SPECIAL CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Thursday, June 2, 2022
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State
and County Shelter at Home Orders, and as allowed by the Governor’s Assembly Bill (AB) 361, which
allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff
attended in-person in the Council Chambers and the meeting was broadcast on Metro Cable and
livestreamed on the City’s website.
The Mayor called the meeting to order at 4:00 pm. Council Members present: Sandhu, Papineau, Vandenburg,
Lozano, and Farmer.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Finance
Director Boring, and Human Resources Director Van Steyn.
PUBLIC COMMENTS - CLOSED SESSION: None.

RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 5:35 pm at which time
the City Attorney announced there was no reportable action.
The meeting was called to order at 5:35 pm by the Mayor. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano, Farmer.
Staff Members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community
Development Director Hoffman, Economic Development Manager Mendes, Finance Director Boring, Human
Resources Director Van Steyn, Parks and Recreation Director Solis, and Police Chief Kalinowski. Absent: Public
Works Director Selling.
OPENING CEREMONIES – Silent prayer was observed and the flag salute was recited.

DEPARTMENTAL:
CITY MANAGER’S OFFICE:
1. SUBJECT: Proposed FY 2022-23 and 2023-24 Budget Study Session.
RECOMMENDED ACTION: Review and provide feedback and direction on the proposed 2022-24
budget.
Hines introduced Matt Boring, Finance Director, who gave the presentation and answered City Council
questions.
Harry Wensel, expressed his thoughts regarding the budget.
2. SUBJECT: May 19, 2020 Urgency Ordinance Regarding Transient Occupancy Tax.
RECOMMENDED ACTION: Review and provide feedback and direction regarding the disposition
of the May 19, 2020 Urgency Ordinance regarding Transient Occupancy Tax.
Sandhu recused himself due to his ownership in a hotel within the City that may be affected by the
potential decision on this item.
Hines introduced Amie Mendes, Economic Development Manager, who gave the report and answered
City Council questions.
There being no further business to come before City Council, the Mayor adjourned the meeting at 7:44 pm.
