RE: Minutes for the Board of Health meeting held on Monday, January 26,2015
5:00 Meeting called to order
5:05 Meeting minutes dated October 20,2014 were signed. Meeting minutes from December 8, 2014
were approved and signed.
5:15 Old business: Dr. Miller inquired about SAWA. Bernie informed the Board that Jennifer Susen-
Roy has been going to the restaurant and has not found any deficiencies. Dr. Miller wanted to
follow up on the DEP and sludge landfill odor issue. Bernie informed the Board that the state
issued a deficiency notice to the Sewer Department on the vertical expansion. They insisted the
Sewer Department include an odor mitigation plan with it, as well as a monitoring plan. The City
is investigating other options at this time. They are speaking with other entities. Dr. Miller asked
if they were still using lime at the sludge landfill and Bernie stated that they were not using it at
this time. Dr. Millir asked about the Central Mass Mosquito Control Project. Bernie stated that
Counselor Scott Graves is still interested and has spoken to the Mayor.
New business: Bernie spoke about the substance abuse prevention collaboration grant. He stated
that the incoming Governor supports the collaborative. The grant provides similar additional
services under the Mass Opiode Abuse Collaborative. The eastern host communities are
Fitchburg, Leominster, Clinton, & Sterling. The western host communities are Gardner, Athol,
Royalston, Templeton, Philipston, Westminster, & Ashburnham.
5:30 Pasquale Lanni from Subway came in regarding his food license. He has not received his food
license because he has not submitted all the documents needed for the common victualler license.
He has entered into a payment plan with the DOR to pay overdue taxes. They will send the
License Commission a certificate of compliance at which time we will give Subway the food
license.
5245 Thomas Desmerais from Chair CityPiz,za came in to explain his situation. He wasn't able to open
because of broken equipment at the restaurant. He is unsure if he is going to open and may
request a refund for the food license application fee. [Ie will be back at the next Board of Health
meeting to inform the Board of his decision to open or not.
