CITY OF GALT GALT YOUTH COMMISSION MEETING MINUTES CITY COUNCIL MEETING ROOM, 380 CIVIC DRIVE GALT, CALIFORNIA MONDAY, September 13, 2021, 6:00PM Mission Statement - Encourage the youth to participate in activities that are purposeful in building better citizens. - Stimulate community service in Galt - Encourage family participation in building civic unity. - Strive to emphasize the diversity in our culture by encouraging interaction within the community. - Collaborate with organizations devoted to the growth of youth - Recognize that it takes all members of the community to sustain change for the betterment of our youth and families. CALL MEETING TO ORDER/FLAG SALUTE Adult Mentor Lampson called the meeting to order at 6:03 ROLL CALL: Youth Commissioners present: Akers, Caron, Cuevas Murillo, Cullers, Enriquez, , Ramirez, Sosa. Absent: Gold Mentor Present: Lampson Absent: Harris, Hill J, Hill M, Klotz, Mayor Farmer C. PUBLIC COMMENT - None D. PRESENTATIONS: None E. REGULAR BUSINESS: 1. Icebreaker Information Item Mentor Hill J. was not present, so none was done. 2. Approval of minutes for the meeting of August 2, 2021 ________________Action Item Motion Passed 8-0 3. City Clerk Introduction Information Item Galt City Clerk, Tina Hubert, shared the roles and responsibilities of the clerk’s office to the commission. Some of the things Hubert highlighted and explained to the commission was that the Agenda has to be posted 72 hours in advance. We are a Brown act run commission. Council follows Rosenburg rules of order and commission should also. Accounting or reimbursement, minutes have to state specifically what is decided. Minutes must specify and be accurate for reimbursement. Minutes need to be approved before a reimbursement happens and that takes at least a month. 4. Budget Report Information Item City Clerk, Tina Hubert will meet with former and newly elected treasure to sync up the books. 5. Commissioner Position Elections Information Item Officers were elected by confidential text vote to Mentor Lampson for the 2021-22 school year term. Alexa Murillo Cuevas – Chair Genevieve Akers – Vice Chair Ysabella Sosa – Secretary Star Enriquez – Treasurer Damaris Ramirez – Public Relations Joshua Cullers – Sgt. of Arms Lauren Caron – Fund Raising 6. City Council Update Information Item Mayor Farmer was not present so no update was given. 7. New shirt update Action Item Sub Committee met with Mayor Farmer and are working on quotes and examples. 9. Council Liaison ___________________ Action Item Discussed the possibility of adding a council liaison to commissioner’s responsibilities. Item tabled till next meeting. 10. Future Projects ______________________________________Discussion Item Ideas: Work Project Invite the youth of Galt to hang out and do activities. Partner with teen center. Continue street clean Random acts Thank a mail delivery person Float-lighting of the night. Take on a big project or many individual projects 11. CORONAVIRUS DISEASE (COVID-19) ADVISORY To protect our constituents, City officials and City staff, the City requests all members of the public to follow the California Department of Health Services’ guidance and the County of Sacramento Public Health Officer Order for the Control of COVID-19 restricting group events and gatherings and maintaining social distancing. Additional information regarding COVID-19 is available on the City’s website at www.ci.galt.ca.us. Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically and the City Council will participate via teleconference/electronically. In-person participation by the public will not be permitted and no physical location from which the public may observe the meeting will be available. City Clerk Introduction Information Item Galt City Clerk, Tina Hubert, will share the roles and responsibilities of the clerk’s office to the commission. 4. Budget Report Information Item City Clerk, Tina Hubert will present the budget/balance overview and what the usual expenses of the GYC include. 5. Commissioner Position Elections Information Item 6.
