NOTE. NOTE. Please turn off all cell phones during the council meeting. _____________________________________________________________________________________ A. CALL MEETING TO ORDER: Roll Call: Singleton, Payne, Campion, Crews, Powers B. PUBLIC COMMENT: - Under Government Code Section 54954.3, members of the public may address the council on any agenda item before or during consideration of the item. Speakers shall restrict their comments to a maximum of three minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the city clerk. C. DEPARTMENTAL: 1. SUBJECT: Committee Funding. STAFF REPORT: Aguire RECOMMENDED ACTION: Provide direction to staff regarding the amount of funding for three requesting City Committees for Fiscal Year 2014-2015 budget. 2. SUBJECT: Cost Allocation Plan Methodology. STAFF REPORT: Kiriu GALT CITY COUNCIL AGENDA SPECIAL MEETING OF JUNE 10, 2014 PAGE 2 RECOMMENDED ACTION: Adopt a resolution revising the Indirect Code Allocation Methodology to use the three-year actual cost average and include Police Services as a central service department. 3. SUBJECT: Community Emergency Response Team Funding Request. STAFF REPORT: Behrmann RECOMMENDED ACTION: Approve the funding request in the amount of $5,000 from the Cosumnes Community Services District for the Community Emergency Response Team and direct staff to include the amount in the Fiscal Year 2014-2015 budget. 4. SUBJECT: User Fee Study. STAFF REPORT: Kiriu RECOMMENDED ACTION: Adopt a resolution approving the user and regulatory fees for public services. 5. SUBJECT: 2014-2016 Bi-Annual Budget. STAFF REPORT: Behrmann RECOMMENDED ACTION: 1) Receive the 2014-2016 recommended bi-annual budget, solicit public input and ask questions; and 2) Provide direction to staff on any proposed changes or modifications to the recommended budget. 6. SUBJECT: 2014-2019 Capital Improvement Program. STAFF REPORT: Behrmann RECOMMENDED ACTION: Receive the Five Year Capital Improvement Program (CIP) for Fiscal Years 2014-2019 and provide direction to staff regarding the proposed projects and funding. D. ADJOURN TO CLOSED SESSION: 1. PUBLIC EMPLOYEE DISCIPLINE/DISMISSAL/RELEASE pursuant to Government Code section 54957. E. RECONVENE TO OPEN SESSION F.
