MINUTES OF THE GALVESTON CULTURAL ARTS COMMISSION REGULAR MEETING, TUESDAY, MARCH 15, 2022, 2:00 PM VIRTUAL MEETING VIA ZOOM I. DECLARATION OF QUORUM AND CALL MEETING TO ORDER a. With a quorum present the meeting was called to order at 2:02 PM by Chair Kathleen DiNatale. Present:, Pat Jakobi, Sherrill Hilton, Trey Click, Nick Barbee, Jan Collier, Ken Shelton. Absent: Mary Longoria, Michael Woody. For the City: Megan Pierce, Barbara Sanderson, Legal. Guest: Toni Kelly, from Dayton, Texas. b. Review of Minutes: Minutes for February regular meeting were reviewed. Jan moved they be accepted and approved, Nick seconded; approval was unanimous. c. Word on the Street: Pat Jakobi announced that the Galveston Island Market featured local arts and crafts was opening its Spring season on March 19 at 22nd and Mechanic. Trey Click reported on a possible project relating to African American community at the water tank next to the pump station and he will update at a later time. Megan Pierce announced the March 22 Hike for Hope on Seawall and Ironman Competition on April 3. d. There were no public comments. II. REPORTS a. Chair’ s Update: The application from Red Light Roasters for sidewalk art has been completed and a permit has been issued. Two of the artists who received 2021-2022 Public Arts grants are unable to carry out their projects. Daniel Fuller and Daniel Calderon’ s sculpture at Hendley Green has encountered fabrication and scheduling issues that they have been unable to reconcile. They have requested to withdraw from their proposed project and return the half of the grant money already received. Derek Anderson’ s planned mural on the Melrose Building has problems in accessing the site for a scissor lift because of its location adjacent to the parking lot and loading dock for The Grand Opera. The Chair assigned Nick to meet with Anderson and then the two of them with Grand staff to see if there is a way to allow him to continue. Anderson’ s application will require amending for any additional funding in order to complete the project. III. DISCUSSION AND ACTION ITEMS  a. Trey Click reported that officials from the City have indicated that they will consider a request from the Commission for an additional $ 50,000 a year. There was a discussion regarding this addition given that the City budget has already been approved. Trey Click said that he thought the money could come out of the City’ s share of the HOT funds. City Legal will be checking into this. b. Gabriel Prusmarck has submitted an application under the Street and Sidewalk Art code for painting a Seawall ramp prior to a skateboarding event to be held in May. The ramp is under Galveston County stewardship, but Prusmarck has sent application just in case the City will be involved if the project is determined to come under Street and Sidewalk regulations. Legal will check on that. No City funds are involved. c. Dennis Sheehan, local attorney, has reached out to the Commission to inquire if there is any way we can support the efforts to put together a group to discuss revitalization of the Seawall murals. d. Feedback was invited concerning the meeting with the Lakota Group about the Cultural Arts Master Plan. In general, the reaction was very positive. The Group is scheduled to come back around May or June for report. Their new website is www.galvestonculturalartsplan. com. There was a discussion of Ken Shelton’ s “ manifesto” on the arts. Commission was direct to City Code, Chapter 2, Division 3, Section 1.82 to outline its responsibilities and consider any revisions or updates needed. Methods of increasing knowledge of the Public Art grant program and other projects were discussed. IV. Megan informed us that we can resume meeting in person if we chose to do so, or continue on Zoom, or a hybrid.
