SPECIAL CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Thursday, August 4, 2022
This meeting of the Galt City Council was conducted in person and by teleconference. City Council
Members and City staff attended in person in the Anthony Pescetti Community Room.
The Mayor called the meeting to order at 6:00 pm. Council Members present: Sandhu, Vandenburg, Lozano, and
Farmer. Absent: Papineau.
Papineau entered the meeting at 6:01 pm.
Staff Members present: City Manager Hines, City Clerk Hubert, and Interim City Attorney Splendorio.
OPENING CEREMONIES – The flag salute was recited.
PUBLIC COMMENT: The City Clerk stated that Pursuant to Government Code section 54954.3, public
comments at a special meeting may only relate to any matter described on the special meeting agenda at the time
the matter was discussed. General public comment for items not listed on the agenda was prohibited. She said
those who submitted written public comments by 4:00 pm on the day of the meeting would be distributed to City
Council, made part of the official minutes and posted on the City’s website but would not be read aloud. Live
comments would be subject to the customary five-minute time limit.
DEPARTMENTAL:
CITY MANAGER’S OFFICE:
1. SUBJECT: Consider Resolutions Calling for the Placement of a General Transactions and Use (“Sales”)
Tax and Accompanying Ordinance at either the ½ or 1 cent rate, Providing for the Primary/Rebuttal
Arguments and Rules in Connection Therewith, Requesting the County Of Sacramento Consolidate Such
an Election; and Adopting a Corresponding Spending Policy.
RECOMMENDED ACTION: Receive information from staff and comments from the public, and then
consider adopting, by at least a four-fifths vote of the City Council, the following three resolutions: (1)
calling for the placement of a general tax measure on the ballot for the November 8, 2022 general
municipal election for the submission to the qualified voters of an ordinance to enact a transactions and
use tax (sales tax) at either the ½ cent or 1 cent rate (as to be decided by the Council); (2) providing for
the filing of primary and summary arguments and setting rules for the filing of written arguments
regarding a city measure to be submitted at the November 8, 2022 general municipal election; and (3)
requesting the Board of Supervisors of the County of Sacramento to consolidate a general municipal
election to be held on November 8, 2022 with the statewide general election to be held on that date
pursuant to Section 10403 of the Election Code; and consider adopting, by a three-fifths vote of the City
Council, a resolution adopting spending policy regarding the use of revenue generated by the general tax
measure.

ACTION: Upon a motion by Farmer, seconded by Papineau, 1) Adopting Resolution No. 2022-57, Calling for
the Placement of a General Tax Measure on the Ballot for the November 8, 2022 General Municipal Election for
the Submission to the Qualified Voters of an Ordinance to Enact a General Transactions and Use Tax (Sales Tax)
at the Rate of One Cent (1¢); 2) Adopting Resolution No. 2022-58, Providing for the Filing of Primary and
Rebuttal Arguments and Setting Rules for the Filing of Written Arguments Regarding a City Measure to be
Submitted at the November 8, 2022 General Municipal Election and 3) Adopting Resolution No. 2022-59
Requesting the Board of Supervisors of the County of Sacramento to Consolidate a General Municipal Election
to be held on November 8, 2022 with the Statewide General Election to be held on that Date Pursuant to §10403
of the Elections Code.
City Council directed staff to bring back the spending policy resolution noting this City Council’s intent to allocate
revenue received by the tax measure be used for Parks and Recreation and landscaping, specifying all city parks
and main corridors whose upkeep and maintenance would be supported by this measure.
Since the meeting was not recorded due to unforeseen technical difficulties, two council members prepared written
comments. Documentation provided at the city council meeting was posted on the City’s website per City
practice.
There being no further business to come before City Council, the Vice Mayor adjourned the meeting at 8:41 pm.
