REGULAR MEETING PUBLIC SERVICE COMMITTEE of September 21, 2021 Meeting of the Public Service Committee was held in the office of the DPW, 50 Manca Drive at 4:00 PM on September 21, 2021. Members Present: Councilor Nathan Boudreau, Chairman; Councilor Judy Mack; Councilor Karen Hardern; Administrative Assistant Christine Harty Attendees: Dane E. Arnold, DPW Director; Chris Coughlin, Engineer, Neil Viner, Senior Civil Engineer and Steve Rockwood. CALL TO ORDER Councilor Nathan Boudreau called the meeting to order at 4:00 pm. OPEN MEETING RECORDING ANNOUNCEMENT – any person may make a video or audio recording of an open session of a meeting, or may transmit the meeting through any medium, subject to reasonable requirements of the chair as to the number, placement and operation of equipment used so as not to interfere with the conduct of the meeting. Any person intending to make such recording shall notify the chair forthwith. All Documents referenced or used during the meeting must be submitted in duplicate to Secretary of the Committee, pursuant to the Open Meeting and Public Records Law. All documents shall become part of the official record of the meeting. ABATEMENTS WATER/SEWER 363 Temple Street: Mr & Mrs. Gosselin are present to appeal case to committee. Homeowners were not present at property when incident occurred. Grown children reside there, do not believe an intentional damage to have been done. They believe an event must have occurred in which the water meter was bumped/damaged causing metering issues leading City to question tampering of meter. After consideration and review of the case the committee has agreed to waive the tampering fee and meter replacement charge. Motion made by Councilor Karen Hardern, second by Councilor Judy Mack to dismiss abatement, uphold tampering fee, all in favor, motion passes. 27 Toby Street: Owner of property Kwame Nkrumah to appeal meter tampering, requested to be heard at meeting. Contacted and informed of meeting today, property owner is a no show. Motion made by Councilor Judy Mack, second by Councilor Karen Hardern to dismiss abatement, uphold tampering fee, all in favor, motion passes. ACCEPTANCE OF MINUTES Motion to accept the minutes of the May 26, 2021 & June 2, 2021 meetings as written made by Councilor Judy Mack, second by Councilor Karen Hardern, all in favor motion carries. REPORTS FROM DEPARTMENT HEADS Dane Arnold: In regards to the Water Project, wrapping up Pearl Street work on services next week. Completing tie-ins on Parker, from Main St. to Connors St. is all done. Will continue then and move onto Harvard St. and Jean.St. Moving the next crew to begin Robillard Street, this was part of the change order to the Water Project discussed last meeting. Paving is going well, spoke with contractor and hoping to get Vernon St begun next week, then place a binder coat come Mid-October on Parker/Main down to at least Nichols St. Going to have trench patches for the fall festival, Contractor to walk the downtown and clean up/sweep. Tree Planting has begun, handled presently by Neil Viner. Downtown Bullnose parking area new flag poles are being placed. Chris Coughlin: GIS update, on the homepage of City Website there is a new interactive map of all the projects currently in progress within the City. Also the reprecincting process of the City will begin soon, this occurs every 10 years. REPORTS & REQUESTS FROM COUNCILOR’S Councilor Nathan Boudreau: Welcomes Neil Viner, Senior Civil Engineer to City on behalf of Committee. Councilor Judy Mack: No Requests Councilor Karen Hardern: No requests. Motion to adjourn, Motion made by Councilor Nathan Boudreau second by Councilor Judy Mack to adjourn the meeting at 4:22 pm. Roll Call vote: Councilor Karen Hardern yes, Councilor Judy Mack yes, Councilor Nathan Boudreau yes. Motion passes. Next meeting scheduled as needed.
