MINUTES OF THE GALVESTON CULTURAL ARTS COMMISSION REGULAR MEETING, TUESDAY, APRIL 12, 2022, 2:00 PM HYBRID MEETING IN PERSON AND VIA ZOOM I. DECLARATION OF QUORUM AND CALL MEETING TO ORDER a. With a quorum present the meeting was called to order at 2:03 PM by Chair Kathleen DiNatale. Present:, Pat Jakobi, Sherrill Hilton, Trey Click, Nick Barbee, Jan Collier, Ken Shelton, Mary Longoria, Michael Woody. For the City: Megan Pierce, Legal. b. Review of Minutes: Minutes for March regular meeting were reviewed. Kathleen suggested that the wording be changed under Part A of the Chair’ s Report from They have requested to withdraw from their proposed project and return the half of the grant money already received,” to “They have requested to withdraw from their proposed project and return the grant money received, which is approximately half of the total grant.” Nick moved minutes be accepted and approved with correction, Trey Click seconded, and the minutes were approved with Michael abstaining since he was not present at March meeting. c. Word on the Street: Pat announced that the Galveston Island Market would be held on April 16 at 22nd and Mechanic from 10 AM to 4 PM. Jan announced that the Cinco de Mayo celebration would be held at the old Courthouse on May 2 and that there will be musicians and dancers. Michael reported that a free all- day Festival and Event workshop with tools on creating local events is scheduled for April 27 at the Convention Center. Sherrill announced that the Juneteenth parade will be held on June 18 at 1:00 PM followed by an old-fashioned picnic. Michael announced the second issue of Island Soul is now available. The first issue won a Bronze for best travel magazine at the North American Travel Journalists Association annual meeting. Nick Barbee is giving a talk Saturday at the Galveston Arts Center in connection with his current exhibit there. Jan said the Epicurean Dinner is returning this year on April 15. Sherril reported that Galveston Film Festival was held at the Moody Gardens IMAX theater with 18 screenings of films from 2020 and 2021. The next Festival will be held in October 2023, skipping 2022. d. There were no public comments. II. REPORTS a. Chair’ s Update: Kathleen gave an update on Derek Anderson’ s access problem associated with his planned mural on the Melrose Building. Trey met with representatives from  The Grand 1896 Opera House but the access problem could not be resolved. Anderson has already spent a portion of the grant funds on preparing the wall for the proposed mural but cannot advance with the project. After a lengthy discussion, Ken moved that the Commission get an opinion from legal whether the project could be stopped, the work already completed by paid for, and that the remainder of the funds be returned. Trey seconded. Further discussion resulted in amending the motion to include consultation with Anderson to confirm that he wishes to cancel the project on the condition that he will receive no further funding for this project and that he does not have to return the funds already spent. Ken accepted the amendment, Trey seconded, and the motion as amended was approved unanimously. Legal also suggested that in the future no funds be given out until the City is sure that the project will work out. Further discussion focused on the suggestion that future applications include a no-go date after which funds spent would no longer be paid by the City if the project was not completed. Kathleen also gave an update on the Seawall Revitalization project being promoted by local attorney Dennis Sheehan. She met with Sheehan, Maureen Patton, and Peter Davis, who has all the historical documents associated with the original Seawall mural. It was decided that a 501(c)(3) be identified as an umbrella organization to spearhead fundraising for the project. The new nonprofit will then seek letters of support from the CAC, the City Council, and the Corps of Engineers before approaching the County for approval. III. DISCUSSION AND ACTION ITEMS a. Trey Click and Legal reported a request has been made for an additional $ 50,000 a year from the HOT funds and that the process is continuing. b. Twelve applications were submitted for the current public art round. However, one came in a day late because the applicant had the wrong email address. Trey moved that we accept the late submission since the attempt to submit was made before the deadline. Michael seconded. The motion was approved unanimously. c. Nick moved and Sherrill seconded that the Commission hold a workshop to consider the twelve applications. The motion was approved unanimously. The workshop was scheduled as a hybrid meeting on Tuesday, May 3, at 12:30 PM. d. Nick moved and Sherrill seconded that the meeting be adjourned.
