COUNCIL CAUCUS MEETING MINUTES CITY OF GARFIELD HEIGHTS, OHIO Monday, September 28, 2020 (Note: This meeting was conducted by teleconference due to the current Covid-19 outbreak.) Council President Pro Tem Michael Nenadovich called the Caucus Meeting to order at 6:31 p.m. Members Present: Jason Blake, Councilman Ward 5 Shayla Davis, Councilwoman Ward 4 Charles Donahue, Councilman Ward 2 Michael Dudley, Sr., Councilman Ward 1 Michael Nenadovich, Councilman Ward 3 Tom Vaughn, Councilman Ward 7 Member Excused: Matt Burke, Councilman Ward 6 Clmn Vaughn moved to excuse Clmn Burke from Caucus, Clmn Donahue seconded his motion. The motion stood approved by 6 Yes (Vaughn, Dudley, Donahue, Nenadovich, Davis, Blake) and 1 Absent (Burke) votes. President Burke joined the meeting. Clmn Vaughn moved to accept the Caucus Minutes of September 14, 2020 as submitted, Clmn Blake seconded. The motion stood approved unanimously. There were no Committee Reports. The Clerk mentioned that Council had received a letter by e-mail that day from Ms. Lanene Jones talking about Officer Malak and police reform. President Pro Tem Nenadovich said he would let President Burke decide whether to have it read on the floor. The Chairman asked Council whether they had any questions on Ordinance 74-2020. Clwn Davis asked Finance Director Biro to confirm that the Activities Coordinator and a part-time position were fused together because the Activities Coordinator left and that turned the administrative position into one full-time position. Ms. Biro confirmed that. Clmn Dudley next asked whether the candidate for the social services position would be required to have a social services background because he felt he/she ought to. Mayor Collova explained that Senior Center Director Kathy Rush-Parsson handled social services. Secondly, Clmn Dudley posed several questions about the pay scale for the Human Resources position, to which Finance Director Biro responded. Mayor Collova added that the salary of the Human Resources person would remain unchanged, but she would become full-time and have benefits. 1 Finally, Clmn Dudley insisted upon a Second Reading. At this time, the Mayor explained that he needed the ordinance to pass in order to hire staff and the Senior Center desperately needed employees. Council could request a Second or Third Reading if they chose, but it would greatly slow down the hiring process. Clmn Dudley intended to move for a Second Reading on Council Floor. ORDINANCE NO. 74-2020 Clmn Burke advised that he would move to consider by title. President Nenadovich next asked Council if they had anything to bring up. Clmn Vaughn reminded everyone of the Safety Committee Meeting scheduled for Tuesday, September 29, 2020 in Council Chambers at 6:30 p.m. and advised attendees to enter via the side door of the Civic Center. Clwn Davis said that she could not come to the Safety Meeting in person but hoped to participate by telephone. Clmn Vaughn said that was feasible and added that Deputy Police Chief Kaye would be present. Secondly, Clmn Vaughn requested Council to block time in order to participate in Finance Budget Meetings on October 27, 28, and 29, 2020 beginning at 6:30 p.m. The meetings would be virtual. Clmn Dudley moved to adjourn the Caucus Meeting, Clwn Davis seconded and the motion was approved unanimously.
