MINUTES OF THE ARTS & HISTORICAL PRESERVATION ADVISORY
BOARD FOR THE MEETING HELD ON AUGUST 5, 2020
1. Call meeting to order and the establishment of a quorum
Meeting called to order at 4 p.m.
2. Roll Call
Present: Mary Branum, Ellen Morrison, Christine Hopkins, Jan Inlow-Collier
Surinder Aulakh, and Sam Malchar arrived at 4;05 p.m.
Absent: Theresa Elliott
Council Member Daivid Collins
Staff: City Secretary Janelle Williams, Asst. City Secretary Nellie De La
Fuente, Finance Supervisor Debbie Jordan and City Attorney Don Glywasky
3. Approval of minutes for July 16, 2020 meeting
Ellen Morrison made a motion to approve the minutes
Christina Hopkins second the motion
Jan Inlow-Collier abstained
Motion carried
4. Introduce new board member - Jan Inlow-Collier
Chair Branum introduced the new board member to the board.
5. Public Comment
Each person is limited to 3 minutes

6. Discuss Protocols for attendance
Chair Branum discussed the protocols for the attendance of the board. Chair
Branum asked for clarification of this board’s attendance by asking the City
Attorney Don Glywasky and he stated that a board member must attend 75%
of the posted meetings. Board member Ellen Morrison stated to call Chair
Branum or the Asst. City Secretary Nellie that you will not be attending the
scheduled meeting. City Secretary Janelle Williams stated to the board that in
the current City Ordinance it did not say you would be excused from 75% rule
if you did call in.
7. Receive YTD information from the Park Board
Finance Supervisor Debbie Jordan did provide some information on this item.
She stated that $714,176.47 is the amount that was collected through the first
half of June 2020 and at the current time we have not collected the second half
yet.
8. Discuss and consider roll over of 2019/2020 unused distributed funds
into 2020/2021 City Calendar year
Chair Branum stated that the current City Ordinance does state
that any unused funds by December 31st have to be returned.
Council Member Collins asked the board to make a recommendation to
the Council to suspend that aspect of the Ordinance for this calendar
year. City Attorney Don Glywasky gave confirmation this was fine with
him for the board to make a recommendation to the Council.
The board asked Council Member Collins to take the recommendation to
the Council to suspend 2019/2020 unused distributed funds for this
calendar year.
9. Discuss and consider bringing back the financial management part from
the Park Board to the City of Galveston.
Council Member David Collins stated that he would be working with
Stewart at the Park Board about changing the process. He stated that once
they have the Park Board’s Budget and City Budget in hand they can then
start talking about changing the process about bringing it back to the City
of Galveston.
10. Discuss and consider the use of Reserve Funds for Arts recipients
Chair Branum just mentioned/reminded the board that this item would always
be on all future agendas.
11. Schedule meetings
The board decided to schedule the next meeting for October 28, 2020 at 4 p.m.
12. Adjourn
