CITY OF GALT GALT CITY COUNCIL YOUTH COMMISSION Special Meeting Minutes, January 9th, 2017 Meeting held in City Council Chambers A. CALL MEETING TO ORDER: Juliet Rodriguez, Youth Chair, called the meeting to order at 6:00 pm B. ROLL CALL: Adult Mentors Present: Cross, Flores, Gordon, L. Klotz Members Absent: None Youth Members Present: Cuevas, Gamez, Hassey, O. Klotz, Miller, Muller, Rodriguez, Sessions, Yebra Members Absent: Munoz C. PUBLIC COMMENT: None D. ICEBREAKER: Chair Juliet Rodriguez lead the icebreaker. She had each adult and youth member wrap a string, each of varying lengths, around their finger while sharing facts about themselves until they ran out of string. She then had everyone share a fact given by another commissioner. E. PRESENTATIONS: Eugene Palazzo, City Manager, City Council Updates City Manager Eugene Palazzo provided the commission with an update. He thanked our group for supporting the city’s efforts to bring the San Joaquin Delta College North Campus to the Liberty Road site. He shared that Dr. Hart, the President of San Joaquin Delta College, recommended that they put any new campus site on hold and redirect available funds to other existing campuses. The SJDC Board of Trustees will decide at their next meeting, most likely following Dr. Hart’s recommendation. However, SJDC is considering utilizing the Estrellita campus for college classes. Since the passage of Prop 64 (regarding marijuana cultivation) allows local jurisdictions to regulate cultivation, restrict use, such as on city property (streets, parks, etc.) and commercial growth, the city is contemplating a change in its current ordinance. He would be interested in hearing what thoughts the youth had on commercial growth, etc. Amie Mendes, Economic Development Manager, City of Galt Amie Mendes shared she was recently hired as the Economic Development Manager. She explained that economic development is the investment in the growing economy, enhancing quality of life, growing in the future, and creating jobs. Part of her job entails checking in with local businesses and focusing on attracting retail development in Galt, which she does by attending trade shows. She explained what criteria attracts retailers like BJ’s and Trader Joe’s, such as population size, income levels, etc. She then explained the importance of teenage consumers, their spending power and how businesses recognize this. She asked the commission to help her create a survey to get feedback on what teens want in Galt. Youth Commissioners O. Klotz, H. Hassey, K. Miller, M. Muller and J. Cuevas volunteered to work on a subcommittee, along with Adult Mentor Gordon, to conduct a survey. F. REGULAR BUSINESS: 1.Recognition of Barbara Payne All adult and youth members thanked Barbara for her many years of service and dedication and then presented her with a sign for the Barbara Payne Community Garden and a cake to be shared. 2.December Team Building Excursion Reflection Adult Mentor Gordon asked everyone to share something about the activity at Enchambered: Sacramento Escape Room. In conclusion, the team building exercise was enjoyable for all, it created a central bond, allowed independent thinking yet incorporated all thoughts to work better as a team and reach a solution and it showcased different leadership skills and individual personalities. 3.Winter Bird Festival Participation Commissioner Kirsten Miller shared that the budget for this event will not exceed $300. The supplies needed for this event will include jugs of water, muffins, donuts, creamers, coffee, ice and individual waters to sell. The event will take place the January 21, 2017 at McCaffrey Middle School. Volunteers would be needed the 20th from 4pm to 6pm to display art and on the 21st from 8am to 12pm to work the coffee and donut concession table. A motion was made to approve the budget and move forward with this event. Moved: O.Klotz Second: M. Muller Ayes: 9 Nays: 0 Abstain: 0 4.Art Exhibit Update Chair Juliet Rodriguez provided an update on the art exhibit. She informed the commission that applications and fliers for the event will be printed soon and the subcommittee is working on receiving the Gaby Grant as well as funding from Supervisor Don Nottoli. She asked commissioners to speak to their clubs and organizations they are involved in to participate in the event. The event will focus primarily on a presentation of unsung heroes within our community of youth. Nominations for youth 7th-12th grade are being sought for the presentation. 5. Crafting with Santa The Crafting with Santa update will be shared at the next meeting. 6.Publicity Update Jesus Cuevas hopes to have the website completed by the February meeting. He is submitting what bio pages he has received to the city clerk soon. Instagram followers increased from 101 to 115. 7.Lessons of Leadership Adult Mentor Klotz presented this month’s lesson. She shared from the book “Made to Stick” by Chip and Dan Heath. The lessons were as follows: 1. Simple- organize ideas in a simple way 2. Unexpected-small things make memories 3. Concrete - clarifying message to the person 4. Credible- make ideas credible, have facts straight 5. Emotional-make people care about an idea 6. Story-ideas need to be a part of a bigger story 8.John Moran Scholarship/Eggstravaganza As per Adult Mentor Flores, the Eggstravaganza will be held on April 8, 2017 at Veteran’s Field during which the commission will hold the pancake breakfast fundraiser benefitting our scholarship fund. The Chabolla Center has been reserved for our use. Mentor Flores requested commissioners volunteer to present to both the Galt Lions Club and the Galt Sunrise Rotary to ask for their assistance in the form of cooking the breakfast and donating funds for the purchase of sausage, respectively. Commissioner Cuevas offered to make the presentations along with anyone else interested. Commissioners M. Muller and K. Miller volunteered to serve on the pancake breakfast subcommittee. 9.Approval of the minutes for the meeting of December 5, 2016 A motion was made to approve the minutes to include an amendment correcting H. Hassey’s Galt Herald Editorial report as saying “she would write future editorials” on the Winter Ball formal dance and on school spirit. Moved: M.Muller Second: K.Miller Ayes: 9 Nays: 0 Abstain: 0 10.Treasurer’s Report Alex Gamez shared the Treasurer’s Report. There is currently $1031.82 available in the General Fund and $3094.60 in Encumbered Funds for a total of $4126.42. 11. Galt Herald Newspaper Commissioner Alex Gomez shared the Galt Herald article affecting youth. An 18-year- old was driving under the influence and crashed his vehicle resulting in the death of his 19-year-old passenger. This reminds us to be responsible as all decisions have consequences whether good or bad. 12.Future Agenda Items Future agenda items discussed were Crafting with Santa, the College & Career Fair, the economic development survey and GYC recruitment. 13. Around the Horn/ Give Your Gratitude The commissioners thanked Barbara once again and the adult members for all their time and dedication to the GYC. Mentor Gordon introduced Paige Lampson as our new city council liaison. AJOURNMENT: Youth Chair J. Rodriguez adjourned the meeting at 8:05 P.M.
