CITY OF GARDNER OFFICE OF THE BOARD OF HEALTH ROOM 29, CITY HALL GARDNER, MASSACHUSETTS 01440 (978) 630-4013 FAX (978) 632-4682 To: Bernard Sullivan, R.S., C.H.O. - Health Director Dr. Donald Miller, Chairman Attorney Geoffrey Tobia, Member Susan Avallone, Member RE: Minutes for the Board of Health meeting held on Monday, November 16, 2015 __________________________________________________________________________________ 5:00 Meeting called to order 5:02 Meeting minutes dated September 21st 2015 were approved. 5:05 848 Clark Street Septic Plan. Joan Blast is selling her home, the septic failed title 5 for sale. Space is limited where it would be a good place to put the septic system. Paul Grasewicz from Graz Engineering LLC called in because the offset is less than 100ft. Paul proposes using a Presby Environmental Advanced Enviro-Septic System instead of pipe and stone. It is a 12” piping system which gives a smaller foot print. This will help keep the system concentrated in the area to work with. The system takes up 416ft and a normal system would be 550ft with pipe and stone. This system was approved in Massachusetts in the year 2000. Paul is not proposing because he likes the system as much as it would work better in this situation because you can use on a sloop. The track record for the Advanced Enviro-septic system is good, were instillation specifications are followed. In MA, the Board of Health sends a certificate showing that proper instillation was followed. Also, all these systems are vented to keep the air moving all through the system, which is key to these systems. Maintenance is easy for the home owner because there is a way to rejuvenate the system. Cost comparison is similar because the footprint is smaller, less fill. At this site there will be 71ft between the septic and well, this should not influence the well at all. Bernie reported that on this site the Presby Environmental system seems to be a good solution without making them move the well. Bernie addresses the longevity of the system, by referencing Super Stop N Shop on Cape Cod; they have this system and it is working very well. Bernie brings up that the filling process with the innervated design will show up on the title search in the future. Proposal approved unanimously. 5:30 Flavored Tobacco Products: Joan Hamlett from Tobacco Alliance, reported that there are 23 pages of products, this will double next year, targeted for children by way of “flavor” enticing names for tobacco products. The goal is to create a “Tri City” involving Fitchburg, Leominster, and Gardner. The hope is to get as many people to have consistent language about the regulation restricting the sale of tobacco products. The ground work should be done by educating the merchants as well as the public on the issues of flavor tobacco. Regulations don’t band flavored tobacco, just puts them in an adult establishments where no one under 18 years old should be going. Some key points brought up: The colorful and candy flavors are targeting the children, as well as they are on lower shelves where children can see them. The devises are no longer shaped like cigarettes; they are shaped like pens, guitars, and dinosaurs. No Action taken at this time. A “sample Regulation Restricting the sale of Tobacco Products” will be available for the next meeting. 5:50 Old business: Susan asked about Cruisers Malt Shoppe, and Mr Robichaud taking the Serve Safe training. 5:55 New business: $16,000.00 grant from DEP promotes mattress recycling. There is a local business that will help us with the mattresses that we get at the transfer station. The consumer could also bring the mattress on their own to Raw Material Recovery at 461 West Broadway. This seems to be working for both the company and the city. New restaurant, Tacco Rey, there were some issues with the opening, however they were worked out before he opened. 5:58 Set next meeting, adjourn Recording proceedings were preserved and are available upon request. The next meeting was set for Monday, December 21,2015. ________________________ _______________________ _________________________ Dr. Donald Miller, Chairman Atty. Geoffrey Tobia, Member Susan Avallone, Member All conversations are documented on recording identified as B.O.H Nov 16, 2015
