MINUTES
SPECIAL CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, May 26, 2020
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 5:04 pm. Council Members present: Lozano, Farmer, Campion,
Lampson and Sandhu.
Staff members present: Interim City Manager Haglund, City Clerk Hubert, Interim City Attorney Hood,
Community Development Director Erias, Finance Director Tyson, Human Resources Director Van Steyn
Parks and Recreation Director Solis, Police Chief Sockman and Public Works Director Selling.
OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk
read the replay statement.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action could be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
DEPARTMENTAL:
1. SUBJECT: Budget Workshop for the City of Galt Proposed Operating Budget for Fiscal Year
2020-21 and Fiscal Year 2021-22; Proposed Capital Improvement Plan for Fiscal Years 2020-21
through 2024-25; and Master Fee Schedule for Fiscal Year 2020-21.
RECOMMENDED ACTION: Information Only.
Tyson gave the presentation.
ADJOURNMENT
There being no further business to come before City Council, the Mayor adjourned the meeting at 7:21 pm.

CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the City requests all members of the public
to follow the California Department of Health Services’ guidance and the County of Sacramento
Public Health Officer Order for the Control of COVID-19 restricting group events and gatherings
and maintaining social distancing. Additional information regarding COVID-19 is available on the
City’s website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via
teleconference/electronically and the City Council will participate via
teleconference/electronically. In-person participation by the public will not be permitted and no
physical location from which the public may observe the meeting will be available. Remote
public participation is available in the following ways:
1) Cable T.V. Broadcast on Metro Cable 14.
2) Livestream online at http://www.ci.galt.ca.us/i-want-to/watch-tonight-s-council-meeting-live.
3) Email public comments to pubcom@cityofgalt.org. The City Clerk will read the comments out
loud during public comment, subject to the customary 5-minute time limitation. If your
comment concerns a specific agenda item, please note the item in the subject line of your
email. If you have issues submitting a public comment via email, please contact the City
Clerk’s Office at 209.366.7130.

B. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may
