CITY OF GALT PUBLIC SAFETY COMMITTEE MEETING MINUTES ANTHONY PESCETTI COMMUNITY ROOM 455 INDUSTRIAL DRIVE, GALT, CALIFORNIA Monday, July 24, 2023, 6:00 PM The meeting was called to order at approximately 6:00 pm by Committee Member Reed. Committee Members present were: Chair Reed, Cates, K. Sandhu, Schamber and (non- voting member) Vice Mayor Sandhu. Absent: None Staff Members present were: Police Chief Kalinowski and Executive Assistant Wendy Masters. We pledged allegiance to the American Flag. PUBLIC COMMENT: No Public Comment PRESENTATION: No Presentation ITEMS FOR DISCUSSION: 1. The minutes from the May 22, 2023 meeting were reviewed and approved with a motion by motion from Cates and seconded by Schamber with a vote 4-0. 2. Elect Vice Chair: Motion by Schamber to become Vice Chair, seconded by Cates, approved with a vote of 4-0. 3. 2022/2023 Public Safety Committee Annual Report: Chief Kalinowski reviewed, motion made by Chair Reed and seconded by Vice Chair Schamber, approved with a vote 4-0. 4. City of Galt – Plans to increase public safety with the new housing around Liberty Ranch (Fire & PD): a. Chief Kalinowski discussed the amount of homes scheduled to be built, a tentative completion timeline, multiple home builders will participate in the development. The city’s current population is approximately 25,557 and the Galt Police Department can currently cover approximately 30,000 residents. 100 homes = 300 new residents. b. Deputy Fire Chief Dan Quiggle discussed the new housing development and said his department is paying close attention to it. 5. Fire Engine Paramedic supplying Versed (Fire): Assistant Fire Chief - EMS, Robert Kasparian discussed this topic. Chair Reed is concerned about the City of Galt not having narcotics on their fire engines, in case someone has a seizure when an ambulance is not available. Deputy Fire Chief Quiggle and Assistant Fire Chief Kasparian will discuss this subject with other members of their staff and report back to the committee. 6. Internships for students: Committee Member K. Sandhu inquired about the Galt Police Department starting an internship program for high school students. It was mentioned, the District Attorney’s office previously provided a course for high school students through the Elk Grove Police Department. Chief Kalinowski will reach out to the D.A.’s office to get information and will provide feedback. UPDATES: Mike Selling discussed: - Liberty Ranch School – Loading Zone, No Parking Zone, school starts August 9th. Deputy Fire Chief, Dan Quiggle discussed: - Staffing shifts. - Troy Behr, returned to position on July 1st. - Chief Clark announced retirement. - Applied for grant for new growth positions. - Telehealth now available thru (2) Galt Fire Stations and (2) Elk Grove Fire Stations. CORRESPONDENCE: No correspondence. COMMENTS BY COMMITTEE MEMBERS: Vice Mayor Sandhu asked Chief Kalinowski for an update on the recent burglaries. Chief Kalinowski gave an update. Next meeting is scheduled for September 25, 2023. With no further business, Chair Reed adjourned the meeting at 6:50 pm.
