All members being present, Councilmember Lusby led the pledge after a moment of silence. 1. Minutes A motion was made by Councilmember Singer Eardley and seconded by Councilmember Tackett to approve the minutes from the City Council meeting June 24, 2019. The motion was unanimously approved. 2. Acknowledgement Receipt of Check Register Mayor Prather requested that council acknowledge receipt of the check register. Council members all acknowledged such receipt. 3. GMWSS a) Second reading of rate ordinance. A motion for approval was made by Councilmember Showalter and seconded by Councilmember Tackett. A roll call vote passed 7-1. Councilmember Tingle-Sames voted no. b) GMWSS 2019-2020 Budget. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Thompson. The motion was unanimously approved. 4. City Attorney a) Municipal Order approving easement on Finley Drive. A motion for approval was made by Councilmember Thompson and seconded by Councilmember Tackett. The motion was unanimously approved. Councilmember Lusby recused himself. b) First reading of East Main Street Extended zone change ordinance. c) First reading of East Main Street Extended annexation ordinance. d) First reading of unmanned aircraft systems ordinance. e) First reading of 167 Industry Road zone change ordinance.
