Vance RE: Minutes for the Board of Health meeting held on Monday, July 20, 2015 __________________________________________________________________________________ 5:07 Meeting called to order 5:05 Meeting minutes dated May 15th, 2015 correction was approved. Meeting minutes dated June 15th, 2015 approved. 5:10 Domino’s Pizza, 401 Parker Street- plumbing variance. Domino’s Pizza is looking to add seating to the front of the store. The plumbing code requires 2 handicapped accessible bath rooms for customers. The bath room they have now is not handicapped accessible and is for employees use only. After some discussion a motion was approved unanimously. Bernie will draft a letter, and send to the State Plumbing Board in Boston advising them of the variance approved by the Board of Health of Gardner to add one unisex handicapped accessible bath room. 5:25 47 Partridge Street septic plan review. Bernie added to agenda in case the plan came in on time. The party has moved out of state and the plan is not yet finalized. 5:30 274 Partridge Street septic plan review. This is a repair of an existing septic system with two variance requests -1) reduction to the well offset, 2) reduction in groundwater offset. Attorney Tobia was concerned about the ramifications of the reduction in the offset to ground water, particularly with the current distance of the existing septic system to the existing well. Bernie explained, that the purposed system even with the reduced offset would be protective of public health. After much discussion of concerns for contamination of the well and of adjoining properties, and for future owners of the home, the decision of the board is to approve the variance. However, the board is requesting the existing well be tested for nitrates and bacteria before changes are made to make sure no contamination exist in the well now. Approved unanimously. 5:50 Old business: Susan Avallone asked for an update on the Mosquito Control Project. It was reported that the project is up and running. There have been some West Nile cases reported in the state. Bernie reported that we are in a much better position than in the past because the mosquito control project is monitoring breeding pools in the community. 5:55 New business: Dr Miller, and Bernie will meet with Representive Zolick. They will discuss the House bill 1950; this bill is in regards to the board’s ability to preserve the right to make health regulations for the city. 6:05 Set next meeting, adjourn Recording proceedings were preserved and are available upon request.
