5:00 Meeting called to order
5:05 Meeting minutes dated April 6, 2015 were signed. Meeting minutes dated April 27, 2015 were
approved and signed.
5:15 274 Partridge Street septic plan review: This is a repair of an existing septic system with two
variance request – 1) reduction in groundwater offset, 2) reduction to the well offset. The system
is also undersized, which is not identified on the plan submittal. The Board tabled the issues and
will send the plan back to the Engineer for revisions. They will bring the septic plan back to the
Board to be reviewed at a later date.
5:30 18 Holly Drive septic plan review: This is a replacement of an existing septic system with a
variance request – reduction in groundwater offset. The plan was reviewed and approved.
5:45 United Water – update on sludge landfill: Robert Sims of Maguire Group (consulting engineering
firm) and Matt Lapointe of United Water discussed the sludge landfill. United Water started
working with the Maguire Group in 2011 to come up with options for expanding the sludge
landfill or other sludge disposal options. The short term solution they came up with is a vertical
expansion of the current sludge landfill which will take us to the year 2018. This will give the City
more time to come up with a long term solution. A Pilot Program to control odors will be initiated
as soon as it is approved by DEP. There are two options: 1) Vioxide (chlorite nitrite) will be
sprayed directly onto the actual cake (de-watered sludge), 2) VX456 will be injected directly into
the liquid sludge just ahead of the belt press at the Wastewater Facility. Mr. Sims and Mr.
Lapointe would like to get all the odor complaints so they can have awareness and tracking. That
way they can address situations as they arise. United Water has a permit for a modification to
operation plan with DEP. The City Council has not approved the vertical expansion, but DEP has
the whole say in it.
6:00 Old business: Dr. Miller asked about Elmir Simov, landlord of 17-19 Greenwood Street – no new
issues. Bernie informed the Board that the City will be getting services from the Central Mass
Mosquito Control. The Director of the agency has to put together a response plan and put it into
operation. New business: Bernie informed the Board that the City has received a sizeable grant
for SAPC (Substance Abuse Prevention Collaborative). This will help provide services to MPHN
communities, such as narcan trainings.
