Box 428 Genoa City, WI 53128 262-279-6472 Office ▪ 262-279-6618 Fax Village Board Meeting Thursday, April 14th, 2022 @ 7:00 p.m. BOARD 1) Call to Order/Roll Call/Pledge of Allegiance Meeting of the Village Board was called to order at 7:06 PM by President Ken Parker. MEMBERS 2) Citizen’s Comments Ken Parker Village President None Duane Gallo Trustee 3) Consent Agenda: Any item listed on the consent agenda may be removed at the request of any member of the Board. Paul Jargstorf - Trustee Approval of Payment of Bills Approval of Monthly Financial Reports; Payroll Dave Kamholtz Approval of Minutes: Reg. Mtg. March 10th, 2022 Trustee Approval of Operator’s License: (PD Approved)-Bergeron, Danielle-Dollar Jim Krause General and Cocke, Nicholas-Genoa City BP Trustee On a Traskaski/Jargstorf motion to approve consent agenda; motion carried by trustees: Pamela Larson- 6-0. Trustee 4) Unfinished Business: NONE Phil Traskaski Trustee 5) New Business: a. Approval of hiring of Frank Napolitano and Kevin Blaha for the positions of DPW Operator. Larson/Traskaski motion; carried 6-0 b. Presentation of Walworth County radio communications upgrade from Captain Todd Neumann of the Walworth County Sheriff’s Office, Communications Division. Undersheriff Gerber accompanied Captain Neumann. Working with L3 Harris RaCom, county is looking to utilize Genoa City water tower for countywide radio communications. Design/build late 2022/early 2023. Comm to go live in 2024. c. Placement of speedbumps starting May 1st, 2022. 18 speed bumps in stock. Placement: Full set of 4 across Hunter Ridge Dr. east of Highland. Full set of 4 across Meadow Dr. south of Teal Trl. 3 Full sets of 3 across Fellows Rd. at Veteran’s Park, Grass walking path to Ridgeview Subdivision, and north of Broken Spoke. d. Appointment of Williams Connors to Bloomfield Genoa City Fire Commission for the term of April 15th, 2022 through December 31st, 2027 Gallo/Traskaski motion; carried 6-0 6) Ordinance and Resolution Updates: a. 04-14-2022a Resolution appointing Kathryn Dennis, Village Treasurer, as authorized representative for the American Rescue Plan Act (ARPA) Local Fiscal Recovery Funds. Larson/Jargstorf motion; carried 6-0 b. 04-14-2022b Resolution ‘No Mow May’ including of suspension of Village Ordinance §205-Article II for the duration of May in an attempt to increase pollinator populations. Traskaski/Gallo motion; carried 6-0 7) Attorney Report: Linda Gray No Report 8) Supervisor Reports Clerk/Treasurer Jurewicz’ Report -- Nothing to add; see attached PW Supervisor Cole’s Report – Spoke about Focus on Energy Audit; see attached Chief Balog’s PD Report -- Spoke about Use of Force policy, applications for FT Patrol open until April 15 th, Public Safety Committee will review one ordinance per month; see attached 9) Standing Committee Reports a. Finance- (VP Parker) Reviewed monthly bills and financial reports b. Human Resource- (Trustee Traskaski) – None c. Parks & Recreation- (Trustee Kamholtz) - None d. Community Relations and Communications- (Trustee Larson) – None e. Public Safety and Licensing- (Trustee Gallo) – Closed Session meeting. f. Economic Development and Zoning- (Trustee Jargstorf) – Personal Property Maint. Ord. g. Public Works- (Trustee Krause) – None 10) Village President Report – None 11) Adjourn into closed session in accordance with Wisconsin Statue 19.85(1) Roll Call Vote: Ken Parker-Y, Duane Gallo-Y, Paul Jargstorf-Y, Dave Kamholtz-Y, Jim Krause-Y, Pamela Larson-Y, Phil Traskaski -Y a. (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility regarding Department of Public Works. b. (e) Deliberating or negotiation of the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Regarding Purchase of property of Wild Rose Rd. for the purpose of a DPW yard. Traskaski/Jargstorf motion to reconvene into open session; carried 6-0 12) Reconvene into Public Session a. Consideration and possible action on recommendations for matters discussed in Closed Session by the Village Board. On a Traskaski/Larson motion to adjourn at 8:34 PM; motion carried by trustees, 6-0.
