MINUTES OF THE CITY COUNCIL OF THE CITY OF GALVESTON SPECIAL MEETING - MAY 15, 2024 5/15/2024 - Minutes 1. DECLARATION OF A QUORUM AND CALL MEETING TO ORDER With a quorum present, the meeting was called to order at 1:30 p.m. 2. ROLL CALL Present: Mayor Craig Brown, Mayor Pro Tem David Collins, Council Member Sharon Lewis, Council Member David Finklea, Council Member John Listowski, and Council Member Marie Robb. Absent: Council Member Mike Bouvier. 3. INVOCATION The Invocation was given by Rabbi Peter Kessler of Congregation B'nai Israel. 4. PLEDGE OF ALLEGIANCE Mayor Brown led the Pledge of Allegiance to the American Flag and Texas Flag. 5. PUBLIC COMMENT ON AGENDA ITEMS Trey Click - congratulated all and thanked MPT Collins for his service; Jack Dickerson - Police Department support; Christine Bryant - thanked CM Listowski for his work on Jones Park; Dennis Miller - Council is doing a good job but can do better; Rosalind Jackson - congratulated CM Lewis; Mrs. Johnson - expressed support for Mayor Brown and CM Lewis; and Bill Clement - thanked MPT Collins, CM Listowski, and CM Bouvier for their service. 6. ACTION ITEMS 6.A. Consider For Approval An Ordinance Of The City Council Of The City Of Galveston, Texas, Canvassing The Returns Of The General Election Held On May 4, 2024; Officially Declaring The Results Of The Election; Declaring The Regularity And Legality Of The Election; Directing The City Secretary To Prepare The Election Register And To Preserve The Election Records; Providing For Findings Of Fact And Providing For An Effective Date. Ordinance No. 24-033 was read by caption. Motion was made by CM Robb, second by Mayor Brown, to approve the ordinance. Unanimously approved by those present. 6.B. Consider For Approval An Ordinance Of The City Council Of The City Of Galveston, Texas, Ordering A Runoff Election To Be Held In The City Of Galveston On June 15, 2024 For The Purpose Of Electing A Councilmember To District Two (2); Providing The Means And Method Of Carrying Out Said Election; Designating Hours For Voting; Providing Bilingual Election Requirements; Designating Polling Places; Providing For Early Voting; Providing For Notice Of The Runoff Election; Providing For A Severability Clause; Providing An Open Meetings Clause; Providing A Savings Clause; Providing For Findings Of Fact And Providing For An Effective Date. Ordinance No. 24-034 was read by caption. Motion was made by Mayor Brown, second by CM Robb, to approve the ordinance, with the addition of adding the Galveston County Courthouse as a polling location, and adding weekend voting on Saturday from 8 am - 5 pm and on Sunday from 1 - 5 pm. Unanimously approved. Ordinance No. 24-034 was read by caption. Motion was made by Mayor Brown, second by CM Robb, to approve the ordinance, with the addition of adding the Galveston County Courthouse as a polling location, and adding weekend voting on Saturday from 8 am - 5 pm and on Sunday from 1 - 5 pm. Unanimously approved. 6.C. Recognition Of Service By Outgoing Council Members Outgoing Council Members David Collins and John Listowski were recognized by Mayor Brown for their dedicated services to the City of Galveston. The Council Members thanked family, friends, and constituents for their support. 6.D. Administer The Oath Of Office To Elected City Council Members City Secretary Janelle Williams administered the Oath of Office to Elected City Council Members Craig Brown, Sharon Lewis, Bob Brown, Alex Porretto, and Beau Rawlins. Senator Mayes Middleton administered the Oath of Office to Elected City Council Member Marie Robb. 7.
