Georgetown City Council Meeting
July 8, 2019

The meeting of the Georgetown City Council was called to order by Tom Prather.
All members being present, Councilmember Lusby led the pledge after a moment of
silence.
1. Minutes
A motion was made by Councilmember Singer Eardley and seconded by
Councilmember Tackett to approve the minutes from the City Council meeting
June 24, 2019. The motion was unanimously approved.
2. Acknowledgement Receipt of Check Register
Mayor Prather requested that council acknowledge receipt of the check register.
Council members all acknowledged such receipt.
3. GMWSS
a) Second reading of rate ordinance. A motion for approval was made by
Councilmember Showalter and seconded by Councilmember Tackett. A roll
call vote passed 7-1. Councilmember Tingle-Sames voted no.
b) GMWSS 2019-2020 Budget. A motion for approval was made by
Councilmember Tackett and seconded by Councilmember Thompson. The
motion was unanimously approved.
4. City Attorney
a) Municipal Order approving easement on Finley Drive. A motion for approval
was made by Councilmember Thompson and seconded by Councilmember
Tackett. The motion was unanimously approved. Councilmember Lusby
recused himself.
b) First reading of East Main Street Extended zone change ordinance.
c) First reading of East Main Street Extended annexation ordinance.
d) First reading of unmanned aircraft systems ordinance.
e) First reading of 167 Industry Road zone change ordinance.
There being no further business Mayor Prather adjourned the meeting.

A.M. Best rating of “A”of better with the minimum coverage of $500,000.00 per occurance, listing City of Georgetown as an
additional insured. Note: Acceptable Insurance Certificates must be submitted at least fifteen days before the date of the event, or the
event application is subject to being denied.
2.) Indemnification: The applicant agrees to indemnify, defend and hold harmless the City of Georgetown, employees and agents, from
all claims, liabilities, losses, damages, expenses, accidents and occurrences (including attorney fees) arising out of, or in connection
with, the performance of the agreement, activities associated with the event or arising out of Applicant’s use of the facility, excepting
however, all such claims, liabilities, losses, damages, expenses, accidents and occurrences caused by City of Georgetown’s sole
negligence or willful misconduct.
3.) If you are interested in having a parade/run/walk, be sure to attach the route with this application.
4.) The approval process takes approx. 4weeks. This includes sending it to the City Council for approval. If additional costs are required
(e.g. due to necessary permits or inspections, you will be required to pay for such services prior to issuance of approval. You will be
notified by mail of the approval.

1. Creates a new article of Georgetown Code of Ordinances Chapter 10 to provide for
prohibited areas of launching and landing of unmanned aircraft systems, regulations on
the safe operation of unmanned aircraft systems, prohibitions on operating unmanned
aircraft systems for the purpose of voyeurism or harassment, and other miscellaneous
requirements; provides penalties for the violation of the various provisions.

AN ORDER APPROVING CHANGE ORDER # 5 FOR THE LANES RUN BUSINESS PARK
INFRASTRUCTURE IMPROVEMENTS PROJECT AND AUTHORIZEING THE MAYOR TO SIGN ALL
RELEVANT DOCUMENTS.
WHEREAS, the estimated balance of contingency for the Lanes Run Business Park Infrastructure Improvement
Project after Change Order #1, #2, #3 & #4 is estimated at $181,064.70; and
WHEREAS, Change Order 5, adds stormwater modifications to the existing stormwater detention embankment
structure which will be a better long-term situation to maintain the integrity of the embankment; the work is
recommended by HDR Engineering, Inc, increasing the cost by $8,364.00 from the original contract; and
WHEREAS, the remaining estimated contingency budget after CO 5 will be $172,700.70;
NOW THEREFORE, IT IS HEREBY ORDERED by the Georgetown City Council that the Change Order #5 from The
Allen Company for the Lanes Run Business Park Infrastructure Improvement Project, in the total amount of
$8,364.00 copies of which are attached hereto and incorporated herein by reference, are hereby approved, and
the Mayor is authorized to sign all relevant documents.

AN ORDER APPROVING AN AMENDMENT TO THE AGREEMENT WITH INTEGRATED
ENGINEERING, PLLC AND AUTHORIZING THE MAYOR TO SIGN ALL RELEVANT DOCUMENTS
WHEREAS, the City of Georgetown was awarded a Congestion Mitigation and Air Quality
(CMAQ) grant for improvements to Cardinal Drive; and,
WHEREAS, the City of Georgetown elected to contract with a firm assigned by the Kentucky
Transportation Cabinet, as this project qualified for this alternative in lieu of following standard
procurement procedures; and,
WHEREAS, the project scope did not include engineering services related to Right-of-Way
acquisition, and six (6) property parcels will need to be acquired for the Cardinal Drive roadway
improvements; and,
WHEREAS, the previously approved contract with Integrated Engineering, PLLC was awarded by
MO 18-014 in the amount of $186,498.00; the Right-of-Way amendment is in the amount of
$49,235.00, for a revised total amount of $235,733.00; and,
WHEREAS, this project will be funded in the 2019-2020 budget;
NOW THEREFORE, IT IS HEREBY ORDERED by the Georgetown City Council that the amendment
to the contract between the City of Georgetown and Integrated Engineering, PLLC, which is
attached hereto and incorporated herein by reference, is approved, and the Mayor is
authorized to sign all relevant documents.
