C. DEPARTMENTAL: CITY MANAGER’S OFFICE: 1. SUBJECT: Consider Resolutions Calling for the Placement of a General Transactions and Use (“Sales”) Tax and Accompanying Ordinance at either the ½ or 1 cent rate, Providing for the Primary/Rebuttal Arguments and Rules in Connection Therewith, Requesting the County Of Sacramento Consolidate Such an Election; and Adopting a Corresponding Spending Policy. AGENDA REPORT: Hines RECOMMENDED ACTION: Receive information from staff and comments from the public, and then consider adopting, by at least a four-fifths vote of the City Council, the following three resolutions: (1) calling for the placement of a general tax measure on the ballot for the November 8, 2022 general municipal election for the submission to the qualified voters of an ordinance to enact a transactions and use tax (sales tax) at either the ½ cent or 1 cent rate (as to be decided by the Council); (2) providing for the filing of primary and summary arguments and setting rules for the filing of written arguments regarding a city measure to be submitted at the November 8, 2022 general municipal election; and (3) requesting the Board of Supervisors of the County of Sacramento to consolidate a general municipal election to be held on November 8, 2022 with the statewide general election to be held on that date pursuant to Section 10403 of the Election Code; and consider adopting, by a three-fifths vote of the City Council, a resolution adopting spending policy regarding the use of revenue generated by the general tax measure.
