COUNCIL CAUCUS MEETING MINUTES CITY OF GARFIELD HEIGHTS, OHIO Monday, January 25, 2021 (Note: This meeting was conducted via Zoom due to the current Covid-19 outbreak.) Council President Matt Burke called the Caucus Meeting to order at 6:30 p.m. Members Present: Jason Blake, Councilman Ward 5 Matt Burke, Councilman Ward 6 Shayla L. Davis, Councilwoman Ward 4 Charles Donahue, Councilman Ward 2 Michael Dudley, Sr., Councilman Ward 1 Michael Nenadovich, Councilman Ward 3 Tom Vaughn, Councilman Ward 7 President Burke said the record should reflect that all seven Council Members were present at the Caucus Meeting. The Chair then moved to accept the Caucus Meeting Minutes for January 11, 2021 as written. Clmn Donahue seconded. The Chair asked the Clerk for a roll call vote. The motion was approved unanimously. There were no written communications to Council or anything out of committee. The President reminded the committee Chairs that the minutes from the Finance Committee for November 16th and from the Safety Committee still needed to be voted on at the next committee meetings and they should not be forgotten. Getting into the night's legislation, President Burke asked whether anybody had any queries and whether they preferred that he make all the motions. ORDINANCE NO. 05-2021 Clmn Dudley advised that he would move to consider by title. ORDINANCE NO. 06-2021 President Burke advised that he would move to consider by title. ORDINANCE NO. 07-2021 President Burke advised that he would move to consider by title. ORDINANCE NO. 08-2021 President Burke advised that he would move to consider by title. ORDINANCE NO. 09-2021 President Burke advised that he would move to consider by title. ORDINANCE NO. 10-2021 Clmn Vaughn advised that he would move to consider by title. ORDINANCE NO. 11-2021 President Burke advised that he would move to consider by title. ORDINANCE NO. 12-2021 Clmn Vaughn advised that he would move to consider by title. The Chair noticed Section 5 said the ordinance shall be in full force and effect from and after the earliest period allowed by law. However, it did not say it was an emergency. So he asked Mr. Riley if Council should amend it to constitute an emergency. Mr. Riley replied Yes and advised Council to add this paragraph at the end: 1  “SECTION 6. Council declares this Ordinance to be an emergency measure necessary for the immediate preservation of the public health, safety, and welfare and shall be in full force and effect immediately upon its adoption by this Council and approval by the Mayor, otherwise from and after the earliest period allowed by law.” ORDINANCE NO. 13-2021 President Burke advised that he would move to consider by title. RESOLUTION 03-2021 Clmn Nenadovich advised that he would move to consider by title. RESOLUTION 04-2021 Clmn Nenadovich advised that he would move to consider by title. RESOLUTION 05-2021 President Burke advised that he would move to consider by title. RESOLUTION 06-2021 President Burke advised that he would move to consider by title. RESOLUTION 07-2021 President Burke advised that he would move to consider by title. Clmn Blake asked the Chair how to handle his transition from Councilman of Ward 6 to Mayor. President Burke said that as of February 1st, he would no longer be on Council, and Mr. Nenadovich would become President. He believed that Council did not have to put anything in the newspaper according to our city Charter. However, he recommended doing so just to put it out to the residents who might be interested in doing the job. Clmn Nenadovich confirmed that he would place the ad in The Neighborhood News the following day. The Chair suggested checking with Mr. Jerome in case he was working on an ad too. Mr. Jerome and Clmn Nenadovich would discuss placing the ad the following day. Clmn Donahue pointed out that interested parties would not have much time to submit their applications and, furthermore, not everybody reads the Neighborhood News so it would be good to post the information on the City Website. Council agreed that it should appear on the Website. Clmn Nenadovich announced that he wished to hold a brief organizational meeting with Council to talk over the transition as soon as possible. He proposed a Legislative Committee Meeting on Thursday, January 28, 2021 at 5:30 p.m. He wanted to meet in Council Chambers, spaced apart and have the meeting on Zoom. The general feeling was that it would be tough with the COVID, so it would be kept as Zoom. Clmn Dudley suggested mentioning the contact information to apply for the Council seat on the message board in front of City Hall. The Chair said that that was feasible. Finance Director Barb Biro interjected to say that, regarding The Neighborhood News, to have something in the paper on January 27th, it must be there first thing on Tuesday, January 26th to meet the deadline for publication. Second, Ms. Biro stated that one could not post anything without the certification of the fiscal office. So if Council was going to follow protocol, she recommended submitting the ad first thing on January 26th (Tuesday) and preparing a purchase order for her to approve. Clmn Nenadovich moved to adjourn the Council Caucus Meeting and Clmn Dudley seconded. The President said that there were 7 Yes votes for the adjournment of the Caucus Meeting.
