeting was called to order at approximately 6:00pm. ITEMS FOR DISCUSSION: 1. The minutes of the last meeting were presented to all members. The minutes were approved and carried. 2. Introduction of new members Farmer and Lampson. 3. Review by laws, copy provided. 4. TRAFFIC- Farmer has business on C and 4th. Heading West towards Spaans, it bottlenecks near spans and only one 20mph sign posted. People are going over 40 as people try to pull out of angle parking. 5. TRAFFIC-Galt PD has been posting officers at 4 way. 4th from Quick stop has people going speeds up to 50. No speed limit sign posted. Solutions to consider? Post limit signs. Speed humps can’t happen because of fire and police cars that need to get through. Crews suggested Bot-Dots. Sockman said they need more people to call in. First step consider posting more signs. Kalinowski said Winkler’s group will go down and meet with downtown merchants and begin the process. 6. PEDESTRIAN AREA AT MARENGO AND HIGH SCHOOL-addressed as city already cut bushes due to Youth commission letter. 7. EMERGENCY RESPONSE WEST OF TRACKS-Hand out from Farmer, concerned that 40% of population is not served on that side of tracks. Derailment blocked many streets and emergency response can be cut off. Fire chief will bring info on how many calls that area gets and what the impacts of the trains are during those calls. Previous study showed not much according to fire chief. 8. TRIAN DERAILMENT-Shelton wants to know if we were notified of cause. Shelton is the reimbursement in process yet? PD used volunteers. Sockman; City did make a claim. Rail reached out to them. Lampson complimented communication of Public Work in notifying schools and public in timely manner. 9. HOMELESS: Shelton had concerns over homelessness. Sockman, San Joaquin county cleaned their side and pushed them all over to the Galt side. Officers, code enforcement were out working with property owner to clean up camps. Hired crew every two weeks to clean up. Sockman and City manager walked entire site and only saw 3 on that day. When you move, you displace and move them to another area. Prop 47 changed the culture. NO more jail time to sober up and consider help. 10. OBSTRUCTIONS-Shelton Stop sign obstructions. Winkler wants specific  locations. Shelton. 5th and D, 5th and E. Pringle. 11. DOOR TO DOOR-Aggressive door to door marketers from out of town. Chief says problem is most complaining is happening on Social media. Without police contact they aren’t aware and can’t stop and question person. Police need people to call. 12. Flashing crosswalk by Velvet Grill? 13. HOLIDAY SEASON-Crews reminded that it’s holiday season, packages are being delivered to door steps. Avoid it if possible. Deliver to another location if possible. Our next meeting will be at 6:00 PM Monday, January 22, 2018. Meeting was adjourned at 7:10pm.
