Minutes:
Approval of the November 14,2023, special meeting minutes was held off until next regular meeting
due to absence of Chairperson, Michael Fitzsimmons.
Hcarins:
Stacey Kazinskas presented on behalf of Moon Hill Brewing for the request ofa 1-Day Beer/Wine
License for the Mayor Nicholson’s Inauguration. This event would take place at Perry Auditorium
within City Hall, on January 4, 2024. The Board Members reviewed the application and supporting
documents, then agreed to approve the request.
Stacey remained present for representation of Moon Hill Brewing for the next I-Day request. This
request was made on behalf of Fitness Concepts, for a I-Day Beer/Wine License for their Member
Social on January 19, 2024, onsite at Fitness Concepts. All documentation was reviewed, and approval
was granted for this event.
Next on the agenda, Joel Thompson stepped forward to speak on behalf of American Legion for the
request made for Change ofOfficers!Directors!LLC Managers. The change is due to the unfortunate
passing of a member, which in turn would create the need for a shift in responsibilities. The application
and its supporting documents were reviewed by Members, Nancy and Kenneth, to which they agreed
to accept and allow submission to the ABCC.
Jeff Gallant, Trustee, presented for the Napoleon Club, called to December’s meeting due to failure to
complete their 2024 Liquor License Renewal. Jeff explained they are waiting to have their fire system
inspected and tested so that they are able to schedule their 304 Inspection with the Building
Department. License Commission Clerk, Ashley, voiced that there had not been application started
with the Building Department which would hold up the scheduling process. It was mentioned that they
would be able to submit a place holder document where the fire inspection report was requested to
have that application open and moving through the department checks needed before scheduling.
Clerk, Ashley also pointed out that upon review of their license renewal application they have made
changes to officers within the club, which in turn would require a Change of Officers/Directors/LLC
Managers application to be completed, submitted on the local level, then to the state. Jeff agreed to
comply by completing this requirement and stated he would contact the Building Department for
scheduling their inspection.
Ovila Case Post #905 VFW representatives, Bermon Henrie, Quartermaster, and William Hallett, Bar
Manager moved forward to speak on their failure to apply for their 2024 Liquor License. Bermon
stated that they are waiting for their Board of Health Inspection to be completed for their Food Permit;
Ashley explained this is separate from their liquor license and should not allow that to hold up
submitting their application for renewal of their liquor license. Member, Kenneth pointed out that as of
December 3 l’ at midnight they would no longer be able to serve alcohol. Bermon mentioned the need
for Con cheeks and reorganization within the club, as well as some difficulties timewise completing
the application. The Board Members and Clerk Ashley discussed with Bermon and William
coordinating schedules to assist with completed the application for renewal as well as an application
for change of officers to avoid a lapse of their license. William brought up his concerns about the
building inspection which hadn’t been scheduled yet. Kenneth stated that it is a requirement of his
license renewal, so it would need to be scheduled and completed as soon as possible. Ashley explained
that the Building Department sent out their inspection renewal reminders/instructions in September but
if they did not have that paperwork to contact Mariela, Administrative Coordinator of the Building
Department, and she would be able to assist. Bermon and William agreed to contact Ashley for
assistance with their renewal.
Old Business: No old business was discussed.
New Business: Approval of the completed 2024 Annual Liquor License renewals was granted by
Nancy and Kenneth to those who followed the requirements; All except the two called to hearing at
this meeting.
Lt. Czasnowski touched on a local incident involving gun shots behind the Napoleon Club the night
prior at 10:30pm. He stated another call came in shortly after that one for a bullet going through a
resident’s window on Boulder Drive. Lt Czasnowski assured the GPD were on top of this case and its’
suspect(s).
